The pursuit of equitable education is key to a government’s regulation and allocation of life-chances, which enables social integration. Yet, evidence of the diminishing returns of degrees and of the “skills mismatch” between higher education training and labour market requirements casts doubts on the role of higher educational institutions in facilitating social mobility. This paper draws upon the findings of 40 qualitative interviews with young people conducted in 2018 in Hong Kong to shed light on the micro-level processes in which higher education training is translated into graduate employment outcomes. Findings comparing two sets of higher education graduates’ interview narratives are presented. Assumptions of the logic of human capital theory are questioned from the “positional” and the “processual” perspectives on graduate employability. The discussion unpacks the meanings of “skills mismatch” and “graduate employability,” and foregrounds the assumptions of the differential values assigned to skills and knowledges of different kinds in the local higher education system. With the insights drawn, this paper concludes with a reflection on the relevance of higher education to our understanding of social mobility and social integration in post-Covid-19 Hong Kong. Contemporary processes of globalisation have led us individually and collectively to grapple with affordances and challenges of living, learning, and working on an increasingly interdependent planet. Consequently, developing the dispositions, knowledge, skills, and behaviors to navigate local and global ambiguities that arise from interdependence has become an important task of education. While the affective dimension in developing positive global perspectives seems clear, teaching approaches often prioritise the cognitive component of knowledge. We present preliminary theoretical and empirical work from an EdUHK Teaching Development Grant project, involving almost 20 university teachers across disciplines and the globe, to develop affectively-oriented pedagogical activities for the teaching of internationally-focused course content. Theories of affect tend to resist the reason-emotion binary. Therefore, to assess effects of these affective pedagogies quantitatively, we’ve developed brief pre- and post-class surveys for students measuring how affective engagement in the activity (e.g. experience of curiosity, enjoyment, pity) is related to gains in global affective attitudes (e.g. valuing other cultures, interest in interacting with cultural others), as well as gains in global knowledge (e.g. knowledge of other cultures). This project promises to advance both the theory and application of affective pedagogy in the interest of cultivating students’ affective commitment to being global citizens. Internationalization is known to enhance university capacities in cross-border learning and encourage institutional transformations for improved quality of scholarship and education. Studies on internationalization of research and teaching are, however, under-problematized with regard to asymmetries that pervade different collaborating systems and cultures. This paper addresses this gap by elucidating asymmetries in the Greater Bay Area of China (GBA), which is dealing with differences in legacies and experiences of internationalization in university research and teaching. At a time when the governments in the three constituent jurisdictions of GBA—Guangdong Province, Hong Kong Special Administrative Region (SAR), and Macao SAR—encourage universities to collaborate across jurisdictional borders, this study applies a bibliographic analysis to shed light on asymmetries and mitigation strategies in internationalization of research and teaching. Based on critical discursive analysis and empirical studies, this study sheds light on policy initiatives aimed at turning Hong Kong (HK) into a higher education hub. Its findings come from questionnaire surveys distributed to 1060 overseas students who studied in HK universities between 2019 and 2021. Three paradoxical issues are identified: the mismatch between policy orientation and students’ preferences, the segregation of international and local students in university life, and the dilemma of the city's positioning as a talent pool or stepping stone. The case of HK highlights the contrast between the discursive imaginaries and lived realities stemming from its projection as an education hub in non-Western societies. Copyright © 2024 Elsevier Ltd. As typical innovation organizations, the structure and efficiency of cooperation among universities’ innovation behaviors are important influencing factors for regional innovation sustainable development. In 2019, the Chinese government promulgated the “Outline of the Development Plan of The Guangdong, Hong Kong and Macao Great Bay Area”, which directly promotes a sustainable cooperation network of universities in the Great Bay Area. This study used UCINET to visualize the cooperation network of universities in Guangdong, Hong Kong, and Macao based on the cooperation data generated by 35 universities in the Guangdong–Hong Kong–Macao Great Bay Area, jointly establishing 37 professional alliances that developed 888 cooperation ties from 2017 to 2022. The results show that the current cooperative network density of universities in the Great Bay Area is high (density = 0.746), but the cohesion trend is not significant (network centralization = 26.92%); a clear circle structure has been formed. The network exhibits a narrow shape at both ends and widens in the middle; the higher the hierarchical position of universities in the region, the more likely they are to enter the core cooperation network and establish more cooperation relationships. Universities in the marginal circles find it especially difficult to initiate cooperative relationships due to their disadvantageous position in terms of limited resources and a lack of administrative intervention. The creation of bay areas is one way to develop economies and culture based on natural characteristics and regional connections; successful examples include the San Francisco, New York and Tokyo Bay Areas. In 2019, China established the Guangdong–Hong Kong–Macau Greater Bay Area (GBA). As a result of historical and geographical factors, the GBA is uniquely characterised by being subject to ‘one country, two systems’, ‘three customs territories’, and ‘three legal systems’. This study offered ample empirical evidence based on qualitative methods referring to in-depth interviews with academics and managers as well as publicly available policies and literature in the GBA. A thematic analysis was used to explore the context and characteristics of developing higher education (HE) in the GBA. The study emphasised that developing GBA’s HE improved its partnerships from co-operation to strategic co-ordination to resource sharing. This research contributes to HE and its governance in the GBA, a topic on which there is limited information in the extant international research literature. It is also useful to policymakers and scholars as it provides potential strategies and insights regarding the development of regional higher education. © The Author(s) 2023.

