Set against broader theoretical debates regarding the role of the developmental state in driving social and economic developments in Asia, particularly in higher education and research, the present article critically examines the synergies between government, enterprise and universities in China, in promoting innovation-centric entrepreneurship. The example of Shenzhen, China, including its response to the Greater Bay Area initiative, highlights how new governance modalities have emerged to embrace multiple actors and diverse non-state/non-government sectors in support of innovation-centric entrepreneurial ventures. Our analysis reveals new forms of network governance. These include hybrid organisations that have become more proactively engaged in fostering a spirit of entrepreneurship, including in the higher education sector, albeit against a backdrop of tensions in the mainland governance model, between the drive for innovation and re-assertion of Party control. The practice of documentation has been a "hard to reach place" for many preschool teachers despite the fact that it has largely been encouraged and used as a tool in early childhood settings to assess young children's learning. Recent policy changes in Hong Kong have also called for the continuous documentation and authentic assessment of children's performance to replace traditional examinations in preschools. In this study, 62 preschools in Hong Kong were surveyed to determine the current situation of documentation as a tool for assessment of children's learning in Hong Kong preschools in the face of the new governmental requirements and interventions. The results showed that (1) preschools generally recognized the importance and necessity of using documentation to assess children's learning, (2) governmental influences were clearly demonstrated in the learning areas documented and assessed, and (3) there was a dissonance between the practice and belief of preschools, and various concerns related to the implementation were also reported. Implications for policies, professional development, and research are discussed.

This study explores how master's students perceive their learning experiences and build their identities as postgraduate learners. It also investigates how these students' perceptions affect their aspirations regarding academic careers. By applying the Community of Practice (CoP) framework, this study focuses on three dimensions of master's students' experience; community, practice and identity. Seventy master's students from one research-intensive university in Hong Kong were interviewed regarding motivations for doing a master's degree and reflections on learning. The interview results showed that master's students build their communities partly around shared academic interests. However, the boundaries of these communities are loose and flexible, due to the nature of master's programmes with their short periods of study and large numbers of part-time students. The study also showed how master's students develop their knowledge and skills through doing research and how they evaluate the prospect of becoming an academic.

This study examined the relationships between leadership practices, professional learning communities, teachers' efficacy beliefs and perceptions of whole-child development in the context of kindergarten education. A sample of 2120 teachers from 153 Hong Kong kindergartens participated in a questionnaire survey. The results showed that principals' leadership practices had significant effects on all five professional learning community components. Leadership practices were also positively related to teachers' perceptions of whole-child development directly and indirectly through the mediation of three professional learning community components, namely a shared sense of purpose, collaborative activities and a collective focus on children's learning. Moreover, three professional learning community components (i.e. a collective focus on children's learning, deprivatized practice and reflective dialogue) were positively associated with teachers' perceptions of whole-child development via their efficacy beliefs. The findings support the mediating role of professional learning communities in developing kindergarten teachers' collaboration for improving their efficacy beliefs and perceptions of the whole-child development of children. Kindergarten principals play a key role in cultivating a supportive culture and facilitating teacher learning.

This study investigated the pedagogical interactions between teachers and young children in six sampled Chinese kindergarten classrooms. Altogether 4320 turns of dialogue were coded from 27 videotaped pedagogical activities, and the 12 class teachers were surveyed and interviewed. The results revealed a unique Chinese pedagogical interaction that is a fusion of participatory and transmissive pedagogies: teachers directed the interactions with open-ended questions and whole-class dialogues, whereas children responded with short answers based on the learning content. This was reported by the teachers to be associated with the joint influence of related child, teacher, and cultural factors.

This paper explored the challenges to the infant care profession in Hong Kong creches, with an aim to contribute to the existing early childhood care literature for reference and comparison elsewhere. A questionnaire survey was conducted with 55 childcare workers and 12 supervisors, followed by interviews with some selected participants to examine the education, experience, training, working conditions and staff-child ratios of the practitioners in creches, and their perceptions towards the profession. The findings identified the areas for enhancing the education level and training of the practitioners to improve the quality of infant care. The results also indicated the problems of low salaries, unpleasant working conditions and inadequate staff-child ratio in the profession, discouraging high-calibre candidates from entering the field. This paper discussed the implications of the findings and offered some recommendations to raise the status of the infant care profession and the attractiveness of the job for prospective practitioners.

