Developing early-career teachers' leadership is a part of teacher learning both inside and outside schools. Teachers' learning processes have not yet been explored in relation to principals' delegation and teachers' recognition of leadership roles in a culturally hierarchical structure. This article discusses a cross-case study of four early-career Chinese teachers' experiences of leadership development in the Hong Kong school system. After teaching for five years, the teachers' leadership capabilities are reflected in their functional roles, membership, and promotion in their schools as approved by their school principals. This study explored the characteristics of professional learning communities (PLCs) in Hong Kong primary schools. It investigated the profiles of the strengths of professional learning community in schools under study and particularly examined the practices in schools which were identified as strong PLCs. It extends research on PLCs in the Hong Kong context and formulates a quantitative perspective to compare and validate PLC variables across schools in Hong Kong. The Professional Learning Community Questionnaire (PLCQ) for Hong Kong schools was developed to assess the PLC practices in six different areas: leadership for teacher learning, collaborative learning capacity, student-focused orientation, a culture of sharing, mutual understanding and support, and continuous professional development. A composite construct, the Professional Learning Community Index (PLCI) expressed in quantitative terms was utilized to assess the strength of PLC in a school. The research findings show that within the schools which were identified as strong professional learning communities, both the school leaders and teachers had strong emphases on the six subscales of the PLC practices.

Purpose – Over the past decade, studies of school leadership effects have increasingly aimed at identifying and validating the paths through which principal leadership impacts key teaching and learning processes in schools. A recent meta-analysis by Robinson and colleagues identified principal practices that shape teacher professional development experiences in schools as the highest impact path used by instructional leaders. The purpose of this paper is to examine relationships between principal leadership, dimensions of school capacity, and teacher professional learning in 32 Hong Kong primary schools. Design/methodology/approach – The study employed a cross-sectional research design and quantitative methods to analyze teacher perceptions of principal leadership and key school conditions. The research employed hierarchical linear regression analysis to explore survey data collected from a sample of 970 teachers. The surveys covered a range of principal leadership and school capacity dimensions, as well as a measure of teacher professional learning. Findings – Results indicated that multiple dimensions of principal leadership made significant contributions to both school capacity and teacher professional learning. The presence of cooperation, trust, communication, support for students, and alignment, coherence, and structure in schools also affected teacher professional learning. Research limitations/implications – These findings contribute to the global discourse on leadership for learning. The study addresses the need established by multiple scholars (e.g. Leithwood, Hallinger, Heck, Robinson, Witziers) for research that further illuminates “paths” and “intermediate targets” through which leadership impacts teaching and learning. The findings elaborate on the means by which leadership can enhance school capacities that directly impact teacher classroom practice and student learning. In recent years international trends towards teacher empowerment and leadership have gained increased attraction in East Asia's education policy and practice. Yet, as scholars have noted, the values underlying these practices often conflict with traditional cultural norms of East Asian societies which stress hierarchical and status differences. This study explored the efficacy of an approach to developing distributed curriculum leadership among school teachers. The research employs discourse analysis of video-taped meetings of teachers in a mathematics curriculum development team in order to explore the leadership and teacher learning. The results provide initial support for strengthening school-level capacity for teacher leadership as a means of fostering teacher learning in East Asian schools. Implications include the need for incorporating programmes that build leadership and team development into more general staff development for teachers.

This study attempted to identify effects of trust between principal leadership and teacher professional learning in Hong Kong primary schools. To verify the potential mediating effects of trust as a component of school capacity, survey data with a sample of 970 teachers from 32 local primary schools was used. Two questionnaires were combined to investigate principal leadership and school capacity in the schools. Baron and Kenny’s four-step causal process for mediation analysis was employed to have a preliminary inquiry. To compensate weaknesses of the orthodox regression based approach, significance of the mediating effects of trust were tested using the Sobel’s test and bootstrapping method. Next, the seven core sets of principal leadership practices were used as multiple predictors, and mediating effects of trust between them and teacher professional learning were also examined. The findings affirmed the role of faculty trust as a mediator between principal leadership and teacher professional learning in Hong Kong primary schools.

