This paper provides a critical re-examination of prevailing case study approaches that select ethnic minority cases based on racial identities. It revisits the importance of distinguishing between concepts of ‘race’ and ‘ethnicity’ (Brubaker, 2004 Wallerstein, 1991), and proposes a language-informed approach to reconceptualize these constructs in view of the power dynamics that results in their conflation.I examine the language developments that structure the school context to highlight the power dynamics of Hong Kong’s shifting identity from special administrative region to its eventual integration into Mainland China. A language-informed approach provides an illustrative case of language developments that propel schools into the unintended consequence of enculturating Cantonese-speaking (Hong Kong) students to embrace Mandarin (Mainland). Language developments coalesce into a coherent strategy that elicits the voluntary cooperation of autonomous Hong Kong schools to conflate the race and ethnic identities of Mandarin and Cantonese-speaking students.Lexis Elementary is a school in Hong Kong located near the border of Mainland China. Due to poor school enrolment, it had a close-shave with school closure. The school survived by enrolling students from across the border from Mainland China, where the language is Mandarin rather than Cantonese spoken in Hong Kong. The consequence is a transformation in the school language profile. From juggling between English and Cantonese, Lexis Elementary students are now predominantly Mandarin speakers.The case study demonstrates how the economics of school survival coalesce with language developments to produce trickle-down effects on the conflation of race and ethnic identities. It highlights the need for language-informed case studies to chart the structural racism that underlie the complex webs race and ethnic identities entrenched in language development. This paper elucidates a critical reading of language policies that uncovers its racial discourse arising from its intersection of power, equity and diversity, particularly the historical remnants and recent demographic changes in Asia. Home to Asia are a sizeable number of Confucian societies that respond differently to equity and diversity when compared to their Western counterparts. Underlying this response is the Confucian conception of social justice expressed through the idea of impartiality rather than equity (Kennedy, 2011). Such conception invites new challenges on striking a balance among supporting the ethnic identities, languages and cultures of minority groups and avoiding social separation and ethnic conflicts.In this paper, we turn to this challenge in Hong Kong, where Chinese language acquisition is a repeatedly reported concern of ethnic minorities in the local (government-funded) education system. We draw on two studies with ethnic minorities, their parents and teachers that involved a documentary analysis, interviews, and classroom observations. We particularly attend to the interests of the dominant group to unpack the nature of these language policies, several important factors related to complexity, contextuality, complicity, complementarity, and continuity of linguistic capital (Pennycook, 2000, p. 50).By plotting the continuity and transformation of language policies in the pre- and post-handover periods in Hong Kong, the emerging findings suggest how certain Confucian ideologies manifest in past and current policies and linguistic practices in education for ethnic minorities. The paper highlights conflicting educational expectations, policies and practices, revealing how centrism in educational intervention reflects the proclivity towards new-integrationist (assimilationist) approaches to cultural diversity (Gube & Gao, in press). This article examines how schools in Hong Kong attempt to craft South Asian migrant students into desirable citizens and how the youths understand themselves as members of Hong Kong and of a global community. The contestation has to do both with how South Asians are viewed in Hong Kong and with how post-colonial Hong Kong is related to China. The process of citizen-making of transnational youths, I argue, is best understood at the local-national-global intersection.

This study offers an in-depth understanding of acculturative experiences among a group of Pakistani secondary school students in Hong Kong. The study findings seek to report the various ways in which the research participants experience acculturation in the familial, communal, educational, and societal contexts and identify the various factors that facilitate or hinder their acculturation to mainstream society. The study employed a culture learning approach and adopted a strength-based perspective to understand the lived acculturative experiences of first-generation and second-generation Pakistani students (n-16) attending six different secondary schools in Hong Kong. Phenomenography as research methodology guided the study, and data was collected through in-depth semi-structured interviews. The phenomenographic data analysis aided by Nvivo software resulted in twenty-eight categories representing the different ways in which the research participants experience acculturation. The three findings chapters delineate what and how the participants learn about their heritage culture (enculturation) as well as other cultures (acculturation) and what factors hinder their acculturation to the mainstream society. While growing up in the multicultural city of Hong Kong, the research participants not only learn about their social identities and acquire multiple languages but also learn about their heritage culture and other cultures. Although all the participants make sense of their social identities differently, their place of birth, ethnicity, nationality, and religious affiliation shape their hyphenated identities. The acquisition of linguistic capital in multiple languages, including mother tongue, Urdu, English, Cantonese, and Arabic, facilitate their learning about heritage culture and other cultures. Their everyday socialization across the social settings results in both their enculturation as well as acculturation.Within the familial context, language preferences, dietary

香港少數族裔人口近年不斷上升，入讀本地學校的人數亦相應遞升。就回應本港學前機構對支援少數族裔幼兒學習的需求，本講座會討論學前機構遇到的問題，並就此提出改善策略，希望能透過教師培訓、政府支援和民間團體組織協助，為少數族裔學童提供多元學習機會，推廣共融學習文化。The population of ethnic minorities in Hong Kong has been increasing in recent years, and correspondingly the number of ethnic minority students enrolled in local schools has been rising. To address the needs of preschools in Hong Kong to support the learning of ethnic minority children, this seminar examines the problems that preschools are facing on this issue and proposes strategies for improvement. Hopefully, through strategic management, teacher training, government support and collaboration with civil organizations, more learning opportunities can be provided to ethnic minority children and an integrated learning culture can be promoted. Copyright © 2018 Learning & Teaching Expo.

