隨著97回歸，普通話科成為香港中小學核心科目。世紀之交，語文課程重組，中、普兩科同被納入「中國語文教育學習領域」，「普通話教中文」更訂為語文課程的長遠發展目標。在「普教中」情境下，中、普兩科內容的重合更形突顯。除了聽、說範疇的教學目標和重點相若，兩科的朗讀訓練及拼音學習也難以明確分工和配合。本文從語文課程發展和規劃的層面出發，探討普通話科在這過渡期間，可以如何回應教學形勢的需要，在新階段的語文課程中有效蛻變和重生。

Curriculum reform with a school-based approach is often assumed to offer schools and teachers autonomy at the site level, thus enabling them to develop a school-based curriculum and pedagogies to better fit the needs of students. Over the past decade, school-based curriculum development in Hong Kong has encountered issues that deserve worldwide attention and discussion. By reviewing the experiences of two schools in Hong Kong and drawing on international evidence, this study identifies key challenges and difficulties in school-based curriculum reform in three areas. Intellectually, there is a lack of a strong and broad shared knowledge base for curriculum development. As a result, most school-based curriculum initiatives have been piecemeal, fragmented and shallow. Structurally, many teachers have wasted time ‘re-inventing the wheel’ when developing school-based curricula. This effort has left them without sufficient time and energy to be effective in teaching. Culturally, reliance on school management to steer school-based reforms has prevented the development of a new culture in which teachers have the autonomy to make changes in their daily practices. Without cultural changes, curriculum reforms are not sustainable or effective. This study proposes a cooperative platform that integrates the strengths of central intelligence and school-based initiatives to maximise support for curriculum development at the teacher, school-site and system levels.

Mother tongue language (MTL) curriculum is core to school education in most countries/regions' school curriculum. Through mother tongue language learning, students are expected to enhance their understanding of the nation's culture and foster the sense of cultural and ethnic identity. However, MTL education in Hong Kong is complicated by the colonial history. This study examines Hong Kong Chinese language teachers' perceptions of MTL education, and the implication on MTL curriculum development. The questionnaire was administrated to 97 teachers, and interviews were carried out on 17 teachers. Usually, MTL is both the tool with which knowledge and skills are taught and learned and the vehicle for students to learn about the traditions of the countries' literature and culture. In Hong Kong, 95% of the population is of Chinese descent. Traditionally, education in China was a mixture of philosophy, history, politics and literacy. Chinese as an MTL subject in pre-colonial Hong Kong has always been assigned the mission of developing students' cultural identity in addition to the development of linguistic proficiency. During the colonial period, the Chinese Language curriculum shifted to be more language skills based with less emphasis on Chinese culture and moral education. After the sovereignty of Hong Kong was returned to China in 1997, although a new curriculum was implemented in 2002, teaching and learning in school as well as public examinations seem to be remaining language skills oriented instead of culturally based. This deviation from the trend of both Chinese traditional education and global mother tongue language education makes some Chinese language teachers feel confused. In addition, there is comment that in general Hong Kong students' Chinese language proficiency is becoming weaker and weaker in recent years. This study reveals the perceptions of over one hundred Hong Kong teachers who were asked to reflect upon the implementation of Liberal Studies in secondary schools in response to the latest government review of the subject's curriculum. Questionnaire-based surveys and semi-structured interviews were conducted to probe the participating teachers' perceptions and suggestions in such areas as the subject's objectives, content and assessment, with the ultimate goal of tracing the subject's developmental trajectory. The findings indicate that, whilst the teachers appear to have faith in Liberal Studies' objective to develop students into critical and independent thinkers, they feel that the pedagogical challenges with which they have been confronted have influenced their teaching motivation and support for the subject's mandatory status in secondary education. Further, the potential tension between the challenges they have encountered in reality and the ideal outcomes envisaged by policymakers raises the question of how Liberal Studies can move forward in giving teachers a greater role in educational reform. Recommendations for relieving that tension, as well as the findings' implications for future research on curriculum development in Hong Kong and elsewhere, are also discussed.