This editorial provides an overview of the articles which are featured in this issue of Teachers and Teaching: Theory and Practice. This issue includes a number of contributions which deal, directly or indirectly, with teacher learning, and particularly with the development and role of teacher professional learning communities. It also addresses the issue of learning from teaching as teachers describe, analyze and reflect upon their teaching experiences in the classroom, including the connection between their behavior and beliefs and student learning. One of the ethnographic studies focuses on the development of a community of practice for sustainable professional development among 18 teachers of English as second language in Hong Kong. Another article discusses the complex role of special education teachers in Israel. All seven papers included in this issue, in a way or another, look at the complexities of teaching and learning. Overall, a number of overarching themes may be identified: the importance of analyzing teachers beliefs and practices; the key role of professional communities in enhancing teacher learning and change; the need for relevant professional development opportunities to support teacher learning and commitment to teaching; the pedagogies of teaching and their role in fostering teacher reflection and growth as well as student learning taking into account the diversity and guidance provided to them; and the link between the complexity of teaching and the dynamic of classrooms and school culture.

This ethnographic study-cum-action research documents the cultivation of a community of practice for sustainable professional development among a group of 18 teachers of English as second language in Hong Kong through a series of planned efforts over 10 months. By juxtaposing the theory-driven planned efforts and the spontaneous actions and interactions of the teachers, we aim to chart the way or ways teachers learn and develop as a professional and as a community of practice. Extrapolated from field notes, reflective journals, position papers, and evaluative comments, the authors learn that sensitivity, self-awareness, honesty, and facilitation helped iron out tensions and dissonances arising out of different personalities and different teaching approaches. Unexpected group synergy arising from interactions of experienced and novice teachers, and of teachers from different backgrounds helped bring out the expertise from each teacher. Yet, their communal responsibility faded when they returned to their respective schools. Selected experiences demonstrate that sustainable teacher professional development requires strong individual commitment and support from schools, parents, and the wider educational community.

Factors leading to successful professional learning communities (PLCs) have been widely discussed in the West, but little is known about how/whether teachers' beliefs contribute to PLCs in the Chinese context. This qualitative case study aimed to investigate teachers' beliefs about teacher learning in PLCs and their influence on collegial learning activities in two departments of a Hong Kong secondary school. Semi-structured interviews and observations were employed to collect data. The findings indicate that teachers in the Chinese Department believed that learning could be achieved in PLCs and their practices of collegial activities were conducive to teacher learning. Conversely, teachers in the English Department did not believe that interacting with colleagues would foster learning and their collegial activities yielded limited accomplishment in teacher growth. It is suggested that teachers' beliefs play an important role in facilitating or impeding reform initiatives on teacher development. Implications for teacher education and further studies are discussed.

Over the past 30 years, school principals have been exhorted to articulate a clear vision as a key tool for stimulating the improvement of teaching and learning in their schools. Over the past decade, as school systems have sought to distribute leadership more broadly within schools, the same imperative has applied to middle-level leaders. Indeed, a key assumption underlying the move towards sharing leadership responsibilities more broadly has been the belief that this would strengthen collective efforts and reduce the gap between goals and outcomes. Yet, to date, there have relatively few investigations of the extent to which middle-level leaders are contributing to school improvement efforts. This study sought to understand how shared vision within school management teams (SMTs) impacts teacher commitment and teacher support for students through school alignment and coherence. Dyad survey data were collected from 411 SMT members and 559 teachers at 32 primary schools in Hong Kong. Results indicated that shared vision in SMTs is positively related to teachers' perception of school alignment and coherence, teachers' commitment and teacher support to students. Theoretical and practical implications of findings are discussed.