It has been agreed that efficient kindergarten leaders and teachers should have relevant attitudes and abilities to kindergarten education. 1965至1985年間，香港高等教育的發展相當緩慢，只有不足5%的適齡青年可升讀由大學教育資助委員會資助的大學學位課程，及至20世紀80年代中起，大學學位開始大量增加，進入大學的適齡人口百分比提升至18%。2000年，香港特別行政區行政長官更進一步提出要在十年內令香港高等教育的普及率達到60%。由2000–2001至2005–2006學年，高等教育參與率已增加至超過60%。本文探討在香港高等教育擴張後期，中學生對升讀高等教育期望的變化。本文研究數據來自2009年和2012年的學生能力國際評估計劃（以下簡稱PISA）。2009年香港的PISA調查在該年5至6月間進行，而2012年的調查則在該年4至5月間進行。本研究嘗試探索以下四個範疇：（1）學生的教育期望在兩次調查期間（2009至2012年）的變化；（2）學生的家庭社經背景與教育期望間的關係；（3）學生能力與教育期望間的關係；（4）家庭社經背景與學生能力等因素對學生期望升讀大學的相對影響程度。From 1965 to 1985, the development of higher education was very slow in Hong Kong. Less than 5% of age-eligible adolescents were admitted to UGC-funded university degree program. However, since the mid-1980s, there has been an expansion of university places and the university admission rate has increased to 18% of the age-eligible population. In 2000, the Chief Executive of the Hong Kong Special Administrative Region proposed that the admission rate of higher education be increased to 60% within ten years. As a consequence, the participation rate of higher education was increased to over 60% from the school year 2000–2001 to 2005–2006. This article focuses on the change in expectation for pursuing higher education of Hong Kong secondary school students during the post-massification of Hong Kong higher education.The data of this article originates from two cycles of the Programme for International Student Assessment (PISA) — PISA 2009 and PISA 2012. PISA 2009 in Hong Kong was conducted from May to June 2009, while PISA 2012 was conducted from April to May 2012. This article attempts to investigate the following four areas: (1) the changes in students’ educational expectation during 2009 to 2012; (2) the relationship between students’ family socioeconomic background and their educational expectation; (3) the relationship between students’ ability and their educational expectation; (4) the relative impact of family socioeconomic background and students’ ability on their educational expectation toward the pursuit of university education. The contribution of teacher knowledge to learning outcomes at the beginning stages of literacy acquisition is of growing concern because the ability to provide quality instruction is central to successful literacy acquisition, particularly for pupils with dyslexia. To date, the majority of research has focused on teachers of English as a first language. Yet, English is the most widely taught foreign language today. The present study extends the exploration of teacher knowledge by probing two heretofore unexamined groups of teachers who are responsible for teaching beginning stages of literacy in English as a foreign language: regular class teachers who are non-native English-speaking (N = 96) and native English-speaking teachers (N = 24) working in the kindergarten setting in Hong Kong. As these two teacher groups serve as gatekeepers of beginning English as a foreign language literacy for kindergarten children in Hong Kong, it is crucial to gather information about the depth and quality of their teacher knowledge. This information can be instrumental to improving the quality of beginning literacy instruction in English and assisting early identification of dyslexia. Both groups completed the basic language constructs survey (Binks-Cantrell, Joshi, & Washburn, Annals of Dyslexia, 62, 153–171, 2012a). Results showed while native English teachers performed significantly better than non-native English teachers, total percentage correct scores were below 50%, except for phonological awareness tasks. All teachers scored higher in items requiring syllable as opposed to phoneme manipulation. Only teacher type predicted teachers’ performance on the survey. The need for quality instruction, particularly for children at-risk for dyslexia or those struggling at the beginning stages of literacy acquisition, is addressed.
