In recent years, reflective writings have been increasingly incorporated into the higher education curriculum to enhance students' deep learning and to help assess their experiential learning outcomes. However, as reflective practices gain momentum worldwide, an under-researched question arises regarding whether teachers know how to assess reflection. Drawing on a teacher assessment literacy framework, this study explores how six novice university teachers in Hong Kong understand the assessment of reflective writings from three dimensions. Findings reveal that although teachers demonstrate a strong understanding of assessing reflection in a conceptual dimension (e.g. purposes and approaches of assessment), practically and socio-emotionally, teachers lack adequate knowledge and awareness to perform satisfactory assessment of reflection. The study subsequently discusses how and why certain dimensions of assessment literacy in reflection are prioritised in Hong Kong higher educationand provides a range of implications to improve future reflection practices and research. ALL students, irrespective of their learning abilities and medical disabilities, should have access to the principles and practices of mainstream education. This is the guiding principle of equal opportunity in education that has been successfully promoted by the concept of inclusion. This paper identifies a diversity-based approach that requires special schools to look at their provision through the pedagogical, curriculum management and assessment procedures that apply to students of all levels of attainment. It provides a mainstream education perspective and not a special school education perspective. In 2006 a team of teachers from nine special schools in Hong Kong with the full range of classified learning difficulties joined a curriculum development Project called SAME and initiated the writing of one new common curriculum based on mainstream education. (The SAME Curriculum Project, 2008). Then in 2009 they wrote a form of continuous ipsative assessment to cover their common curriculum. The assessment tool called SCALE has been used for the past three years in the nine project schools to collect criteria (CASE, 2009). The results of this cross-school and within-school comparison of student attainment data provide for the first time, insight for schools to review their pattern of curriculum orientation and compare this with other schools with students of similar ability levels. Such information is crucial to inform school in curriculum management planning that will raise the level of student attainment. Blended learning which combines face-to-face and online experiences of students by integrating technology into the curriculum is increasingly prevalent in university education. In a context of long time arguments on the educational value of using social networking websites on teaching and learning, this study was conducted in two higher education institutes in Hong Kong, seeking to examine the advantages and challenges of using Facebook for sharing students' assignments, and the achievement of the course objectives in two courses. Results revealed that course assessment in Facebook could facilitate student interaction and their knowledge construction. Privacy, however, is found to be an issue that needs to be looked into specifically in order to facilitate a safe and comfortable educational learning experience of students.

Hong Kong underwent tremendous changes after the transfer of its sovereignty to China in 1997. This study attempts to explore the changing role of schools in preparing students for future democratic citizenship in the post-colonial era. Different researchers have postulated that schools play a crucial role in the political socialization process in meeting the developmental needs of adolescents. A mixed-method sequential explanatory research design was adopted to assess the effectiveness of Hong Kong schools in promoting civic learning. The significance of the present study was to analyse the school context by using the assessment framework from the International Association for the Evaluation of Educational Achievement (IEA) Civic Education Study (CivEd) to generate citizenship education studies. An extensive review of research related to the role of schools through formal and informal curricula was conducted. This process helped extend the current understanding of the effectiveness of the political socialization in secondary schools in Hong Kong and contributed to the further development of the research on political socialization in the Chinese context. The findings from this study would help educators or policy makers rethink the future role of schools in citizenship education.

This paper presents a personal picture of my long-standing association with the English language teaching and assessment situation in Hong Kong. The paper presents a 50-year retrospective of assessment in Hong Kong, through the lens of my own 35-year stint in the territory and my personal experience of English language teaching, teacher education, and assessment. I present a historical and theoretical picture of how English language examinations have moved forward in Hong Kong, and how I was fortunate enough to be involved in the big changes which were taking place in English language assessment in particular. While the picture I portray through this paper is a rather personal one, it contributes to an understanding of how assessment reform has been forward-looking, and largely successful, in Hong Kong, painting a picture of how assessment development has complemented curriculum development. I suggest that it may be instructive for educators in other jurisdictions to consider the long-term picture of development in English language assessment reform in their own country with a view to analyzing their own perspectives concerning the relative success of policy changes and large-scale reforms.

