This study reveals the perceptions of over one hundred Hong Kong teachers who were asked to reflect upon the implementation of Liberal Studies in secondary schools in response to the latest government review of the subject's curriculum. Questionnaire-based surveys and semi-structured interviews were conducted to probe the participating teachers' perceptions and suggestions in such areas as the subject's objectives, content and assessment, with the ultimate goal of tracing the subject's developmental trajectory. The findings indicate that, whilst the teachers appear to have faith in Liberal Studies' objective to develop students into critical and independent thinkers, they feel that the pedagogical challenges with which they have been confronted have influenced their teaching motivation and support for the subject's mandatory status in secondary education. Further, the potential tension between the challenges they have encountered in reality and the ideal outcomes envisaged by policymakers raises the question of how Liberal Studies can move forward in giving teachers a greater role in educational reform. Recommendations for relieving that tension, as well as the findings' implications for future research on curriculum development in Hong Kong and elsewhere, are also discussed.

This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme ('Voucher Scheme') introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties: orientation and time. Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, and time is related to focus on the present versus the future. The paper subsequently presents the data related to these properties and reflects on the intricate dynamic of parents' school choice decisions under the Voucher Scheme.

Drawing on in-depth interview data from 31 mainland Chinese (MLC) students in a Hong Kong university, this article conceptualises MLC and Hong Kong higher education as two dissonant but interrelated subfields of the Chinese higher education field. The article argues that these MLC students' habitus, one that possesses rich economic, social and cultural capital, prompts a strong sense of entitlement to anticipated privileges. However, this sense of entitlement is disrupted by the differential capital valuations across these fields. There is thus notable habitus-field disjuncture, which, exacerbated by the hysteresis effect, gives rise to a sense of disappointment and ambivalence. This article demonstrates how the Hong Kong education credential, which these students initially set out to pursue as a form of capital, can become a disadvantage at multiple levels; the article illustrates that capital valuation and conversion in a transborder context is not a straightforward, but rather a complicated and sometimes contradictory, process.

This paper explores the concept of miniature students to interrogate the ways in which early childhood care and education systems in East Asian countries are being constructed. Experiences drawn from working in the Hong Kong education system and observations of teaching and researching in Hong Kong have enabled an analysis about the ways in which young children are conceptualized, normalized, and governed from the beginning of preschool. The purpose of the analysis presented is not to create an alternative grand narrative of childhood or studenthood, but rather to explicate the ways in which young children are being shaped into miniature students from the beginning of their (in)formal educational experiences. A post-structuralist lens is used to explore the ways in which this concept has become manifested within the context of a privatized system, regulated by government and supported by new forms of funding to increase participation. Going beyond the geopolitical space of Asia, the making of miniature students can also be observed in many other countries in which governments focus on 'rigorous' assessment schemes or systems that are considered to result in improved high stakes test scores. The making of miniature students is perpetuated by a drive by governments toward narrow education outcomes.

Over the past decade, Chinese language teachers in Hong Kong have experienced a series of educational reforms. They are now expected to design and implement their own school-based Chinese language curriculum, and adopt innovative pedagogies and customized materials in the classroom. The current literature suggests that some teachers are not ready for or even resist changes amid new challenges and paradigm changes. This case study highlights the role of emotionality as a key factor for successful teacher change by proposing a local adaptation of the classic model, while pointing out that a combined mode of support inclusive of collective lesson preparation and teaching demonstrations/practical sessions in professional development programs is a key element that helps facilitate teachers' change and provides teachers with experiential learning opportunities and enhanced confidence, leading to their voluntary adoption of the approach and gradual change in their beliefs and attitudes after witnessing the feasibility and effectiveness of the newly introduced concepts.

