This paper examines the early childhood context of Hong Kong (HK) which is characterised by an entirely privatised system. The level of knowledge a child possesses in early childhood can be a determining factor in their admission into desirable kindergartens or primary schools. Given HK’s privatised early childhood education system, the quality of a child’s learning is directly tied to the education services their parents provide independently or can afford financially. The study reported in this paper adopts a narrative inquiry approach to an under-researched area of early childhood education, namely the voices of parents within home learning environments and how the lengths they go to provide their children with a quality education.

This study forms part of a wider comparative research project investigating the mechanisms and outcomes of school-based curriculum (SBC) development in kindergartens between the two neighbouring cities of Hong Kong and Shenzhen, under the umbrella of ‘one country, two systems’. This comparison will help to clarify how sociocultural contexts may affect early childhood curriculum (ECC) innovations by comparing the kindergartens of socialist and capitalist China. Data are presented from qualitative case studies of four kindergartens—two in each city—corresponding to the three levels of curriculum analysis and comparison: intended curriculum, implemented curriculum and curriculum ideology. Comparative analyses revealed that the SBCs of the four cases were different but all tended to balance and integrate diverse approaches in terms of curricular and pedagogical practices. The commonalities of SBCs in Hong Kong and Shenzhen kindergartens were due to shared cultural values, propelled by both ‘modernization’ and Chinese traditions, while the unique characteristics of SBC practices in each society were shaped by different social contexts. The educational philosophy of progressivism has greatly influenced ECC innovations in the Chinese kindergartens to varying degrees and in different ways. Implications of this comparative study are also presented for future research and practice.

The Great Gatsby curve shows societies with higher levels of economic inequality to exhibit lower levels of intergenerational mobility, with such mobility influenced by educational opportunities. Hong Kong features one of the world’s largest degrees of economic inequality, but has also witnessed a substantial expansion in tertiary education in the past two decades. This paper investigates the change in intergenerational earnings mobility and returns to education in Hong Kong over time. Data were drawn from the 1996, 2006 and 2016 Hong Kong Population By-Censuses. Instrumental variables regression was performed to estimate the change in the average level of such mobility, and instrumental variables quantile regression to estimate the change in the non-linear pattern of intergenerational mobility and returns to education. The findings show the average level of intergenerational mobility has been improved, with intergenerational elasticity decreasing from 0.37 in 1996 to 0.26 in 2006 and 0.23 in 2016. However, intergenerational economic transmission among high-earners remains persistently strong. Examination of the non-linear pattern shows that it is the reproduction of wealth rather than the reproduction of poverty that has led to intergenerational persistence in Hong Kong. A similar pattern was observed in 1996, 2006 and 2016. Returns to non-degree tertiary education were similar across the earnings distribution in 1996 and 2016 but more valuable for low-earners in 2006. Degree-level tertiary education is persistently more valuable for high- than low-earners, which exacerbated earnings inequality in 1996, 2006 and 2016.

The authors provide an overview of past and present trends in career guidance, career education, and vocational training in Hong Kong. Particular attention is given to evaluating career education policies and how these have evolved and affected practices in secondary schools over the past few decades. Topics also covered within the paper include students who drop out, mentor systems, teacher training, vocational training vs. university education, and parent involvement. Two representative case studies are used to illustrate successful programmes. The future development of career education and vocational training in Hong Kong is anticipated, and implications for school-based career counselling practices are considered.

The study reported in this paper adopted both direct (a large-scale questionnaire survey) and indirect (a verbal-guise test) measures to investigate gender differences in second language (L2) learners’ attitudes towards different English varieties in secondary schools in Hong Kong. The investigation considered various factors affecting students’ attitudes to language including their affective feelings, cultural identity, awareness of language variations, experience of language use, perceived intelligibility of English accents and, more importantly, situational language choices. Consistent with previous studies, the findings suggest that the female learners were more positively oriented towards native speaker (NS) pronunciation and tended to adopt it as their teaching model and learning target; they also had greater confidence than males in their ability to understand British English pronunciation. However, their greater sensitivity to NS standards was found to be limited to high-stakes English-speaking contexts. In contrast, male learners had greater tolerance or acceptance of local pronunciation. This paper concludes by discussing the implications of L2 learners’ gender differences in attitudes for English language education and the design of English language teaching materials and assessments.

