Hong Kong and Macau are two cities which share many common features. For example, both are located in south coast in China, colonies of European countries for more than a century, Special Administrative Regions (SARs) in China, small in area, etc. The main differences are obvious: Hong Kong is considerably larger in terms of population and land area, a key role in financial field, whereas Macau is a gambling-based economic and known as the "Las Vegas" in the East. It has been about two decades since the reunification of both Hong Kong and Macau to China. The political, social and economic environments have been significantly changed. One main change is that China now becomes the world's second-largest economy and more influential in the policy making of two SARs. This paper attempts to explain the differences and similarities of educational policy changes of primary and secondary schooling in Hong Kong and Macau in recent years. Since the educational policies play an essential role in many social issues such as shaping national identity, social justice, etc, it is important to investigate how are they changed in recent year and understand the implications of such changes. 核心素養已成為近些年來全球教育界關注的焦點，也引領著各地的教育改革。儘管在不同的地區，核心素養的內涵和特質有差異，但更多是呈現出共同之處。然而，如何有效地落實「素養導向的教育」卻仍未明確。本文分析了香港的教育改革經驗，綜合核心素養的相關理論和討論，探索香港在落實課程改革的發展脈絡，以期能對當前推行核心素養導向的教育改革提供參考和借鑑。In recent years, many places have adopted the concept of key competency as the basis of developing school curriculum. Researchers and academics are still debating the definition and nature of key competencies. Yet, they have come to some common understanding of what key competency is. However, it is not yet clear how to nurture students’ key competencies. This paper reports the experiences of Hong Kong in nurturing students’ key competencies. Little research has explored the challenges of difference and difficulty to principal leadership in changing school contexts. This paper explores two Chinese principals’ journeys to enact different leadership approaches to overcome these challenges during a time of massive education reform. Three specific questions are asked: What challenges do the principals face in diverse student populations? What leadership practices do the principals adopt to support the learning development of these students? What support do the principals need most to enact this leadership? This cross-case study, conducted in Hong Kong, finds that principal leadership that focuses on inclusion is important in efforts to overcome these challenges, with innovative and flexible interventions to ensure equality in student learning development. Despite this, they need support from every part of the school community: the school sponsoring body, the teaching team and parents. The author, drawing upon evidence from researches carried out in Hong Kong, discusses the progress Hong Kong is making towards including children with difficulties and disabilities within the mainstream. He argues that top-down reforms have failed in Hong Kong and that it is time for the profession to actively engage in school development and school reform. The author argues that teachers need to engage in action research to improve both professional practice and the change process.

This paper recognizes the pressures to teachers in the broader climate of educational reform, and asserts that rich opportunities of professional learning are situated in challenges and critical incidents. By drawing data from experienced teacher, this paper elucidates teachers' guilt and resolution with a framework for promoting a culture of personal growth and professional development. The paper concludes by highlighting the creative energy inside teachers who can team up as networks of learners. When sharing deeply the minds and the hearts, they can re-discover deep values in realities of everyday life in a journey of life-long learning together.

In recent years, both Singapore and Hong Kong have been ranked top in international education rankings. They are widely admired as high-performing education systems (HPES) and, not surprisingly, among the best education systems in the world. The success stories of Singapore and Hong Kong education have aroused widespread attention internationally among different stakeholders, such as policymakers, researchers and practitioners, to investigate if it is possible for their policies and practices to be learned and borrowed by other countries. In this article, we stress the importance of context in understanding policy phenomena and possibilities for policy transfer. The Singapore and Hong Kong education systems are facing critical issues such as the economization of education, educational disparities and the paradigm shift from meritocracy to parentocracy. How well they deal with these policy issues will determine if their present international standing continues into the future. This article provides a critical review of their education policies to explore how these policies can be refined and adjusted in order to cope with the challenges facing both education systems.

This study forms part of a wider comparative research project investigating the mechanisms and outcomes of school-based curriculum (SBC) development in kindergartens between the two neighbouring cities of Hong Kong and Shenzhen, under the umbrella of ‘one country, two systems’. This comparison will help to clarify how sociocultural contexts may affect early childhood curriculum (ECC) innovations by comparing the kindergartens of socialist and capitalist China. Data are presented from qualitative case studies of four kindergartens—two in each city—corresponding to the three levels of curriculum analysis and comparison: intended curriculum, implemented curriculum and curriculum ideology. Comparative analyses revealed that the SBCs of the four cases were different but all tended to balance and integrate diverse approaches in terms of curricular and pedagogical practices. The commonalities of SBCs in Hong Kong and Shenzhen kindergartens were due to shared cultural values, propelled by both ‘modernization’ and Chinese traditions, while the unique characteristics of SBC practices in each society were shaped by different social contexts. The educational philosophy of progressivism has greatly influenced ECC innovations in the Chinese kindergartens to varying degrees and in different ways. Implications of this comparative study are also presented for future research and practice.

This article analyzes how principals of high-performing secondary schools in England and Hong Kong establish structural arrangements aligned to their core values as educators. Such values-driven structures provide a platform by which principals create the conditions in which policy and reform can be managed and absorbed without compromising the core purpose and contextual priorities of these schools. The findings reveal how the participating school principals have carefully embedded and institutionalized these structures within the cultures of their organizations as part of a multilayered approach to leadership.
