An overview is presented of a three-year project aimed at helping Chinese language teachers in Taiwan refine ways that Chinese, an ideographic language that differs markedly from alphabetic English, is taught in primary schools. Guided by university staff in Taiwan, Hong Kong University and a Taiwanese non-government social enterprise, 20 experienced Taiwanese Chinese language teachers visited Hong Kong, observed literacy lessons, held in-depth discussions with principals and teachers, and engaged in seminars that helped them reflect on ways to modify practice in Taiwan. Back in Taiwan, they tried out techniques witnessed in Hong Kong, shared their experiences with colleagues in and beyond their own school, and evaluated their relevance for language teaching in Taiwan. Experiences were exchanged via practical demonstrations of techniques, video-recordings of lessons, accounts of new ways to teach Chinese, interviews and progress reports on an Internet forum. The outcomes are an example of positive teacher change.

Education reforms underpinned by neo-liberal values have been criticised for bringing an adverse impact on teachers' professional identity. This article presents a qualitative study of teachers' professional identity in three historical periods in Hong Kong: Phase 1: 1965-84; Phase 2: 1984-97; and Phase 3: the post-1997 period. By juxtaposing the systemic narratives against the work life narratives of 23 teachers, the study finds the manifestation of the perils of neo-liberal pressures on education in three themes of educational change in Hong Kong: (1) the changing structural conditions of the teaching career; (2) the changing nature of teachers' work; and (3) the changing nature of educational change. The article concludes by suggesting possibilities to counteract neo-liberal pressures on education with the preservation, reclamation and renewal of teachers' 'student-focused' professional identity grounded on teachers' moral agency.

This paper examines the views of student teachers in Hong Kong on two mechanisms - supervised teaching practice and onsite peer observation (OPO) - which involve school-university partnership. Data were collected by using self-administered questionnaires (n = 59) and semi-structured interviews (n = 40). Results of the study indicated that student teachers regarded the two mechanisms as contributing to their learning and professional development. However, they highlighted a lack of school support for conducting OPO. Findings are discussed with reference to existing models of school-university partnership pointing to the possible existence of some aspects of a university-led model in which the university takes a dominant role in teacher education. Recommendations are made to formalise the operation of OPO in schools and to initiate a dialogue and cooperation between the participating parties involved in OPO so as to better facilitate student teachers' learning within a supportive school-university partnership.

This paper argues with evidence that conditions for teacher professional development can be enhanced for mentor teachers through a Learning Centre (LC) project which has been introduced in Hong Kong as a collaborative project between the government, a primary school, a secondary school, and the Hong Kong Institute of Education. The LC teachers perform the role of mentor teachers to enhance professional development of other teachers through web-based workshops or forums, face-to-face teacher education workshops, and school-based support. While the LC teachers are expected to gain professional development themselves as mentors, as suggested in the literature, the environment that may enhance their own professional development is not clear. Using structured interviews, the authors identified the professional development environment that the LC teachers experienced. The paper concludes with recommendations for environmental conditions enhancing the professional development of teachers in schools and conditions to support LC teachers.

This article presents the finding of an interim evaluation survey commissioned by the Education Bureau of Hong Kong on the effectiveness of the curriculum reform initiated in 2001. Drawing upon change theories for analysis of the study, the article examines the perceptions of both principals and teachers on the effectiveness of short-term curriculum development in schools from 2001 to 2006 through self-administered questionnaire survey as well as focus group interviews. The quantitative survey shows that evaluations from principals were more positive than those of frontline teachers in many aspects of the reform. Data collected from focus group interviews help explain the discrepancy in attitudes of these two stakeholder groups towards the reform. Insufficient knowledge, lack of support and consensus, and top-down initiation of the reform are the reasons accounting for the different responses to the reform. Strengthening professional development programs and developing a culture of collegiality and collaboration are the strategies recommended to improve the implementation of the curriculum reform in the medium-term phase (2007-2011).

Little research has been done on the choices of mentors when they are offered a comprehensive range of roles. The mentors in this study were in their first attempt as mentors and did not have an assigned 'role'. They were involved in a mentoring course that sought to facilitate the placement of in-service teachers and school-institute partnerships. Findings suggested that there was a tendency of the mentors to take an authoritarian role on the rights and wrongs of protégés' teaching while managing to maintain trust and warm relationships. A particular interaction pattern between the mentors and protégés emerged. There were signs of a clear preference for performing the role of guiding teaching evaluations and the mentor teachers had a very positive attitude towards providing 'assistance' to the less experienced teachers. Nevertheless, room for the development of flexibility, creativity and initiative on the part of the protégés was limited by a number of contextual factors.

The field experience component in a teacher education programme serves both a gate-keeping function and a formative purpose that supports student teacher development. The authors were members of a research team which took care of the re-design of the assessment instrument for the field experience component of a teacher education programme, as well as conducting a pilot implementation test. The new assessment instrument, referred to as a Professional Development Progress Map, was developed with reference to the professional standards formulated by an official teacher education policy advisory body. This paper looks into the comments of the users, that is the supervisors and the student teachers (or participants, as in-service teachers were involved in the pilot implementation test) after the pilot implementation test. Findings suggest difficulties in using the Progress Map as a summative assessment instrument regarding the determination of grades and levels, making judgements based on observable performance and collection of evidence, and difficulty in assessing the domain 'Involvement in Education Community'. The discussion highlights the dilemma related to the use of professional standards as summative assessment instruments, and how users may be re-orientated to enhance the formative purpose. The paper concludes with suggestions on prudent use of the Progress Map.

The field experience component in the four year Bachelor of Education programme (Primary) at The Hong Kong Institute of Education offers a number of opportunities for students to observe or teach in a school. The aim of this article is to analyse the learning of the studentVteachers and the supporting teachers during the field experience period in the second and the final years of the programme and to explain this learning using a sociocultural view of learning. StudentVteachers and their supporting teachers in their second year of study in 1999-2000 as well as those in their final year of study in 2001-02 were interviewed. The findings describe the professional development of the studentVteachers and the construction of knowledge in teaching. The article analyses the role of supporting teachers as social agents, and describes their use of mediational means, including teaching resources, and information about pupils abilities and habits, in facilitating the learning of the studentVteachers. The findings also compare the sharing of aims between the lecturers and the supporting teachers. Finally, the paper summarizes suggestions on how professional development of the student-teachers during the field experience may be analysed by adopting a sociocultural view of learning.

Changing educational priorities are reflected both in the literature and the models that seek to describe initial teachers' professional formation and learning. However, do new teachers' experiences conform to these models? A sampling of Hong Kong secondary school teachers over their first year as full-time teachers provides data from questionnaires and longitudinal interviews supporting a variety of processes and related models which highlight that becoming a teacher reflects individual differences. To account for this array of individual differences an interaction model is proposed that reflects the Chinese cultural context of this study - the 'dim-sum' model - a model that sites initial teachers' professional formation and learning within a multi-perspective and interactive learning context.

Beginning teachers encounter new challenges as the role system in contemporary society has become more and more demanding. By means of the life history method, role management strategies of four Hong Kong beginning teachers employed to cope with role demands and intra-role conflicts were located in their biographical, workplace and wider social-historical contexts. The study shows that strategies such as qualification matching, definition searching, strategic compliance and strategic redefinition were adopted in the professional socialization process. The employment of certain role management strategies, which was related to the novices' human agency, the structure and culture in the workplace as well as the rewards and punishment embedded in the wider social context, had an impact on the development of beginning teachers' professional identity.