The theory of planned behaviour was used to examine academic dishonesty among secondary school students in Hong Kong. Participants were 386 students in Forms 1-3 (Grades 7-9). Attitudes toward cheating, perceived behavioural control, and moral obligation were positively related to the intention to cheat, but only the subjective norm against cheating was significantly related to self-reported cheating behaviour. The subjective norm was both a predictor of self-reported cheating and a moderator of the relationship between the intention to cheat and self-reported cheating: the intention predicted the behaviour only when the subjective norm against cheating was perceived to be weak.

After the handover back to Mainland China in 1997, the Hong Kong government adopted a 'biliterate and trilingual' policy to help Hongkongers develop an ability to read and write Chinese and English, and to speak and understand Cantonese, English and Putonghua. However, there are no clear government guidelines on how and when the three languages should be introduced and taught in primary schools. Based on a survey of 155 Hong Kong primary schools, it was found that individual schools have adopted their own medium of instruction (MoI) policies, but these policies are decided by the school policymakers, without much consultation with the students and their parents. In this study, questionnaire surveys and interviews on students' and parents' perceptions of trilingual education were conducted in three case-study primary schools. The research findings suggest that students' and parents' views towards the use of different MoIs vary, which will be discussed in the paper in detail. Transmission of traditional art forms in the modern world has been a major issue in the field of arts education. Different issues have been raised on how to preserve the traditional art forms for further development. Cantonese opera is a representative Chinese opera popular in south China including Hong Kong. However, the genre has been experienced fluctuation since 1950s with the difficulties of transmission through oral tradition to conservatory tradition. While the Hong Kong Government promotes the genre to reserve the cultural tradition, great masters have been fading out and younger generation encounters difficulties in inheriting the genre. This article reports parts of a large-scale study on the nature and characteristics of oral tradition, learning in community settings, conservatory tradition, and proposes a model of transmission of Cantonese opera in Hong Kong. How migrants, refugees and minority groups acquire a sense of belonging in their adopted society is a concern for nations worldwide as they aim to balance the diversity and inclusion of growing numbers of migrants with ensuring harmony and cohesion across society. In postcolonial Hong Kong, the population diversity is accompanied with a swift change in the racialisation of Hong Kong where minorities in schools find themselves categorised as 'non-Chinese speaking' ('NCS') rather than a 'Hongkonger'. The NCS label stigmatises young people as linguistically and academically deficit, de-legitimises acceptance by the local Chinese, Cantonese speaking majority designated as 'Hongkongers'. Yet how minority youth interpret their status as 'NCS' and negotiate belonging in Hong Kong has received scant attention. This qualitative study is a substantive and theoretical contribution to the literature on how multilingual minorities can construct a positive sense of place-belonging to their adopted city. Reflecting the contentious nature of the politics of belonging, we found that students challenged and sought to redefine the narrow, prevailing identity of a 'Hongkonger'. Rather, they stressed their multilingual identity, historical affiliations, emotional attachments and place-belongingness to the city in order to legitimate their entitlement to sociopolitical belonging in Hong Kong. Private tutoring has become a widespread phenomenon worldwide, partly due to the global trend of marketisation and commodification of education. Informed by a discursive view of identity and through multimodal discourse analysis, this study aims to unveil part of the shadow education discourse by investigating the identities of 41 English language tutors portrayed in their biographies on the websites of six leading tutorial schools in Hong Kong. The findings suggest that the tutors project identities as (1) an authoritative exam expert, (2) a popular star, and (3) a well-qualified English language teacher. These multiple identities overlap and collectively create an 'exam expert-star-teacher' hybrid identity. The study sheds light on how implicit values and beliefs about shadow education are created and manifested in educational and social discourses, particularly when biography in tutorial advertisements is a prevailing commercial genre with promotional purposes.