Although Hong Kong students perform quite well in international performance measurements such as the Programme for International Student Assessment (PISA), there are issues concerning the significant differences between the newly immigrated students and the local students, the gender differences and variation of performances among schools and within schools. Indeed, learning diversity has become an important issue as students come from many different families and with various backgrounds. In order to provide students with equal opportunities to learn, the new senior secondary school curriculum has set out a new direction for catering to students’ learning diversity. The major design of the new curriculum is to offer more electives and enhance student choices. It is also intended to be implemented with flexible teaching strategies and a school-based curriculum and assessment. How this can be done has posed a big challenge to schools and teachers. This paper aims to explore how the newly implemented curriculum can cater to learning diversity in greater depth.

Attention to details is one of the most important specific features of a mathematical way to thinking. When evaluating mathematical questions it is important to teach students to pay attention globally and locally, consider conditions, properties and relationships, since all of these aspects are as important to develop as mathematical techniques. To develop such skills in their students school teachers should have those skills themselves. In this study, we investigate the ability of school mathematics teachers to pay attention to details and use their mathematical knowledge. We are confident that the vast majority of teachers have excellent knowledge of mathematical techniques. Hence the question is whether this kind of knowledge might structure their attention in such a way that the emphasis on procedures deviates their attention from the essential details. Two groups of teachers from New Zealand and Hong Kong were given a mini-test containing seven simple mathematics questions. All questions in the test were provocative in the sense that they looked like routine questions but in fact they had some catch. The results from the test were startling – the vast majority of the teachers did not notice any catch and gave incorrect answers to most questions in the test. After the test the teachers were given a short questionnaire to reflect on their performance on the test. The teachers’ responses to the questionnaire are presented and analysed in the paper using theories on attention. Implementations of the results of the study in assessment and professional development are discussed.

Creating ICT-enriched learner-centred environments requires a holistic approach that calls for changes at three levels — teacher, schooling environment and learning activities. Fundamentally, however, it is teachers who, with support from parents, administrators and policy makers, can optimise the benefits of ICT-enriched environments to make learner-centred learning a reality. This chapter therefore pays due attention to the salient issues confronted by teachers in the creation of ICT-enriched learner-centred environments, by using Hong Kong as an example to highlight the myths, gaps and challenges. Reviewed in the chapter are three myths that many educators in Hong Kong subscribe to, including ICT having limited values, ICT being a panacea to learning problems and technical knowledge of ICT being paramount. Highlighted are the gaps that can be observed in the field, of which include gaps in perception; the theory and practice of teaching every student; team-building; and the desire to use ICT. The challenges discussed include teachers encouraging students to become active participants; teachers assisting students to understand their weaknesses and strengths; changing classroom dynamics; leadership in existence; and teachers having an individual sense of how they are able to successfully influence student learning. In the discussion, literature is reviewed and practical solutions are offered.

Many Hong Kong schools are concerned about how diverse learning needs of ethnic minority students could be better fulfilled. This study examines local teachers’ constructs of assessment classroom environments. Using qualitative data collected from semi-structured interviews with 32 teachers from three secondary schools, this study shows ways in which summative assessment influences teachers’ formative assessment practices. Cultural responsiveness in this study is not limited to the notion of multiculturalism. It can be constructed under the ethos of respect, care and equality. The culturally responsive approach to assessment described in this study foregrounds considerations of cultural influence in teachers’ beliefs regarding assessment. Principles of culturally responsive assessment identified include: (i) integrating the ‘part’ of assessment with the ‘whole’ of teaching, (ii) managing the diverse learning needs of students, (iii) removing language barriers from the assessment process and (iv) examining the influence of the public examination on teachers’ classroom assessment practice.

School teachers, in the move of educational assessment reform in Hong Kong, are currently developing their professional competence on making a good use of assessment to enhance their own teaching. Both groups of school teachers and teacher educators are concerned with the issue about how to make sense of assessment data and to transform them into feedback useful to classroom instruction. This research seeks to understand the kinds of protocols of assessment data school teachers perceived as practical information to become useful feedback to their teaching. We conducted 2 types of protocols using different analysis methods of assessment data (that is, basic item analysis and Rasch model) to represent primary and secondary students' responses to objective test items assessing the competency of reading comprehension of Chinese literatures. We presented the protocols to primary and secondary school teachers who are teaching Chinese language subject in Hong Kong. After demonstrations, we interviewed the groups to understand their perceptions on the protocols. Results shows that teachers most value assessment data which can help in identifying students' strength and weakness, assuring test item quality, stimulating reflection on their teaching practice, and turns out to become the foundation for rebuilding their classroom instruction.
