我國於2019年提出《粵港澳大灣區發展規劃綱要》(簡稱《規劃綱要》)方案，提出九個城市以及香港和澳門特別行政區作為區域發展的核心引擎，並藉著這些核心城市和港澳地區的發展，帶動周邊城市和區域的發展。從區域教育發展以及國際趨勢等角度來看，粵港澳大灣區的人才發展宜具有國家及區域意識及國際視野，宜注重科技與人文雙重取向；鼓勵粵港澳學校合作交流，共建院校研究基地；樹立多元化灣區教育合作理念，在科研、教育、經濟發展和人才培養等方面達至協同共贏效果。 China put forward the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" in 2019, proposing nine cities and Hong Kong and Macao Special Administrative Regions as the core engines for regional development, promoting as well the growth of the surrounding cities and regions. Through the analysis of regional education development and international trends, this paper discusses personnel training in the Greater Bay Area. The development of talents in this Area should have both a national and regional awareness and an international perspective, and be oriented towards both humanities and science and technology. Cooperation and exchanges between Guangdong, Hong Kong and Macao schools should be encouraged, so as to build joint research centers among institutions. A diversified concept of educational cooperation should be established to achieve win-win results in scientific research, education, economic development and personnel training. 成功的教育變革，取決於多種因素，包括：變革的規模和複雜性適中，易於操作；變革的策略是民主的、問題解決式的；通過各種靈活的方式發展教師的知識和信念；教師能夠從變革中獲取利益；學校行政的支持和教師文化的配合。成功變革的指標，應該是該項變革制度化、持續化，整合成為學校的常規。 Copyright © 2002 華南師範大學.

新世紀以來，中國內地和香港都啟動了大規模的課程改革，對教師發展和教師教育提出了新的要求。基於對教師發展與教師教育之間關係的分析，文章指出了二者未來的發展方向，即發展中小學—大學夥伴協作關係，建立教師教育發展網絡，促進多元化的教師發展和教師教育，以及深化教師與教師教育工作者的實踐探究與反思。 The large-scale curriculum reform in the new century puts forward new requirements on teacher development and teacher education in Mainland China and Hong Kong SAR. Based on the analysis of the relationships between teacher development and teacher education, this paper suggests four directions for their future development: developing school-university partnerships; establishing the networks of teacher education and teacher development, facilitating diversified approaches to teacher development and teacher education; and improving the practical inquiry and reflection of teachers and teacher educators. 本文提出一個強調六環緊扣的學校改進方案，該六環即為「專業共治」、「賦權承責」、「同儕協作」、「持續發展」、「強效學習」與「溝通聯繫」。這個同時重視連貫一致與具前瞻性的校本發展規劃，乃建基於世界教育發展新趨勢的教育理念，結合國內外與香港本土有關研究成果，以及筆者親身參與學校改進計畫及師資培育經驗，包括校長及學校中層領導、在職教師專業進修等課程，綜合而來的學校改進方案。 總結過往有關學校效能研究及學校改進經驗，普遍同意學校的管治理念和領導方針，能否有效調動校內校外資源的配合，適時引入有系統、具認受性的內部評鑒及自我完善機制，是改善學校教育素質的成敗關鍵。「專業共治」與「賦權承責」兩個概念，乃源於此。另一方面，教師專業發展等研究亦發現，在課程設計和教學規劃上的專業賦權，有助教師教學範式的轉移，而「同儕協作」及「持續發展」須配合共同參與的校本管理文化，才會獲得教師支持和取得成效。適當引入「強效學習」的理念，則有助教師由傳統單向式的講授教學，逐漸轉移至重視師生互動及以學生為中心的範式，學生的學習成效遂得以提升。最後，在制度層面，建立穩固而持續的學校、家庭與社區互為夥伴的協作關係，增強學校與教育體系其他部門及社區的「溝通聯繫」，能夠為學校組織發展提供有利條件。

在過去十年，英國的校本導師指導(顧問教師)訓練經歷了重大的轉變和面對新職責的挑戰。Marion 形容它就是角色與關係之間的平衡，也是技巧與困難的協調 (Marion, 2001)。對於他們的角色，顧問教師可能有不同的看法，一些或會覺得純粹就是提供「我在這裡」(Feiman-Nemser et al., 1993)，而另一些則覺得可積極地為學員提供「支援」。此研究的目的，在於指出一系列香港幼兒顧問教師覺得重要的個人觀點和其體現。藉調查他們對其角色的看法，來增進對顧問指導的不同角色範疇會否影響師徒關係及專業發展的了解。

世界上不少地方正在進行教育及課程改革，然而不少教育研判的結果卻告訴我們，絕少教育改革能真正對學生學習產生正面的影響；而能夠產生明顯作用的，都是那些直接涉及學習內容的改革。課堂學習研究就是針對學習內容為出發點，以變易學習理論為基礎，運用行動研究的模式，聚合教師、教育研究員的集體智慧，解決學生的學習困難，幫助每個學生學得更好。經過六年的探索、實踐及研究，香港已有超過100多所學校參與，並已發展了130多項課堂學習研究。在這過程中，課堂學習研究被發現不僅能幫助學生學得更好，更是一個成就教師發展、校本課程發展及學校改革的有效工具。本文除闡述課堂學習研究在香港的發展外，更探討其對教師發展、校本課程發展及學校改革的影響，以及其未來發展所要面對的挑戰。

香港政府自 2009 年在小學推出小班教學政策，至 2013 年 9 月已有 344所小學推行小班教學，不少學校已推廣至小學五年級。小班教學的成效如何？本文結合文 獻對小班成效的綜述，透過對推行小班教學的兩所學校共 10位教師進行焦點團體 訪談，初步剖析香港小班教學政策下的教師教學實踐，並提出進一步調整或深化 政策的意見和建議。

The professional development of kindergarten teachers in Hong Kong appears to be limited by their inability to extend thinking beyond their own personal concerns so that the needs of the children were not the major determinant of their classroom practice (Li, 2000a). Professional development of a teacher involves cognitive development, a change of the practitioner's perception of teaching and learning as well as a change in their coping strategies (Li, 2001). To facilitate the change, the key is cognitive structuring/advancement through the process of assisted performance taking place within the zone of proximal development (ZPD) (Tharp and Gallimore 1988) of individual teachers. Peer coaching and expert consultation, presumably in a collaborative school culture, are important elements in the process of cognitive development. This study is to compare the teaching and belief of teachers before, during and after the provision of peer coaching and expert consultation in a school-based staff development project. Data were obtained by recording vignettes of practice, listening to teachers' conversations in workshops and commentary in the video. The findings of the study suggest that assisted performance and case-based training hold some promise for teachers' learning process of professional development.
本港幼稚園教師的專業發展受其個人想法限制，使得她們在課堂教學時不能以兒童的需要為依歸(Li, 2000a)。教師的專業發展涉及認知發展的轉變，就是想法的轉變、以及對教學策略上的轉變(Li, 2001)。要促使這個轉變，關鍵在於個體教師在周邊發展的範圍內，透過建構的過程，將以兒童的需要為教學依歸的認知過程結構化或提昇化(Tharp and Gallimore 1988)。在學校文化的配合下，朋輩指導和專家諮詢是認知發展過程的重要原素。是次研究旨在比較教師們在朋輩指導和專家諮詢的提供前、後和期間的教學和想法的轉變，並透過錄音、聆聽教師的意見、工作坊的會談和錄影片段的旁白而搜集資料。研究結果顯示朋輩指導和個案培訓有助教師們的專業發展。
