Developing cultural inclusiveness has been a prominent agenda in European and North American teacher preparation programmes. Beyond these societies, however, discussion on teacher education programme diversity remains tokenistic. Hong Kong, a city often marketed as Asia's World City, is not an exception, given the relatively recent history in the representation of minority groups and the enactment of an anti-racial discrimination ordinance in 2009. This lacuna thus raises questions about teachers’ preparedness to engage with the growing concerns for educational equity for ethnically diverse learners. This chapter describes and reflects on an informal learning programme within a Hong Kong university that has taken up the challenge of engaging pre-service teachers more explicitly about cultural diversity. The informal programme applies a ‘to know, to care, to act’ approach in collaboration with a social enterprise to offer students virtual experiential learning opportunities with ethnically diverse communities. The programme aimed at developing learners’ global competence as aspiring teachers of diverse learners. In doing so, this chapter advances theoretical arguments about merging global and multicultural education frameworks. This is a means to foster contact and learning between pre-service teachers and ethnically diverse learners and provides a pathway for promoting cultural inclusion in schools. Multicultural awareness is crucial for teachers to promote equity in culturally diverse classrooms (Cherng & Davis, 2019). Positive attitude towards diversity predicts stronger cultural sensitivity in teaching (Abacioglu et al., 2020). In Hong Kong where it lacks any policy towards multiculturalism, despite the growing number of non-Chinese multicultural learners, empirical support as to how pre-service teachers develop multicultural awareness and beliefs remains scant. This study analysed preservice teachers' perception of multicultural classrooms qualitatively to elucidate their multicultural awareness. It addressed two questions: 1) how do pre-service teachers understand cultural diversity in classrooms?; and 2) How do they perceive teachers' roles in responding to culturally diverse learners' needs? Nine ethnic Chinese pre-service teachers who joined an informal multicultural education programme in a Hong Kong teacher education university were interviewed. The data were transcribed, and coded with NVivo 12 based on the above questions. The analysis showed that preservice teachers demonstrated awareness of cultural differences in Hong Kong schools, suggesting that the intercultural contact and experiences the programme facilitated were effective. Cultural cliques among students, they believed, can promote quality of learning through co-ethnic peer interaction. Yet, they anticipated the need to go "out of their comfort zone" to teach in English, a language they regard as essential in meeting the learning needs of ethnic minority students more fully, especially those who were less proficient in Chinese language. This case study explored how the principles of multicultural and intercultural education are reflected in a minority-majority Hong Kong secondary school (that is, a school where most students are ethnic minorities). The findings suggest that the school illustrates several aspects of multicultural and intercultural education, especially content integration, prejudice reduction, equity pedagogy, and democratic deliberation, particularly in relation to school-based material, teacher sensitivity, and dialogical reasoning. The main hurdles discovered are language learning difficulties and an unsupportive social environment. This study contributes to literature on the development of multicultural and intercultural education in Hong Kong and offers directions for generalizable future research. Copyright © 2023 Peicong MA et al.

Minoritised students with dis/abilities in Hong Kong may face aggregated challenges. As a minoritised student with dis/ability or impairment, they may be doubly marginalised or triply marginalised, as in the case of a female or poor minoritised student with dis/ability or impairment. Little is known, however, about these students or about the underpinning philosophies of existing support. Adopting an intersectionality approach and dis/ability critical race theory (DisCrit), this paper explores the educational provision and existing support measures for minoritised students with dis/abilities and the issues and challenges faced by them. It draws on various policy documents from related government departments and others. The paper presents three theoretical arguments: (1) that dis/ability discourse needs to be more inclusive; (2) that the medical model currently provides limited support for minoritised students with dis/abilities in Hong Kong; and (3) that a social model, rather than the current medical model would provide inclusive support. This edited book highlights the identities and practices of ethnically diverse families and schools in contexts where multicultural policies are not always a priority. In an era of globalization and ensuing population mobility, it places a focus on Asia-Pacific, a continent with diverse customs, populations, and languages, but grapples with what it might mean to be multicultural.The book features studies and frameworks that illustrate how minoritized communities engage with the diversity they live in and strategies in adjusting and adapting to their sociocultural environments, including practices that might support these efforts. This book represents initiatives and interdisciplinary scholarship from Japan, Hong Kong, mainland China, Australia, South Korea, Thailand, and Taiwan, which underscore the intersection of identities, cultural values, efforts, conflicts, and religions in making diversity work in their contexts. Collectively, these works make a unique contribution by invigorating debates on the flows and evolvement of cultural values and practices within and across families and institutions.This book will appeal to researchers, practitioners, and readers with interest in the current state of cultural diversity among minoritized families in Asia-Pacific and beyond. There is a growing literature including popular media articles reporting many issues about the current education provision for the ethnic minority students in Hong Kong. The Equal Opportunity Commission has also formally noticed Education Bureau of its concerns about the education of ethnic minority students. It especially recognized an issue with reference to the disproportionately low participation rates of ethnic minority children in upper secondary and post-secondary education compared to the majority ethnic Chinese children. This paper uses two important frameworks to focus on the extent of ‘out of school’ ethnic minority children in Hong Kong i.e. ‘Five Dimensions of Exclusion’ by UNICEF and the UNESCO Institute for Statistics and ‘Seven Zones of Exclusion’ by Consortium for Research on Educational Access, Transitions and Equity (CREATE). An analysis of 2006 census data confirms that a good number of ethnic minority children are not within the school; this includes the pre-primary, lower secondary, upper secondary and post-secondary age-group children. This paper concludes with suggestions concerning a research and policy agenda in the area of ethnic minority education in Hong Kong. In 2013 the newly elected Chief Executive of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China delivered his first Policy Address. Among other things, it highlighted the issues of education for ethnic minority students in Hong Kong focusing on Chinese language difficulties. This paper reviews the Chinese language issues for ethnic minority students as well as other issues and challenges that have been raised. It draws on education reform documents, available policy documents from the Education Bureau (EDB) and other departments regarding the educational provision for ethnic minorities, the Race Discrimination Ordinance (RDO), census and statistics reports including the recent ‘2011 Population Census, Thematic Report: Ethnic Minorities’, existing literature and newspaper articles. While the focus of the discussion is on the challenges that ethnic minority students are facing inside the school, the issue of the ‘out of school’ or ‘dropout’ phenomenon for such students is also highlighted. The paper concludes by suggesting that an exclusive concern with Chinese language education misses other significant issues that impact on the education of ethnic minority students in Hong Kong.
