Positioned in the Hong Kong education context, this article evaluates the effects of teaching science through home and second languages (i.e. Chinese and English) in Secondary 2 (or eighth grade) science classrooms. A total of 479 students, divided into two language instruction groups, participated in a teaching intervention comprising 16 lessons on the topic of ‘Making Use of Electricity’. Informed by the results of a mixed-methods study with a quasi-experimental design, with data collected from science diagnostic tests, inquiry questions and focus group interviews, this article reports that Chinese is the most advantageous language of instruction for low- and middle-ability science students, whereas English is more favourable for their high-achieving peers. Whilst Hong Kong students who learnt the focal topic in English were able to rid themselves of certain naive ideas generated from the translation of science terms into Chinese (e.g. pencil ‘鉛筆’ is translated as ‘lead pen’ in Chinese), they were also found to have misconceptions about certain scientific concepts. For example, they were confused about ‘open’ and ‘closed’ circuits because they mixed up the words ‘open’ (‘開放’) and ‘switch on’ (‘開啟’) in English. The study’s broad implications for language support and a mixed-code approach in science teaching worldwide are discussed.

Since 1997, the Hong Kong government adopted a ‘biliterate and trilingual’ language policy, aimed at developing biliterate (written Chinese and English) and trilingual (Cantonese, Putonghua and English) citizens. However, Hong Kong secondary schools did not have an agreed approach for this policy implementation, and the Medium of Instruction (MOI) arrangements have been controversial. In response, the government decided to fine-tune MOI arrangements for secondary schools in 2009, allowing them the flexibility to decide on appropriate MOI arrangements. This paper reports on a case study of the trilingual education approach of a Hong Kong secondary school after the introduction of the fine-tuning policy. Research methods employed include questionnaire surveys, interviews and analysis of recorded lessons. Research findings suggest that various factors need to be considered when adopting a trilingual education approach. First, students found it more appropriate to use Cantonese than Putonghua as the MOI for teaching Chinese Language, and the effectiveness of using Putonghua as the MOI (PMI) was questioned by Chinese Language subject teachers and the principal. Second, although some subjects such as Integrated Science and Mathematics were taught using English as the MOI, mixed code is prevalent in classroom teaching. Third, the importance of using the mother tongue in teaching is emphasised. The use of students' second language as the medium of instruction in schools is quite common in former colonies of Western countries. Schools in Hong Kong have had this kind of experience for more than 150 years. In this study, three factors, namely economic, political, and educational, are found to affect the choice of medium of instruction in schools. In particular, the economic factor is found to be the dominant one for most of the time, while the educational factor has the smallest influence. Due to the change of the above three factors and their interactions over time, there were more Chinese-medium secondaryschools in the first 100 years (1842-1949) and then more English-medium secondaryschools during the transitional period 1950-97. However, the political factor suddenlybecomes dominant after the change of sovereignty- there is an abrupt drop in English-medium secondaryschools after government intervention in 1998. Educators should be more vocal and involved in politics in order to push the Government to make decisions that are educationally right.

This study examines the relationship between affective, normative, and continuance commitment of teachers to their profession and their organization, and turnover intentions. Hong Kong teachers (N = 1060) from religious and non-religious, English medium and Chinese medium of instruction, and band 1 and band 2 schools participated. Teachers from religious schools were higher in affective commitment to organization while teachers from non-religious schools were higher in normative commitment to profession. Teachers from EMI and band 1 schools were higher in affective and normative commitments while teachers from CMI and band 2 schools were higher in turnover intentions.

The present study evaluates the impact of the fine-tuning medium of instruction (MOI) policy in Hong Kong in the early stages of its implementation. It explores the key stakeholders' perspectives on a school-based policy via a case study, which gathered multiple sources of qualitative data (i.e. focus groups/interviews, open-ended questionnaires, school documents and lesson observations). The findings reveal that the increased amount of English-medium teaching encouraged by the new policy has led to the emergence of numerous controversial pedagogical and practical issues, many of which resemble those also occurring in bilingual education programmes worldwide. The evidence suggests that the school-based MOI policy and practices have only benefited the more capable students but sacrificed the interests and learning needs of less able students. The paper, therefore, highlights the need to inform local teachers and administrators on how to confront these difficulties based on their own experience so as to maximise the effectiveness and learning outcomes of the majority of the students.

In some settings, medium of instruction (MOI) policies in multilingual education break out into public debates in mass media involving politicians, business leaders, government officials, parents, and school children. These public discussions of MOI often index struggles over the distribution of political power and economic resources, and issues such as national cultural identity, national security, equity, and social justice. Although there is a vast scholarly literature on framing and media effects, very little research has examined the role of mass media in MOI policy-making. Specifically, how do mass media shape the policies that are adopted in multilingual contexts? This article reports on a comparative analysis of the coverage in major newspapers of two important MOI controversies in multilingual education: mother tongue versus English MOI in Hong Kong and the continuing discussion of the role of English and Spanish in Arizona. Using the conceptual frameworks of representation theory, legitimization theory, and framing, I identify the major components of the ideological framing of MOI policy in these contexts, the political agendas implicit in media texts about MOI, and the implications for language policy research and practice.

One major impact of globalisation on education is denoted by the growing trend to use English, the global language, as a medium of instruction (MOI) in emerging polities that are trying to enhance their English-speaking capacities. This article emphasises developing an understanding of MOI from a language policy and planning as well as an educational perspective. It explores the policy and practice of MOI in 10 polities in Asia including Bangladesh, Hong Kong, India, Indonesia, Japan, Malaysia, the Maldives, Nepal, Timor-Leste and Vietnam, using a broad-based framework that aims to explicate the context, motivation, goals, actors, implementation process and outcomes of MOI. The article points out the dominance of English as MOI which is used in eight of the polity studies included in the analysis. It concludes that while the Asian region as a whole reflects the globalisation of English as medium of instruction policies, individual polities may have specific motivations and goals and that they may develop specific strategies to protect their own interests and identities. More crucially, at the macro-policy level, there seems to be a simplistic understanding of MOI as a cheap solution to complex language problems for achieving overly ambitious politico-economic goals and that this leads to less than ideal MOI implementation illustrated by teachers' and students' struggles as policy actors at the micro level.

The 2010/2011 academic year marked an important turning point in the development of Hong Kong's medium-of-instruction (MOI) policy as it offered secondary schools greater autonomy in determining their MOI policy. This paper examines the implementation of the new fine-tuning MOI policy in a representative secondary school. It compares its school-based language policy with students'(Years 7, 8 and 10) self-reported data about their actual use of English over a five-day week. At the junior secondary level (Years 7 and 8), the findings indicate a close alignment of policy and practice only in the English-medium subjects, whereas in some other subjects, the proportion of use of English could not be clearly determined due largely to the complexity of the school-based policy and teachers' flexibility and autonomy in practice. Furthermore, it is revealed that a highly sophisticated language-using situation at the senior secondary level (Year 10) poses potential challenges for the transition of students graduating from the junior level. The paper concludes by suggesting that a likely outcome of this newly implemented policy will be a return to the colonial government's laissez-faire policy in the 1980s and 1990s, where there was virtually no monitoring of policy implementation.
