This article provides an overview of the politics of education as they affect regions and communities on the periphery of the People's Republic of China. Drawing on the articles in this special issue of Comparative Education, it analyses tensions related to the attempted imposition of Bejing's homogenising and totalising vision of Chineseness across Tibet, Xinjiang, Inner Mongolia, Hong Kong, Taiwan and amongst the mainland's migrant underclass. Also considered here are the politics of comparative educational scholarship, as they relate to a widespread failure to engage critically with the diversity and complexity of Chinese societies. Attributable largely to the West's own 'culture wars', this failure betrays much-touted ethical commitments to social justice and anti-'hegemonic' resistance. It is thus a central purpose of this essay - and special issue - to urge educational scholars to interrogate the politics of oppression and injustice in China and elsewhere 'beyond the Western horizon'. A growing body of research on identity and language learning has investigated how immigrant learners construct their identities in the process of acquiring a second language (L2). Much of the research, however, is situated in Western contexts. This study looks at how three Thai immigrants acquired an L2, Cantonese, and constructed their identities in their host society--Hong Kong. Drawing on the data collected from semi-structured interviews, onsite observation, and informal conversations, this study shows that the three Thai immigrants built multiple identities that allowed them to have access to the target language learning resources and practices. They embraced selective acculturation by maintaining their Thai identity and preserving their cultural heritage, which had a positive influence on their acquisition of the target language. The study suggests that language learners need to claim powerful identities and exercise human agency in their interaction with target language speakers to facilitate language learning. Engaging students as partners (SaP) is an approach promoting meaningful pedagogical relationships in higher education. Scholars have called for more culturally situated research on SaP that compares Anglophone countries with other contexts. In response, we conducted an exploratory qualitative study by interviewing 36 undergraduate students from Australia, Mainland China, and Hong Kong. Adopting the relational lens of SaP, the interviews focused on conceptualisations of pedagogical partnership, specifically learner–teacher identities and power dynamics. Through comparative and reflexive thematic analysis, we found that understandings of partnership in different contexts were influenced by broader cultural differences. The findings showed that the perception of SaP in Australia was consistent with the prevailing Western discourse, but the notion of SaP was adapted and re-shaped in Mainland China, and in Hong Kong, there were diverse interpretations of it. This study contributes to new understandings of the influence of specific sociocultural and policy variations in SaP practises through culturally situated and comparative research using theorisations of perpetual translation. We argue for future research to contribute collective insights and nuanced, diverse understandings that expand SaP as an approach to global scholarship. Copyright ©2024 Springer.

Establishing international branch campuses (IBCs) has become one of the key strategies to facilitate the internationalisation of higher education. Researching IBC-related issues (e.g. student experiences, teaching practices, policy and governance) has also become a popular topic in international higher education. However, few studies have explored students’ identity formation in the IBC context. This qualitative study explores mainland Chinese students’ identity formation process in Hong Kong institutions’ intra-country branch campuses within the Greater Bay Area in mainland China. Drawing upon the notions of situated identity and global-national-local imbrications, this study unveils an intricate and nuanced process of identity development among students influenced by the interplay of global, national, and local factors in such an intra-country IBC context. The findings offer new insights into students’ identity formation in cross-border education. It also enhances understanding of the sustainable development of IBCs and strategies for internationalising higher education in the Greater Bay Area. This article analyses the study-abroad identity of Central Asian undergraduate students in a Hong Kong university. It draws on the narrative data to explore the intercultural tensions and challenges they faced in the higher education context, as well as the impact of their study-abroad experiences on their identity-making when integrating into the receiving society. Drawing on Herzfeld’s (2005) concept of cultural intimacy, this article explains the students’ limited participation in local Hong Kong communities and their strong connection to the small, diasporic Central Asian network. Felix Klein's notion of double discontinuity between university mathematics and secondary school mathematics has persisted in mathematics teacher education. Situating this study in Hong Kong, we investigated three prospective secondary teachers' experiences in higher education and secondary mathematics classrooms, including their figured worlds, identities, and mathematical knowledge constructed through those experiences. Our analysis revealed their contrasting experiences in these two contexts, adding to our understanding of the phenomenon of double discontinuity in terms of not only how it is relevant to Hong Kong but also how it may manifest in the specific cultural context. Moreover, we found coherency and continuity during the prospective teachers' secondary-tertiary transition; their learning experiences in both environments served as critical resources upon which they reflected to envision their future mathematics teaching. We conclude with implications and suggestions for mathematics teacher education to support prospective teachers' (and their future students') transitions between high school and university mathematics. In the face of the rising tension between Hong Kong and mainland China, Hong Kong's Chief Executive Carrie Lam blamed the city's education system for its inability to develop a sense of 'I am Chinese' national identity and vowed to step up 'national education' from preschool. This article explores how 188 young preschool teachers perceived their national identity and viewed the applicability of national education in Hong Kong preschools. Data were collected using both quantitative and qualitative measures. The findings showed that even though the participants strongly resisted their Chinese identity, they agreed that national education could be introduced in preschools if it would be rendered rational and apolitical. Nevertheless, they suspected that the administration's motive behind national education was political indoctrination. They also noted several pedagogical difficulties. Finally, the implications are discussed against the changing socio-political context, serving as lessons for local and international readers. Copyright © 2022 Routledge.

This qualitative study investigated the impact of online education on the learning and peer interaction experiences of students from eight universities in Hong Kong over the COVID-19 pandemic in 2020. It employed an expansive and spatial notion of translanguaging to explore the process by which students drew on the affordance of virtual communication environments to communicate, study and develop new identities. The findings suggested (1) the students strategically mobilised manifold multimodal resources to constitute their communicative repertoires that facilitated smooth intercultural communication and academic success; (2) such communicative competence centralized the mediating effect of digital semiotic systems and thus might empower the students with disadvantaged language skills; and (3) through translanguaging acts the students developed a virtually translocal identity with an expanded experience of internationalisation of higher education whereby the increasingly interwoven physical and virtual spaces bring extended social networks, learning resources, and career opportunities. This qualitative study investigates how migrant students from mainland China attending Hong Kong universities, as scale makers, negotiate and construct new scales and identities by utilizing their sociolinguistic resources, and how their scale making is related to such social categories as history and politics. The findings suggest that (re)scaling practices are beyond hierarchically-ordered indexical regularities, but develop and change as a shifting category, and can be considered a construct that allows for negotiation and creation of meanings. The participants show their agentiveness in defining a translocal space that advocates hybridity to their advantage. It is also found that the participants established new tacit norms and organized their identities with reference to experiences and attitudes local students lacked. Under the force or influence of political, social, economic, and interpersonal factors, rescaling practices were continuously in play, and norms were re-constructed by language users. Viewed through the lens of narrative inquiry, this study explored the doctoral experiences of a language teacher educator and examined how he constructed and reconstructed his identities through learning and research experiences in the higher education environment of Hong Kong. Grounded in the notions of "communities of practice" while using "identity" as an analytic lens, the present study examined how a doctoral student negotiated his participation and membership in his situated academic community. The case study provides in-depth understanding of major challenges for a doctoral student to negotiate competence, identities, and power relations in the academic community. These dimensions were vital to gain recognition as a legitimate old-timer in an academic community. A sense of agency was necessary to cross boundaries and shape his own learning and participation in the academic community. However, identity construction is complex in nature, influenced not only by situated experiences within an institutional setting, but also a broader societal academic community.