Demand has risen for the introduction of career education in senior secondary schooling to enhance students' transition from study to work. Against such a background, this paper aims to discuss the curriculum reforms and supporting structures in schools and to explore the challenges of life skills planning for secondary school students in China with particular reference to Hong Kong. Literature review and examples from Hong Kong and China indicate that although various Vocational (Career) Development Education and Career and Life Planning Education (CLPE) activities and school-based curriculum development take place at schools, a clear linkage between study opportunities and career choices, enhancement of learning experiences at work through activities such as job shadowing and provision of a curriculum to enhance career and life planning across years as dimensions of intervention, seem not to be found at secondary schools in Hong Kong. This paper will also look into the implications for future development of CLPE.

Purpose – The purpose of this paper is to examine the progress of the curriculum reform in Hong Kong in the implementation phase from 2001-2006, with the agreement and support of heads and teachers on the reform. Design/methodology/approach – Survey questionnaires and focus group interviews were used to collect data from various stakeholders. A stratified random sampling method was employed to select 150 primary schools and 120 secondary schools to participate in the study. Findings – It is found that with the agreement and support of school heads and teachers, there is good progress in the reform items on teaching and learning. Findings of this paper also suggest that teachers who agreed with the reform items made changes with their practices in terms of learning and teaching strategies, catering to learner diversity, assessment for learning, developing students' language proficiency, cross-curricula learning, playing multiple teachers' roles and preparation for the new senior secondary curriculum. This study thus supports most findings from the change literature with its empirical data that educational changes and innovations with the agreement and support of school heads and teachers tend to have a greater chance of succeeding. Originality/value – The paper contributes by examining to what extent findings and views established in change literature elsewhere can be justified and enriched with the case of Hong Kong.

Information Technology (IT) has become pervasive in our society and it is playing an increasingly important role in education. There is a growing expectation that teachers will be able to make effective use of IT in all facets of their work in schools. There are at least two major reasons which underpin the need to prepare IT teachers in secondary schools. First, schools are expected to prepare students for future jobs. It is quite clear that most of the jobs of the future will require some knowledge of IT. It is therefore important that students learn about IT while they are in schools. This indicates that there is a great need for more teachers who are competent in IT. In particular, secondary schools are short of teachers who are capable of teaching IT as a subject and to incorporate the current learning theories into practice. Second, given the increasing deployment and application of IT in secondary schools, there will be a serious shortage of teachers who are capable of managing and coordinating the use of IT across the school in the secondary context. Under these circumstances, we are offering the IT major in the Postgraduate Diploma in Education (Secondary) (PGDE(S)) Programme in our Institute. The IT Major is designed to prepare university graduates in technology discipline to be able to act as competent IT subject teachers for all levels in Hong Kong secondary schools. This article will discuss the rationale, principles and approach in designing the programme.

This paper reports on the assessment of readiness and receptivity of school principals, English panel chairpersons and English teachers for the implementation of the new senior secondary curriculum (NSSC) in English Key Learning Area (KLA) in Hong Kong. Recent research ahs probed into the dilemmas and challenges faced by school administrators and frontline teachers when facing curriculum change. Such challenges exist in the management of change, the teachers’ readiness for change, and in problems with collaboration among the stakeholders. Drawing on these research findings the analysis of this paper focuses on whether such problems are also re-occurring in the implementation of change in the NSSC, and if so, considers how they can be resolved. Using qualitative research procedures four key questions were addressed: how far the school personnel understood the changes in the NSSC; the extent to which they felt they could implement the new curriculum; which factors encouraged/constrained implementation; and the possible effects of change on schools. The findings showed that schools with students of high or medium ability seemed to be more positive in terms of perceptions and receptivity at the initial stage of change, while schools dominated by cohorts of medium or low academic ability students appeared to be resistant to the shift in pedagogic arrangements. Yet all the school principals interviewed expressed their unreserved agreement with the spirit of the new curriculum.

This paper discusses the development of civic education curriculum in Hong Kong and outlines the changes of its nature in different historical phases. How civic education curriculum of Hong Kong responded to differential social needs in both the colonial era and after 1997 is examined. Important curriculum documents are analyzed to facilitate the discussion. How civic education in Hong Kong evolved from teaching students to identify themselves with a city to identify themselves with a nation and a globalized world is highlighted.
