A total of 712 students of the Open University of Hong Kong (OUHK) - sampled from high achievers and low achievers, as defined by their performances in their overall course scores in four consecutive semesters--participated in the study. An instrument, the Survey of Students' Study Preferences and Habits, developed and validated for the study was also used to collect data from the students who participated. The data collected through this instrument were complemented with in-depth telephone interviews using a sub-set of 32 from the main study sample.The analysis of the data, using both qualitative and quantitative methods which included descriptive and inferential statistics, showed very interesting patterns of differences in locus of control and the use of mctacognitivc strategics by low achievers and high achievers. For instance, high achievers rated themselves significantly higher than low achievers (p<. 01) in a number of scales such as confidence with studies, ability to cope well with studying in distance learning mode, and motivation by the need to avoid failure. High achievers indicated a significantly higher use of effective learning strategies than did low achievers (p <.01).

The current global movement in the reform of education seems to focus on a number of issues that include standards, quality and teacher preparation. With regard to the latter, while teacher education curricula in most parts of the world attempt to strike a balance between content and professional training, the emerging scenario is that of training expert teachers. Three types of knowledge identified as necessary for expert teaching are content knowledge, pedagogical knowledge and pedagogical content knowledge. For Hong Kong to embark on a satisfactory and effective public education reform, it is essential that its most valuable human resource (i.e. teachers) must be comprehensively and adequately developed. Attention must be paid to both pre-service and in-service to raise an excellent quality-oriented teaching force. Teacher educators and researchers make important and well-informed decisions about what should be included in pre-service and in-service teacher development programmes. However, it is also important to take into account the teachers' own perceptions about the areas in which they feel confident and knowledgeable and those inwhich they do not. One practical avenue of sourcing such information is the teacher in training who is learning to acquire and display expertise. This paper reports on an investigation using a sample of 183 science and mathematics trainee teachers. A 60-item instrument, the Science and Mathematics Expert Teacher Preparation Survey (SMETPS),was developed to gather data on trainee teachers' perceptions of their current knowledge and what they think they need to know to become expert teachers. The data, analysed using both descriptive and inferential statistics, indicated some of the areas in which trainee teachers identified the need for future professional development that would contribute towards expert training. Several issues which emerged from the results are discussed, with reference to implications for current efforts in expert teacher

Despite the advantages of problem based learning (PBL) and the fact that it has been utilised for some time in conventional higher education settings, it is not widely used in distance education in Hong Kong. Recently, a small group of course co-ordinators at the Open University of Hong Kong engaged in a series of action learning projects to explore ways in which it could be incorporated into their courses. The purpose of this paper is to report the opinions of these academics about the suitability of PBL for a distance education environment. Generally, they concluded that it is possible, and perhaps desirable, to consider implementing PBL as one learning approach. However, most of the projects focussed on a fairly narrow application of PBL, namely in face-to-face tutorials. The limitations of the participants' interpretations are discussed in the light of the constraints they face, and some recommendations are made for other ways of implementing PBL into distance education.

The responses of 712 high achieving and low achieving students at the Open University of Hong Kong were analysed to investigate gender differences in factors that contribute to successful achievement in distance education. The analysis indicated a number of gender differences, including in the areas of organisation and use of study materials, confidence about studies, and independent versus collaborative study. Based on these, some questions have been raised about the need to develop some different treatment for male and female students in order to maximise the achievement of both groups.

Because of the changing needs of society, brought about in part by workplace, family and social structures and partly by the decline of moral and ethical values, it is becoming increasingly urgent to address issues of values education at all levels of schooling. Recently there has been an increasing body of literature challenging those who teach adults at universities or other higher education institutions to incorporate values education, either directly or indirectly into the learning environments they create. This challenge extends to distance higher education, although there are many questions about how this can be done in an environment that is typically intended for independent learning with a focus on cognitive development. This paper reports the outcomes of interviews with three small groups of distance educator stakeholders at the Open University of Hong Kong, namely course co-ordinators, tutors and students, to explore their feelings and beliefs about values education being a component of their programmes. The interviews sought opinions about three broad questions: Should we take responsibility for values education in our distance education programmes? Can we take responsibility for values education in our distance education programmes? Do we take responsibility for values education in our distance education programmes? Responses suggested that, in the context of this study, we should and that it is possible to do so, particularly directly through the use of counselling and support services and indirectly through incorporating appropriate examples into course materials, but that currently not very much is being done. While the course co-ordinators and tutors were concerned that students might resent the inclusion of values education in their courses, the students themselves appeared to be more open to the suggestion.
