This article uses the case of the Target Oriented Curriculum (TOC), a major curriculum reform introduced into Hong Kong primary schools, to explore the interaction of cultures and curriculum reforms. It is argued that the reform emerged from, and was adapted and enacted in contexts or arenas that exhibited very different cultures. We focus on three distinct arenas that affected the reform, and examine within each of these the key interest groups and their shared understandings. The article thus provides an analysis that stresses the fragmented, pluralistic and changing nature of culture within Hong Kong society.

Despite the advantages of problem based learning (PBL) and the fact that it has been utilised for some time in conventional higher education settings, it is not widely used in distance education in Hong Kong. Recently, a small group of course co-ordinators at the Open University of Hong Kong engaged in a series of action learning projects to explore ways in which it could be incorporated into their courses. The purpose of this paper is to report the opinions of these academics about the suitability of PBL for a distance education environment. Generally, they concluded that it is possible, and perhaps desirable, to consider implementing PBL as one learning approach. However, most of the projects focussed on a fairly narrow application of PBL, namely in face-to-face tutorials. The limitations of the participants' interpretations are discussed in the light of the constraints they face, and some recommendations are made for other ways of implementing PBL into distance education.

This study examines the Chinese learner in the current changing education contexts with their emphasis on 21st century learning goals of inquiry, teamwork, and learning how to learn. With socioeconomic and technological changes, internationalisation and educational reforms, pedagogical approaches developed in the Western countries, such as inquiry-oriented and technology-based learning are becoming increasingly common in Confucian-Heritage Culture (CHC) classrooms. This paper reports on a case study of an expert teacher implementing a computer-supported knowledge-building approach in Hong Kong classrooms over a period of three years. The analyses indicated that the Chinese learners used seemingly contradictory approaches to make meaning, given the contextual dynamics. Similarly, the teacher did not merely adopt the Western model; he developed a transformed pedagogy integrating Chinese and Western approaches to scaffold student learning. The Chinese learners and Chinese teachers employed approaches that transcended the polarised categorisation of surface vs. deep, student-centred vs. teacher-centred, and didactic vs. constructivist approaches in the Chinese classroom. Implications for teaching and learning for Chinese learners in the changing educational contexts are discussed.

Reviews of teachers professional development show that it is a highly complicated area, in which it is difficult to offer a unified and comprehensive view of the growing development of teachers. This study looks into the development of teachers by tracking their practices in a problematic teaching area: 'learning through play'. Four Hong Kong kindergarten teachers participated in a qualitative study that investigated their implicit knowledge of teaching. The findings show that there is a close relationship between the informants' teaching approaches and their self-learning patterns. The result raises doubt about the staged developmental perspectives of teacher development. The significance of meta-learning ability, which is found to be an essential component for the professional development of teachers in a changing context, is revealed.

This paper focuses on reconfiguring assessment processes so that they support a learning function, in addition to the more traditional measurement function. In the first half of the paper we discuss a framework for 'learning‐oriented assessment' derived from a project carried out in Hong Kong. We conceptualize learning‐oriented assessment as containing three key components: assessment tasks as learning tasks; student involvement in assessment; and explicitly forward‐looking feedback. The second half of the paper presents an action research case in which the first author implemented some of the principles of learning‐oriented assessment within a module in a teacher education context. The module, focusing on multimedia and web authoring, was taught through blended learning with an emphasis on peer learning and project‐based learning. A particular feature was the interplay between students' learning experiences and the module assessments.

This study investigated the challenges and opportunities associated with the introduction of information and communication technologies (ICT) into the early childhood curriculum in Hong Kong kindergartens. Thirty-one principals completed questionnaires before they implemented a new curriculum initiative plan that involved the integrating of ICT into children's learning activities. They completed the same questionnaire and were interviewed within 1 month after they had implemented the curriculum. Findings indicated that the main problems were as follows: the low level of teachers' ICT competence, hardware and software problems, the lack of resources and technical support, and parental level of ICT competence. In-service training was regarded as the pivotal solution to these problems. The 5 levels of ICT transformation of the educational and learning processes (Mooij & Smeets, 2001) were evident in the participating schools. Most of the principals admitted that they were just "technology learners" (Yee, 1999), with regard to their information technology leadership. Sociocontextual accounts and implications of these findings are discussed.
