作者指出，港府於80年代中，為了配合代議政制，編印了學校公民教育指引及成立公民教育委員會。隨著社會的發展，教署在1996年修訂了指引，擺脫不了公民身份不明的歷史局限。故此特區政府應修定公民教育的方向，促使香港市民能樂於接受新的國民身份，落實一國兩制。
