Socio-political changes and curriculum reforms in Hong Kong pose new challenges to civic education. These challenges can influence “principals’ reorientation and development of practices” (Szeto, 2020, p. 2), teacher autonomy and self-efficacy (*Wong et al., 2020) in different ways across schools. The National Security Law (NSL) in Hong Kong (implemented in July 2020) increases social uncertainty over academic autonomy and could influence teacher attitudes toward civic education. Hence, this study examines principals’ and teachers’ perceptions of citizenship education and how their schools support civic teaching in times of stress. Principals influence the civic environments of their schools (Author et al., 2020), and teachers affect the civic environments of their classrooms (Author et al., 2018b). Understanding principals’ and teachers’ perceptions of citizenship education could provide insights for nurturing students to live in a complex world. The findings revealed principals were more positive than teachers in regard to their schools and citizenship education, and attempted to provide teachers with the autonomy to facilitate civic teaching. Teachers perceived more strongly than principals that the Chinese national government has influenced their schools’ attitude to citizenship education and they showed less confidence than principals in the possibility of nurturing students’ patriotism. The purpose of the study is to examine Hong Kong teachers' perceptions of distributed leadership. Data were collected from six primary schools with a total of 155 teachers responding to a self-developed survey. Descriptive, reliability, and MANOVA data analyses were done with the application of the Statistical Package for Social Sciences (SPSS) programme. Using exploratory factor analysis (EFA), 14 components were identified, including: (1) "school organisation," (2) "school vision," (3) "school culture," (4) "instructional planning," (5) "improvement of learning and teaching," (6) "teacher leadership," (7) "principal leadership," (8) "output effectiveness," (9) "quality effectiveness," (10) "change effectiveness," (11) "organisation and planning effectiveness," (12) "interpersonal relationship effectiveness," (13) "value effectiveness," and (14) "overall effectiveness." Inter-correlations were found among the identified components. Significant differences were found between teachers with different roles with the highest involvement and dimensions of school organisation, teacher leadership and interpersonal relationship effectiveness. Meanwhile, significant differences were revealed between teachers' roles in the highest positions and dimensions of improvement of learning and teaching, as well as principal leadership. Such findings suggest that teachers' perceptions of distributed leadership were related to teachers' roles, including delegated responsibilities and degree of role participation in the schools. Implications for practice and research are discussed at the end of the paper.

Student engagement is recognised as a key process that can assist students’ learning. This paper reports a study in which three variables were examined to assess their potential in creating engaging and participative classrooms. The focus was on ‘teacher engagement in the community’, ‘teacher engagement in school’ and ‘teachers’ teaching confidence’ and their impact on the way teachers perceive their classrooms. Data was drawn from the International Civics and Citizenship Study, and the views of over 1400 teachers in 90 Hong Kong schools were analysed. The results of the study showed that teacher engagement is an important construct that directly supports teachers’ positive descriptions of their classroom activities. At the same time, teacher engagement also influenced teachers’ confidence in their teaching which in turn influenced the positive descriptions of their usual classroom activities. The theoretical foundations of these results are discussed as well as the implications for teachers’ professional lives, for policymakers concerned with enhancing teacher quality and for school leaders with responsibility for teacher professional development.