Purpose The purpose of this paper is to contribute to the worldwide discussion of conceptualization, multiple functions and management of national education in an era of globalisation by proposing a new comprehensive framework for research, policy analysis and practical implementation. Design/methodology/approach Based on a review of the diversity in definitions of national education, the controversies in policy and implementation of national education are discussed. The different interpretations of national education stem from different assumptions and perspectives. Each of them seems too confining in globalisation. To overcome the controversies, this paper calls for a re-conceptualisation of national education from a broader perspective. Findings The conceptualisation of broad-based national education is premised on two fundamental principles. First, national education which is meant for development is a process by which humankind moves forward at multiple levels including the personal, local, national and global levels. Second, national education nowadays must be understood against a globalised context, in which there are multiple, complex and dynamic developments at play including technological, economic, social, political, cultural and learning developments of not only individuals and local communities within the nation but also the global world beyond the nation. In brief, broad-based education serves multiple functions at multiple levels. With national identity understood in a broader perspective, the multiplicity and complexity of national education may be better addressed. Identifying with one's own nation is a dynamic and complicated process in which interaction and integration between the different levels and different functions of civic identities are involved. The approaches to management, implementation and pedagogy of broad-based national education are also discussed. This article presents an overview of language policy in Hong Kong education during the colonial and post-colonial periods. The article is divided into three main sections. The first section outlines the sociolinguistic background of Hong Kong, including the demographic trends that have been crucial in determining the course of educational development in the city in the past 170 years. The second section offers an overview of language policies and practices during the colonial era (1842-1997). This section is divided into the two distinct phases which characterised education under the British; namely, (1) the period between the 1840s and the 1960s, during which English-medium secondary education was the preserve of the elite in society, and (2) the years between the 1970s and 1997, during which the majority of students in each age cohort attended schools in which English was the official medium of instruction. The third section examines developments in language policy since the handover, focusing on the promotion and subsequent fine-tuning of a controversial policy to promote Chinese-medium instruction at secondary level.

This study explores the interrelationships between self-concept, motivation and academic and social experience among students from self-financing higher education institutions in Hong Kong. Although prior studies have investigated different aspects of self that drive various types of motivation in students' academic and social experience, most of them are related to publicly funded universities only. This study aims to extend our current understanding to the context of self-financing higher education, which is an alternative to students whose academic results are not good enough to secure tertiary placements at publicly funded universities. Using qualitative approach and the technique of friendship pair, 26 students from 12 self-financing higher education institutions in Hong Kong were recruited for semi-structured interviews. Data analysis revealed that participants constructed two dimensions of the self: the personal (i.e. the actual academic self, the possible academic self, the spiritual self and the extended self) and relational (i.e. the familial self and the social self) dimensions in the light of their university experience. The findings provide a better understanding of the contemporary university experience in relation to self and motivation among students studying at self-financing higher education institutions.

While a class gap remains in obtaining a degree despite an expansion of higher education, a variety of second chances have become available. How class matters in receiving parental assistance for seeking a second chance is of increasing importance to understanding educational inequality in an altered context of higher education, but it is under-researched. This article seeks to fill this gap by referring to a qualitative study of 85 community-college students in Hong Kong for illustration. First interviews with respondents recruited from a community college were conducted between the year 2006 and 2009 where they discussed how they desired a second chance option by studying an associate degree in community college. Encouragement and emotional support to seek this new, costly, and risky second chance was provided by parents of most respondents. And yet, as a deficit approach would have us believe, middle-class respondents received more relevant information and academic advice with financial support from their parents than working-class respondents. In spite of that fact, it seems to remain whether the middle class are indeed better able than the working class to get transferred to university through the transfer of an associate degree in Hong Kong. This illustration suggests that the availability of a second chance does not immediately imply that the middle and the working classes are equally capable of taking advantage of it to rectify their previous educational failure. This article will be concluded by discussing the implications of this study for educational inequality.

Developing generic skills is a core component of the current educational reforms in Asia in response to global demands to shift towards a knowledge-based economy in the last two decades. The study adopted a mixed approach by using a survey and interviews to find out the views of a group of students and teachers about the effects of the school curriculum on developing students' self-management and leadership skills. The findings show that learning self-management and leadership skills has been infused in the school curriculum, and is not exclusive to a particular curriculum area in Hong Kong schools.
