This study builds on research which contends that just as effective principals must lead across a broad purview of responsibilities in order to build successful schools, so too must middle leaders. Decentralisation of school management has resulted in an expansion of school principals' responsibilities, contributing to a further distribution of leadership responsibility to middle leaders. This conception of middle leadership requires a shift in understanding of the nature of middle leaders' work. There is vast potential for middle leaders to contribute to their schools beyond subject administration, yet the research base yields limited insight on such work and on how middle leaders can be supported to accomplish it. This research finds that middle leaders who expand their leadership responsibilities do so in contexts that utilise school mission, policy enactment and organisational design as platforms for enhanced middle leadership. New vice-principals (VPs) inevitably experience high levels of uncertainty when assuming the position, and undergo a process of socialisation, involving engaging with both professional and relational sources of support in schools, to adjust to their changing role. Drawing on socialisation theories, this exploratory study proposes that novice VPs would rely on the school's structural feedback mechanism, peer affirmation and principal's sponsorship in their adaptation process; the first of these is professionally oriented whereas the remaining two are relationally oriented. The study further argues that VPs would experience varying degrees of dependence on these factors corresponding to the stage of their development in the socialisation process. Findings of the study, informed by a Hong Kong data set covering VPs in their first, second, and third years of tenure respectively, support these propositions. Peer affirmation appears to be a continuous source of support to VPs in all tenure groups and it stands at odds with principal's sponsorship. The effects of the structural feedback mechanism and principal's sponsorship on VP's transition are only evident in the 2-year group, with the former being positive and the latter negative. Implications of the findings are discussed.

This study aims at elaborating the reform policy effects on school leadership practices for quality educational development in the evolving hybrid of Western and Confucian cultures in Hong Kong. Why were education reforms and changes intensified in Hong Kong's education system in the post-1997 decades? How were these reform policies effectively implemented to bring about the changes in the school community? What insights into educational development can be drawn from the policy effects of school-based improvement on school leadership in the changing cultural context? The findings derived from the content analysis of the meanings of the articles selected by a systematic review approach show an urgent need for success in the political and cultural shift in alignment with the international trend of neoliberal-driven educational outcomes in the post-1997 period. School leadership was turned into collaborative whole-school participation in policy indigenising for improvement in a highly accountable context. These insights inspired us to conceptualise a framework of quality education development in policy borrowing/indigenising in school-based improvement. The purpose of the study is to examine Hong Kong teachers' perceptions of distributed leadership. Data were collected from six primary schools with a total of 155 teachers responding to a self-developed survey. Descriptive, reliability, and MANOVA data analyses were done with the application of the Statistical Package for Social Sciences (SPSS) programme. Using exploratory factor analysis (EFA), 14 components were identified, including: (1) "school organisation," (2) "school vision," (3) "school culture," (4) "instructional planning," (5) "improvement of learning and teaching," (6) "teacher leadership," (7) "principal leadership," (8) "output effectiveness," (9) "quality effectiveness," (10) "change effectiveness," (11) "organisation and planning effectiveness," (12) "interpersonal relationship effectiveness," (13) "value effectiveness," and (14) "overall effectiveness." Inter-correlations were found among the identified components. Significant differences were found between teachers with different roles with the highest involvement and dimensions of school organisation, teacher leadership and interpersonal relationship effectiveness. Meanwhile, significant differences were revealed between teachers' roles in the highest positions and dimensions of improvement of learning and teaching, as well as principal leadership. Such findings suggest that teachers' perceptions of distributed leadership were related to teachers' roles, including delegated responsibilities and degree of role participation in the schools. Implications for practice and research are discussed at the end of the paper.

Curriculum reform with a school-based approach is often assumed to offer schools and teachers autonomy at the site level, thus enabling them to develop a school-based curriculum and pedagogies to better fit the needs of students. Over the past decade, school-based curriculum development in Hong Kong has encountered issues that deserve worldwide attention and discussion. By reviewing the experiences of two schools in Hong Kong and drawing on international evidence, this study identifies key challenges and difficulties in school-based curriculum reform in three areas. Intellectually, there is a lack of a strong and broad shared knowledge base for curriculum development. As a result, most school-based curriculum initiatives have been piecemeal, fragmented and shallow. Structurally, many teachers have wasted time ‘re-inventing the wheel’ when developing school-based curricula. This effort has left them without sufficient time and energy to be effective in teaching. Culturally, reliance on school management to steer school-based reforms has prevented the development of a new culture in which teachers have the autonomy to make changes in their daily practices. Without cultural changes, curriculum reforms are not sustainable or effective. This study proposes a cooperative platform that integrates the strengths of central intelligence and school-based initiatives to maximise support for curriculum development at the teacher, school-site and system levels.

