The integration of values education into English language teaching is not common. Yet educators, school heads, and teachers regard values education as vital to help build students’ characters. This study aims to investigate how values can be promoted by using the approach of moral dilemma discussions in English language teaching. Specifically, within Thomas Lickona’s (1991) framework of values that posits the mutual interaction of students’ moral knowing, moral feeling and moral action, this study used action research as the research design, while applying the approach of moral dilemma discussions to examine whether students’ moral reasoning could be developed, moral feeling could be aroused, and whether obvious behavioural changes in moral action could be observed.A mixed-method of collecting both qualitative and quantitative data was used to evaluate the teaching process and teaching outcomes. Qualitative data included teacher researcher’s observation in class and after-lesson reflections, students’ discussions and responses during lessons, group interviews of students and teacher observers’ feedback. Quantitative data consisted of comparison between the pre-test and post-test scores of DIT2 and APASO-II, while the yearly moral performance record and result of the questionnaire set by the teacher researcher were used as supporting evidence.The findings showed an increase in the moral reasoning scores of the experimental group. Students were impressed with the moral dilemma discussion approach integrated with explicit values, and students’ moral development was shown in their assignments during the teaching process and teaching outcomes. Students’ sharing in the interviews also showed that they recognized the importance of values education for all students. However, an increase in moral action throughout the action research period was not obvious. More investigation into the link between moral reasoning and moral action should be done. 本文以一個教研項目的經驗為基礎，討論價值觀教育課程的設計原則與教學實踐技巧。內容主要以一初中系列的視像教材設計及相關課研經驗為例子，先綜合出四項課程設計原則。之後，藉著過程中所蒐集的課堂數據解釋相關的教學實踐技巧。最後，本文以建議教師在設計及實踐價值觀教育課程的角色作為往後值得關注的課題作結。With reference to an experience drawn from a teaching study, this paper discusses the design principles and teaching practice skills for values education curriculum. It first summarizes four design principles by using the series of video resource and the teaching study from a junior secondary school. Then, it explains the related teaching practice skills based on the empirical data collected in lessons. Many are concerned with education’s role in preparing societies to meet challenges related to globalization. Among various educational aims related to globalization is that of developing in young people a critical awareness of the lives of disadvantaged people, in their communities and across the world, to become compassionate, or socially responsible, ‘global citizens’. This general interest is shared by policy makers envisioning global or twenty-first century citizenship education, as well as by philosophers of education and social justice-oriented teachers. However, the aim of such education or its most appropriate pedagogy or schooling context is not always spelled out, owing to the controversial nature of various interpretations and recommendations related to poverty and injustice today (i.e., economic redistribution versus austerity; privatisation versus socialism).In this essay, I ask whether altruism can be usefully elaborated as an educational aim for global citizenship and social responsibility. First, I examine philosophical treatments of altruism such as by Thomas Nagel and Lawrence Blum, and consider the educational implications of significant features of a useful definition of the concept. Next, I juxtapose these views with those of Confucian and Buddhist scholars, to consider whether a universal value of altruism for contexts of west and east is plausible. Finally, I apply my conceptualization of altruism to Hong Kong curriculum, providing a concrete context for considering altruism as a useful educational aim. I end by highlighting the tension of teaching for altruism in settings (unlike Hong Kong) where moral education is contentious, while citizenship education is not. Copyright © 2013 PESA CONFERENCE.

1990年代之後，香港因應主權回歸中國，教育局當局推動一系列的課程改革，其中最為受到矚目與關注點之一就是「價值教育」。首先，本文將從課程歷史文件中彙整香港價值教育的發展沿革，並討論價值教育在課程改革中的定位與角色；其次，本文也將檢視新一波課程改革如何重新修正價值教育理念與實施方向，討論價值教育改革的蛻變；最後，結合價值教育回顧後，從「課程設計理念」、「教學實踐」、「學習回饋」與「反思與批判」四個面向提出對於香港價值教育的反思。 Since the 1990s, because the sovereignty of Hong Kong has returned to China in 1997, the education authorities have promoted a series of curriculum reforms. One of the most particular attention was "values education". The primary purpose of this article is to reexamine the development of values education in Hong Kong based upon the context of curriculum reform. First of all, this article will shed light on the development of value education in Hong Kong on the basis of the analysis of curriculum documents, and also discuss the position and role of values education in curriculum reform. Secondly, this article will examine how the new curriculum reform will revise the concept and implementation direction of the values education, and discuss the transformation of values education. Finally, aligning with the reviews of values education, the reflection of the Hong Kong values education will focus on four aspects, including “the idea of curriculum design", "teaching practice", "learning feedback" and "reflection and criticism”. The teaching of values has seen renewed interest, as educators, policymakers and parents seek ways of increasing peaceful coexistence for children in a conflict-driven world. Education systems are again reviewing values as part of their core mission. Confucian values form the core of most Asian cultures, penetrating different levels of social life, and also set the standards for most families, communities and political behaviour. The research reported in this study set out to examine young children's expressed views of Confucian values represented in traditional stories of four Chinese festivals. Within this research, Confucian values were centred on five virtues: Ren (benevolence), Yi (righteousness), Li (courteousness), Xiao (filial piety), and Zhi (wisdom). The four selected Chinese festivals were: (1) Chinese New Year, (2) Dragon Boat festival, (3) Chung Yeung festival, and (4) Mid-Autumn festival. Participants included 392 children aged four to five years from 29 kindergartens or nursery schools and 57 pre-service early childhood teachers in Hong Kong. Results showed that the values of Ren (benevolence) and Yi (righteousness) were the most popular responses among local young children, while the value of Li (courteousness) tended to be the least popular category. Some implications for curriculum planning in early childhood education are discussed arising from the study findings.

