Early exposure to quality musical activities benefits children’s holistic development and learning. It is, therefore, crucial to ensure kindergarten teachers can provide such activities for children. In Hong Kong, the Education Bureau (EDB) designed the Kindergarten Education Curriculum Guide (Curriculum Development Council, 2017). While music is included as a subdomain in the official curriculum, with specific learning objectives and expectations for children, there is a dearth of research on the musical activity types kindergarten teachers conduct in practice. Similarly, no research has been conducted to explore the perspectives of local kindergarten stakeholders (e.g., quality assessors) on quality music education. Investigating these topics is vital to guide subsequent professional development (PD) efforts in kindergartens.This dissertation portfolio draws on Campbell and Scott-Kassner (2019)’s theoretical framework of quality music education in early childhood. The overall objective was to explore the provision and types of musical activities in Hong Kong kindergartens and stakeholders’ perspectives on quality musical practices. This dissertation comprises three empirical studies. Study 1 was a large-scale survey study with kindergarten teachers (n = 1,019), investigating the provision of musical activities in kindergartens and the potential differences in musical activities among teachers with different teaching experience. Descriptive, non-parametric, and parametric statistical analyses were performed. Study 2 was a content analysis exploring the types of musical activities mentioned in 164 Quality Review (QR) reports published by the EDB. Data was analyzed using descriptive statistical analyses, word frequency, and co-occurrence analyses. Study 3 was a content analysis of 323 QR reports, exploring the positive and negative feedback and recommendations for improvement regarding music pedagogical practices mentioned by quality assessors in the reports. This study aimed to (1) investigate the provision of physical activities in Hong Kong kindergartens across different grade levels and (2) examine the availability and utilization of venues in or near kindergartens for physical activities. We surveyed 526 hong Kong kindergarten teachers. Descriptive statistics and parametric statistical techniques (e.g. one-way ANOVA) were employed. Participants across all three grade levels reported implementing physical activities relatively infrequently (M = 2.47), with higher provision of unstructured physical activities involving low degrees of physical exertion and risk. However, K3 teachers (M = 2.55, SD =.45) were found to provide more physical activities than K1 teachers (M = 2.43, SD =.47, p =.033) and K2 teachers (M = 2.42, SD =.42, p =.030). Indoor venues were more commonly reported in or near kindergartens and were more frequently utilized for physical activities. In contrast, the availability and utilization of outdoor venues were limited. The results highlight the distance between internationally accepted physical activity guidelines and actual practices in Hong Kong kindergartens. We conclude that the limited opportunities for physical activities may not be enough for children to develop themselves optimally. Offering longer kindergarten programs and a wider range of easily accessible venues for physical activities would be vital to improving this situation. Copyright © 2024 Childhood Education International.

Fundamental movement skills (FMSs) are essential building blocks for children’s physical development and future participation in physical activities. While early childhood curriculum frameworks recognize the importance of teaching FMSs, little research has been conducted to explore actual teaching practices in center-based programs and their variations across different grade levels. The goals of this study were to investigate (1) the frequency of a variety of FMSs in the physical activities conducted by Hong Kong kindergarten teachers, (2) the association among these FMSs based on the frequency of use in the classroom, and (3) potential differences in FMSs across the three grade levels of kindergarten education in Hong Kong. The participants were 526 kindergarten teachers. Descriptive statistics, principal component analysis, and parametric statistical techniques (e.g., one-way ANOVA) were employed to analyze their responses to a survey, in which we asked teachers to report the frequency with which FMSs are involved in their classroom physical activities. Overall, we found that the participants practiced an imbalanced set of FMSs in classrooms. K3 teachers were found to incorporate a wider variety of FMSs into their physical activities compared to K1 and K2 teachers. Through principal component analysis, seven components of activities were identified. K3 teachers were found to implement more activities involving springing, object manipulation, uneven locomotor movements, and agility and coordination. We concluded that there is a need to provide structured opportunities for teachers to better facilitate children’s FMS acquisition. In 2017, Hong Kong included the notion of creativity in its official kindergarten curriculum framework. However, the curriculum did not define what creativity means in relation to 3- to 6-year-old children. Stakeholders such as teacher educators, kindergarten principals, and teachers may have different understandings of creativity, possibly leading to difficulties in implementing this notion into practice. We adopted Rhodes’ 4P model to examine Hong Kong kindergarten stakeholders’ definitions of creativity in relation to young children. We posed two research questions: (1) What are the themes and elements that Hong Kong kindergarten stakeholders refer to in their responses when defining the notion of creativity? (2) How do these stakeholders differ in their responses when defining this notion? We asked 50 kindergarten stakeholders (20 teacher educators, 10 principals, and 20 teachers) to define the notion of creativity using their own words. Content analysis, descriptive statistics, and multiple Fisher’s