- 作者首先描述香港在資訊科技教育推動與改革方面處於落後的狀況(落後於中國)。作者隨之指出香港中小學應進行改革,建設具香港特色的現代化學校模式:一、在資訊方面,由政府設立中央電腦軟件資源中心,提供互聯網服務、定期更迎新軟、硬件和增設電腦技術員作支援;二、在培養方面,培訓課程須注重多元化及應用性,逐步將教學模式由「應試教育」邁向「素質教育」,與中國同步發展;三、在課程方面,採用功能取向電腦認知課程,並將電腦輔助教學推廣到小一至中七;及四、建立完善晉升及彈劾制度能推動教育改革原動力。作者展望,「懂得資訊科技,就可以掌握資訊→掌握成功之鑰」是21世紀香港資訊教育的目標。