香港和深圳教育界越來越關注生命教育，為了剖析港深兩地小學在推行生命教育的情況，兩位研究員開展了一項比較港深小學生看生命教育的問卷調查。本文根據問卷調查中千多位兩地高小學生的量性和質性資料，結合相關文獻，比較兩地學校對理解推行生命教育的異同。
Educators in both Hong Kong and Shenzhen become more and more interested in life education. In order to analyze the implementation of life education in Hong Kong and Shenzhen, the two authors used survey to compare the views on life education of Hong Kong and Shenzhen’s primary school students. Based on both quantitative and qualitative information obtained from the survey, as well as related literatures, the article reported the differences and commonalities in the understanding of the implementation of life education.

近年香港特別行政區政府關注文物保育，學校推行文物保育教育之趨勢有增無減，並以校本學習活動為主要形態。學校文物保育教育，現階段是一項有待開發的重要項目，值得教育工作者加以討論。本文嘗試探討文物保育教育與公民教育配合的意義，並反思文物保育教育於學校教育中可以發展的理念層面及其相關的落實策略。
Since the Government of Hong Kong Special Administrative Region has been paying more attention on heritage conservation in recent years, there is a trend of developing heritage conservation education among schools in Hong Kong with the main form of its implementation as school-based learning activities. As an important area of education to be explored and utilized, heritage conservation education deserves the discussion among education practitioners. This article aims at exploring the relationship of heritage conservation education and civic education, and examining the framework and the related strategies of the implementation of heritage conservation education in school education.

經典學習為中國古代教育的一環，自上世紀初科舉和讀經相繼遭廢除以後，經典學習的地位備受挑戰。關於兒童應否讀經的討論從沒問斷，爭議焦點似乎在於讀經會產生愚昧還是帶來敵迪。雖然讀經公案未有定識，可是讀經活動在中國內地和臺灣地區相當盛行，倡導者認為讀經有助語文能力和道德素養的提升。本文首先論述讀經的爭議，並從道德教育和文化承傳層面，探討香港推廣兒童經典學習的意義，並且提供建議，以求促進經典學習的成效。
Classics-learning is an integral part of ancient Chinese education. At the beginning of the last century, imperial examination and classics-reciting were sequentially abolished. The status of classics-learning was thus being challenged. Whether or not children should recite classics is so far still a matter of debate. The crux of debate seems to be whether classic-reciting will produce ignorance or bring enlightenment instead. In spite of controversy, classics-reciting activities in mainland China and Taiwan are still prevalent, and the advocates believe that these activities are especially conducive to the enhancement of language competency and moral qualities. This paper reviews and evaluates the arguments of classics-reciting, and explores the meaning of promotion of children’s classics-learning in Hong Kong from the perpectives of moral education and cultural inheritance with recommendations to enhance the effectiveness of classics-learning.

德育及公民教育是2001年香港課程改革中四個關鍵項目之一，學校推行德育及公民教育是否成功，對學生的身心發展，以至社會的整體安定繁榮也有著密不可分的關係。政府於2001年就四個學習階段訂下德育及公民教育的課程框架，並在2008年作出修訂。本文以課程決定為討論的切人點，嘗試從內在及外在情景的視角，引用不同學者提出的相關理論作初步探討，並提出對香港德育及公民教育發展的個人觀點。
The Moral and Civic Education is one of four key tasks in the Hong Kong curriculum reform 2001. Whether the implementation of school moral and civic education is successful or not, it will impact the development of the student's body and mind, and even the stability and prosperity of the society as a whole. The government subscribed the moral and civic education curriculum framework in 2001 on four learning phases, and made the revision in 2008. This article attempts to explore the issue in view of curriculum decision making and from internal and external context perspectives together with related theories. Author’s point of view on the future development of Hong Kong moral and civic education will also be made.