This paper aims to explain the path of higher education development and governance in (post-colonial) Hong Kong in light of the concept of hybridity. The paper begins with a historical review, delineating the establishment of major universities in Hong Kong, thereby illustrating how hybridity informs the trajectory of higher education development in the city. Considering the tensions and conflicts that emerged during the post-colonial transition and underlining the influences of managerialism and political activism, the paper draws on data from interviews with university council members and student leaders to outline the issues on university governance in Hong Kong. This paper argues that the response of the Chinese central government to the social unrest in the city represents a re-Sinification process that redefines the idea of the university in postcolonial Hong Kong. © 2023 The Author(s).

The academic capitalization in higher education has aroused much public attention with its impact on every aspect of universities. To survive in the market, universities in Hong Kong have been striving to build desirable images among stakeholders in public communication. Drawing upon critical genre theory and the notion of interdiscursivity, this study examines the annual reports of six universities in Hong Kong from academic year 1994/95 to 2015/16. Analysis shows that the genre of university annual reports is a hybridity of management discourse, reporting discourse, and public relation discourse. Such hybridity reflects the multi-facet nature of academic capitalization influenced by corporate values of managerialism, public accountability, promotionalization, and stakeholder orientation. The diachronic analysis indicates an increasing awareness of branding and public relations in university public communication. The study contributes to the previously overlooked research on university public relations communication, as well as to the understanding of academic capitalization and its development in Hong Kong. © 2021 National Institute of Education, Singapore.

Self-regulated learning (SRL) is critical to students' academic success and lifelong learning. Although the benefits of SRL have been examined in many studies, few have explored it in a broader educational context. This study presents an eight-month institutional case study that demonstrates how SRL has been developed as a pedagogy through the collective endeavours of teachers, researchers, and experts at a university in Hong Kong. A case study method protocol was followed. Data were obtained from multiple sources, including surveys of teachers (N = 93) and students (N = 215), interviews with teachers (n = 5) and students (n = 19), archived course documents, videos, and project reports. T-tests, coding, and document analysis were applied to analyse the collected data. The results showed that the teachers had good knowledge of SRL strategies but some students struggled to apply them effectively. Our study's findings have various implications for the effective promotion of SRL at the university level, and include the importance of developing a collective approach involving various members of the university, integrating responsive pedagogy, and adapting SRL strategies to students' individual needs. Future research can follow our methodology to replicate the study in different educational contexts.

Sub-degree education is one of the key higher education sectors in Hong Kong. With the effect of managerialism, tertiary institutions tend to transition from a collegial toward a managerial model, and have shifted from teaching-intensive institutions to research-intensive ones. In this study, two key research questions are addressed: to what degree can managerialism influence organisational change? To what degree and how will an exogenous force generate organisational development? To answer the research questions, we present a case study at Hong Kong College via 15 face-to-face, semi-structured interviews with the administrative staff, academic staff, department head, and a visiting scholar. The key research findings identified the difficulties or obstacles experienced in carrying out research or scholarly activities, the long-term impacts on the workplace of staff and sub-degree institutions changing from teaching to research, the advantages of the staff and institutions regarding their working areas in the process of new research directions, and the driving forces for enriching a research culture in sub-degree institutions.