In recent years international trends towards teacher empowerment and leadership have gained increased attraction in East Asia's education policy and practice. Yet, as scholars have noted, the values underlying these practices often conflict with traditional cultural norms of East Asian societies which stress hierarchical and status differences. This study explored the efficacy of an approach to developing distributed curriculum leadership among school teachers. The research employs discourse analysis of video-taped meetings of teachers in a mathematics curriculum development team in order to explore the leadership and teacher learning. The results provide initial support for strengthening school-level capacity for teacher leadership as a means of fostering teacher learning in East Asian schools. Implications include the need for incorporating programmes that build leadership and team development into more general staff development for teachers.

This paper argues that it is timely for educational researchers in Asia, and Singapore in particular, to generate cultural- and empirical-knowledge bases in school leadership that will speak to the specific interests of Asian students, educators and practitioners. As economic and social development across Asia gathers momentum, the more advanced Asian systems of education, such as Singapore, Hong Kong and Taiwan, will increasingly have the resources and expertise to launch significant research programmes in school leadership and organisational change, thereby challenging the persistent and present dominance of Anglo-American perspectives. The paper reports a planned large scale research programme for school leadership and organisational change in Singapore. Support for such a programme from all three major stakeholders - the Ministry of Education (MOE), the National Institute of Education (NIE) and school leaders and teachers - is conditional on the research programme leading to school improvement and better student outcomes. The paper sketches the politico-cultural-economic conditions of Singapore in which such an agenda has been formed; describes the main features of the research programme; and then relates its features to a possible broader Asian and international research agenda in school leadership. The planned Singapore programme has congruence with a future international research agenda advocated by scholars for the field of educational leadership.

Over the past 30 years, school principals have been exhorted to articulate a clear vision as a key tool for stimulating the improvement of teaching and learning in their schools. Over the past decade, as school systems have sought to distribute leadership more broadly within schools, the same imperative has applied to middle-level leaders. Indeed, a key assumption underlying the move towards sharing leadership responsibilities more broadly has been the belief that this would strengthen collective efforts and reduce the gap between goals and outcomes. Yet, to date, there have relatively few investigations of the extent to which middle-level leaders are contributing to school improvement efforts. This study sought to understand how shared vision within school management teams (SMTs) impacts teacher commitment and teacher support for students through school alignment and coherence. Dyad survey data were collected from 411 SMT members and 559 teachers at 32 primary schools in Hong Kong. Results indicated that shared vision in SMTs is positively related to teachers' perception of school alignment and coherence, teachers' commitment and teacher support to students. Theoretical and practical implications of findings are discussed.

This article investigates the perceptions of English headteachers and Hong Kong principals on the kinds of pressures that they believed affected the way they did their job, and in particular the degree to which they felt their governments were affecting their leadership role. The research utilised semi-structured interviews to generate written 'portraits' of these individuals, which were then examined to answer questions about current pressures. The findings suggested that (1) there was considerable variation in the manner these individuals responded to key issues; (2) all individuals prioritised local concerns, and particularly with consideration to the children in their care; (3) there was a greater sense of embattlement from the English headteachers and a more critical approach to legislation, than from the Hong Kong principals, though with considerable individual variation in the degree of overt resistance shown; (4) whilst current educational reforms in Hong Kong seemed to favour the development of creativity more than those in England, there was within both national contexts evidence of the damaging effects of the pace and quantity of reforms.

This paper describes the process of school capacity building in Hong Kong's early childhood education at a time when there was a quest for quality education. A local preschool was selected for the study, which took part in a university-school support programme through which consultancy was hired from a university to provide school-based support. An action research approach was chosen in the research design. The process of building capacity was examined in the selected preschool over a year. The findings indicated that the preschool went through a process of capacity building, from the status quo ante, through the exploration stage to the initial implementation stage of change. Restructuring and reculturing were emerging in the change process, with the support of the school consultants.
