This study assessed the effect of a teacher professional development (PD) programme that incorporated culturally responsive teaching on Chinese kindergarten teachers' perceptions of learning motivation of ethnic minority (EM) vs. Chinese pupils in Hong Kong. The moderating role of classroom ethnic composition was examined. Forty-five teachers in the intervention group attended 20 sessions of PD courses over 10 months, whereas 40 teachers who did not attend the current programme formed a control group. Pre- and post-tests were conducted to assess teacher perceptions of learning motivation and engagement of Chinese and EM pupils. Hierarchical structure of data was accounted for with multilevel modelling. Results showed that the intervention resulted in positive changes in teacher perceptions of learning motivation of EM (vs. Chinese) pupils among teachers working in classrooms with low proportions of EM pupils when compared to teachers in the control group. The findings highlighted that teachers' cultural diversity training programmes should be evaluated in relation to classroom ethnic composition and other contextual factors that influence the quality and frequency of interethnic contact. In Hong Kong, teaching ethnically diverse children (e.g. Indians, Pakistanis, Nepalis) has recently become a pressing issue. As teacher educators, we believe the crux of the issue lies in teachers’ understanding of cultural diversity. Specifically, this study adopted the theoretical framework of phenomenography to investigate the question of: What are precisely the qualitatively different ways teachers see ethnically diverse children? We recruited 81 in-service kindergarten teachers and conducted interviews and/or collected documents related to their practice of teaching. Four ways of seeing were identified: Ethnically diverse children are seen as: (A) of one and the same group, (B) not local to Hong Kong, (C) in need of support and deficient, and (D) overly devoted to their own cultures. We recommend teacher educators to discuss the descriptions of the four ways of seeing with teachers. Using multicultural education as a lens, this article details the discursive formation of Hong Kong’s linguistic landscape with a focus on policy arrangements around teaching Chinese as a second language for non-Chinese ethnic minorities since the early 2000s. We pose two research questions: What are the identifiable policy trends in education for ethnic minorities? And how effective are the policy provisions in managing diversity and social justice for ethnic minorities in Hong Kong? The study draws upon documentary analysis to review existing local literature, which highlight the school admission, curriculum design, language teachers’ professional development practices, and assessment pertaining to the education of ethnic minority students. Our analysis reveals a narrow concentration of policies that focus exclusively on supporting ethnic minority students’ Chinese language learning regarded as the barrier to their advancement in education and an omission of other nonlinguistic, structural and ideological challenges and barriers. This barrier contributes to prejudices in school access, curriculum and assessment that function within an assimilationist integration framework. We call for policy measures that broaden the focus of multicultural education for ethnic minorities and that seek to manage ethnolinguistic diversity for equal citizenship rights in the Asian context. This introductory article for the special issue of “The International Journal of Diversity in Education” weaves the research interests and histories of members of the local organizing committee for the Fifteenth International Conference on Diversity in Organizations, Communities & Nations held at the University of Hong Kong (HKU) in July 2015. These members share a common research context—diversity and education in Hong Kong and the article aims to reflect that, although from diverse disciplinary backgrounds and concerns with different sectors and approaches to education, our collective interest centers on education and social justice in Hong Kong. Issues explored in K-12 schooling range across: inclusive education, Chinese language support for special education needs children and non-Chinese speaking (NCS) learners, and multicultural education. Issues explored in higher education focus on the academic workforce in Hong Kong, both in terms of internationalization policy and academic mobility in professional education, and with regard to gender equity and the role of women in the academy. The increasing number of Mainland Chinese immigrant children in the Hong Kong school system mandates our understanding of teacher readiness to work effectively with these students. This case study adopted narrative inquiry to probe deep into participants’ lived experiences to reveal significant insight into teacher readiness in working with Chinese immigrant students with disabilities. Data sources included field notes, unstructured- and semi-structured interviews, and classroom observations. Findings showed that the special education teacher was primarily concerned about the student participant’s difficulty associated with his disabilities, totally unaware of the impact of her limited proficiency in the child’s first language. The government’s concept of acculturation needs and subsequent policy contributed greatly to school personnel’s lack of awareness of student needs and lack of readiness to work effectively. Recommendations focused on government policies for qualification requirements of special education teachers and reforms to integrate special and multicultural teacher education.

This study examined possible bicultural effects on creative potential of children in four groups of Chinese and French children in Hong Kong and Paris. An international battery of widely used divergent measures (Wallach-Kogan Creativity Tests; WKCT) and newly constructed divergent-plus-integrative measures (Evaluation of Potential Creativity; EPoC) was established for assessment. Study 1 showed that most measures of WKCT and EPoC were reasonably high in reliability and they had expected correlations with the fluency scores of some subtests of Torrance Tests of Creative Thinking. Study 2 found some interestingly mixed bicultural effects favoring verbal divergent responses for French children and graphic integrative responses for Chinese children. Compared with Paris-French children, the bicultural Hong Kong-French children had significantly higher scores in figural fluency, figural flexibility, and figural uniqueness of WKCT (requiring only verbal divergent responses) but significantly lower scores in the graphic divergent-exploratory measure of EPoC. Compared with Hong Kong-Chinese children, the bicultural Paris-Chinese children had significantly higher scores in the graphic convergent-integrative measure of EPoC, but significantly lower scores in verbal fluency, verbal flexibility, figural fluency, figural flexibility, figural uniqueness, and figural unusualness of WKCT. Implications of the mixed bicultural effects in relation to the diverse creativity measures and children groups are discussed.

Drawing on the notions of scale and space, this paper investigates identity construction among a group of mainland Chinese cross-boundary students by analysing their language choices and linguistic practices in a multilingual university in Hong Kong. The research illustrates how movement across spaces by these students produces varying index values for languages and influences their language usage, which becomes emblematic of individual and group identities. The research demonstrates that the values developed in their place of origin may have influences on their identity construction and peer communication in the host context. Finally, it shows that these students use their multiple linguistic repertoires to project multilayered identities and gain legitimacy in peer interactions.