exact tests (2 × 2) were used to analyze their responses. We found that all stakeholders possessed a partial understanding of creativity, especially teachers. Stakeholders’ definitions mainly focused on the importance of creative processes. Other components such as the learning environment, the traits of a person, and the creation of products were rarely alluded to in their definitions. We conclude that there is an urgent need to explicitly articulate and conceptualize the notion of creativity in kindergarten curriculum frameworks, such as Hong Kong’s curriculum Guide. This would allow stakeholders to find common ground in the teaching and learning of creativity. Implications for the enhancement of creativity education are discussed. Few large-scale studies have examined how prepared early childhood educators feel to teach music and movement to young children. This paper is part of a survey study conducted with 1,019 Hong Kong kindergarten teachers. We investigated their prior music and movement educational experiences (extracurricular activities, pre-service courses, in-service professional development), their perceived usefulness of such experiences, as well as their perceived confidence and readiness to teach music and movement in kindergartens. Differences according to teaching experience and educational qualifications were analyzed. Findings reveal the need to strengthen teachers’ preparation in music and movement, especially among beginning educators. Limitations are discussed. In Hong Kong, the Education Bureau (EDB) regularly assesses the quality of services provided by publicly subsidized kindergartens to children aged 3 to 6. Quality Review (QR) reports are written by government officials and published on the EDB's website. This study analyzes the feedback pertaining to Arts and Creativity to better understand the role this learning area plays in Hong Kong kindergartens. Lexical and content analyses were applied on 164 QR reports published between 2017 and 2020. Findings showed that: (1) the role of Arts and Creativity in the QR reports is relatively minor, which suggests that this learning area is somewhat secondary in Hong Kong kindergartens; (2) presence of the various art forms differs significantly, with Music and Visual Arts being more frequent than Drama and especially Dance; and (3) classroom activities seem to be teacher-centered, product-oriented, and reproductive. Findings suggest that the Arts and Creativity pedagogies enacted in Hong Kong kindergartens are not fully consistent with the official kindergarten Curriculum Guide, which draws on a Western conceptualization of creativity in the arts. We argue that this curriculum/practice gap reveals the need for local stakeholders to embrace a "glocalization" paradigm. Limitations, future research, and implications are discussed. This study examined kindergarten teachers’ behavioural intentions to implement play-based learning and its relationship to two types of facilitating factors: organisational (i.e., instructional leadership and trust in colleagues) and individual (i.e., teacher self-efficacy). Structural equation modelling examining the direct and mediating effects was conducted on data collected from 542 Hong Kong kindergarten teachers. The results showed that principal instructional leadership was positively associated with teachers’ intentions to implement play-based learning directly and indirectly through trust in colleagues and teacher self-efficacy. Teachers with higher efficacious beliefs showed more active intentions to implement play-based learning. These findings highlight the importance of creating conducive organisational conditions and enhancing teacher self-efficacy for the implementation of play-based learning in kindergartens. As a result of globalization, kindergarten curriculum frameworks in Asia have been strongly influenced by Western theories, pedagogies, and values. In this article, we argue that Singapore's Nurturing Early Learners and Hong Kong's Kindergarten Education Curriculum Guide present key notions that are inconsistent with cultural values that are deeply rooted in these two societies. To overcome the challenges these inconsistencies trigger for teachers, principals, teacher educators, and parents, we advocate for the design of 'glocal' (global/local, explicitly hybrid) curriculum frameworks, based on principles that are culturally appropriate and socially situated. Drawing on recent research studies, we analyze current curriculum/practice gaps in relation to the notions of Child-Centeredness, Quality Interactions, Creativity and Self-Expression, and Play. In seeking the global/local balance that is needed in Singapore and Hong Kong, four alternative glocal notions are proposed: Child-Appropriateness, Pedagogical Quality, Arts Engagement, and Child-Led Activities. We conclude there is an urgent need for generating a solid corpus of local research in both jurisdictions, which should guide subsequent curriculum reforms and teacher preparation models. School choice gives parents greater power over their children's education. But ever since the Pre-primary Education Voucher Scheme (PEVS) was introduced in Hong Kong in 2007, school choice has become a hotly debated topic. The scheme was introduced to empower kindergarten parents in choosing a school for their children by offering them direct fee subsidies that, in return, could propel education quality forward. Parents in the private kindergarten sector, however, have long enjoyed the privilege of choice, and they have been preoccupied with an intense interest in their children's academic upbringing, even if it means compromising the holistic development of their children. This runs counter to the principles of a quality education. Therefore, the urge to further promote parental kindergarten choice will likely allow parental academic interests to continue to prevail and hence invalidate the PEVS' promise to improve education quality. The result is a unique dilemma between school choice for parents and the promise of education quality within Hong Kong's unique private kindergarten sector.
