- 作者建議將「資訊基建」工程全面在中小學落實，撥款整筆經費給學校分期使用，而政府則負擔監察的責任，鼓勵大學、商界及專業團體協助學校推動資訊科技教育及活動提供資助。此外，教師的升遷亦須要修讀有關專業資格，並下設執行委員會及諮詢委員會互相配合。