This article illustrates the interface of ethnic identities and a multi-ethnic learning environment in a predominantly Chinese society. Hong Kong – whilst reputed as an Asian international city – has displayed reticence in promoting multicultural initiatives and inclusiveness at a policy level. In this context, this study draws on a sociocultural perspective and interviews with a group of ethnic minority Filipino secondary school students. The interview data point to juxtapositions of ethnic identities with reference to students’ interactions with peers from same and different ethnic groups, ethnic in-group practices, and a schooling discourse that reflects Chinese language expectations and recognition of cultural diversity. The analysis, as a result, specifies how schooling experiences in this case become grounds for identity tensions in being a Filipino and a Hong Kong person. These tensions caution against tacit sociocultural relations in learning environments resulting from school-initiated multicultural practices without broader and explicit policy support for culturally diverse student population. Teaching Chinese to second language learners is a challenge for preschool teachers in Hong Kong so effective teacher professional development programmes are urgently needed to enhance their knowledge and skills. An Integrative Model Teacher Professional Development Programme which incorporates three theoretical underpinnings (i.e., culturally responsive teaching, meaningful and pleasurable learning, and effective teaching of Chinese as a second language) is designed to equip preschool teachers with knowledge, skills, and awareness in teaching Chinese to ethnic minority students. Through qualitative interviews with 15 in-service preschool teachers who joined the Programme, teachers' perceptions and changes in three theoretical areas of teaching Chinese to ethnic minority students were explored. Particularly, teachers increased their awareness of ethnic minority cultures, developed empathy with ethnic minority children and their families, gained knowledge of implementing culturally responsive teaching and meaningful and pleasurable learning of Chinese. Present literature concerning ethnic students in Hong Kong has been largely focusing on ethnic students' struggle in identity formation, emotional and behavioral needs, acquisition of Chinese language, disparity of social rights and opportunities as well as academic and career mobility, etc. While perspectives of ethnic students' learning under mainstream teaching in Chinese schools have attracted much attention, voices of frontline educators' learning from everyday teaching ethnic students are not widely addressed. Rather perceiving teacher as a traditional authority figure in a mono-cultural Chinese classroom, this particular case-study argues growing number of frontline Chinese teachers have been undergoing experiential learning and ongoing reflection through daily teaching and interaction with ethnic Muslim students in Hong Kong. This qualitative study investigates the interplay between the ethnic and academic identity construction of a group of university students with South Asian backgrounds in Hong Kong. The findings indicate that ethnic identity and ethnic socialization have protective and facilitative effects on learning motivation and academic achievement. It is found that these ethnic minority students receiving tertiary education, holding congruent views of ethnic and academic identity, display a sense of agency and critical reflectivity of both the host society and their heritage communities and see facilitating community uplift and developing a more positive social image of ethnic minorities as their generation’s responsibility. Reconstructing an ethnic identity and developing new social images therefore motivate them to pursue academic success. The findings indicate that the South Asian students figured out ways in which to interact with the outer world and set up new roles and spaces (i.e., a heritage community with more positive social image). The findings shed light on how to provide better opportunities for and assistance to ethnic minority students when they pursue higher education. Copyright © 2019 Springer Nature B.V.

This chapter explores different factors that contribute to the school failure of ethnic minority young people in Hong Kong. It draws on a case study approach based on 15 in-depth interviews with 11 “out of school” ethnic minority young people, of whom 6 were dropouts, 4 were at risk of dropping out, and 1 never attended a school. It was also augmented with an additional 22 in-depth interviews with 20 other stakeholders related to ethnic minority education including 3 principals, 6 teachers and support staff, 3 school social workers and NGO professionals, 2 government officials, 3 ethnic minority community leaders, and 3 parents. Several themes were created using schema analysis that help explain different factors making them “out of school.” It has been common to attribute school failure for ethnic minority students in Hong Kong to problems with Chinese language education, yet this study shows that a number of other interrelated factors contributed to their lack of successful schooling. The key influences are multilevel – with individuals themselves, within families, within schools, and within the community. Implications are drawn at the levels of policy, practice, and theory to better support ethnic minority young people’s schooling success in Hong Kong.
