Cosmopolitanism and its application for education in western societies has been well examined. Yet cosmopolitanism in society and in education has not been systematically explored in many Asian societies. Facing a large number of people from diverse backgrounds, the society and its education system in Hong Kong are troubled by issues similar to those found in western postindustrial societies, related to cultural and national belonging and identity. Prejudice and racism towards ethnic minorities – particularly those from South Asia and Africa, is quite common. Additionally, animosity and hostility to mainland Chinese newcomers has increased and intensified in the context of Hong Kong’s “repoliticization” after its 1997 handover. This article aims to explore how cosmopolitanism is understood, valued, and approached in Hong Kong education. We start by exploring the role of decolonization and nationalization in political education in Hong Kong. We then discuss cosmopolitanism, and consider how it impacts particular social and educational issues in Hong Kong. We also provide an analysis of discourses on cosmopolitanism taken from Hong Kong General Studies and History textbooks, to identify challenges faced in facilitating cosmopolitan values, a balance of identities, and global citizenship in Hong Kong education. This special issue of Educational Philosophy and Theory considers the Hong Kong Umbrella Movement as an educational event, which has impacted attitudes and outlooks and conceptions of young people’s role, of education, and of society. This essay serves as an introduction to the more substantive pieces that follow. It describes two alternative perspectives on youth civic engagement in Hong Kong historically; and in so doing, it addresses some of the challenges related to free academic expression that hinder scholarly research and publishing on the area of Hong Kong-China relations looking into the future. There has been much discussion about the high performance of East Asian students in international high stakes testing, but little attention has been paid to their lifeworlds beyond school. In this article we explore findings from a survey of 627 Year 4 children (nine and ten years old) in three global cities (Hong Kong, Singapore, and Melbourne), focusing on their out-of-school activities as one aspect of their lifeworlds. The findings indicate that the most common activities in each location were comparable. Since the activities in the three locations were largely similar, the findings problematise East/West binaries which have been a feature of research and discussions in this area. Purpose: This paper aims to examine the strategic role of world-class universities and the international academic profession in the regionalisation project of China's Greater Bay Area (GBA). It illustrates the way in which the case of the GBA regionalisation project offers a potentially rich empirical example for adding contextual understanding to the literature of the Triple Helix model, which largely draws on inductive theorising from western successful innovation cases. The GBA regionalisation processes will provide a wealth of empirical cases for identifying circumstances that address tensions and increase interactions in the Triple Helix relationship of university, government and industry for fostering knowledge synergies.Design/methodology/approach: Focusing on the case of Hong Kong, it engages in policy and stakeholder analysis and addresses three key research questions: What are the competitive advantages and potential strategic role of Hong Kong's universities and academic profession in the regionalisation of innovation systems in the GBA? What is the role of the governments in the regionalisation processes? What are the expected opportunities and challenges offered by the GBA policy initiatives for the future development of Hong Kong's universities and academic profession?Findings: Hong Kong, given its status as an international finance centre and global city with intense internationalisation and established judicial system operated by the rule of law, will contribute to the GBA development by leveraging on its edge in scientific research and development and international networks of academic research through the world-class academic profession. Scientists and researchers in the city, possessing the competitive advantages of basic research and international partnerships, are highly regarded by the central government. The engagement of Hong Kong's scientific talents, can play an important role in achieving China's aspiration of becoming a global technology power.Research

This chapter considers the place of minorities in the formal Hong Kong curriculum by examining the extent and nature of representations of ethnic and religious minorities in Hong Kong “Liberal Studies” textbooks. Liberal Studies is the single required course in secondary Hong Kong education which focuses on social studies and world issues, and therefore is the primary place where one would expect to see any discussion of diversity and related issues in society in the formal, mandated curriculum. This chapter conceives of textbooks as an important part of the curriculum, which guides and steers educators and students, though it is not the only site of educative content. This is a qualitative and discursive study of how minorities are discussed in Hong Kong education, which reveals that minorities are often absent from discussion of society taking place in schools. The chapter goes on to argue that this imbalanced representation of “who” is Hong Kong harms not only minorities but also majority culture and society in Hong Kong, as it fails to provide balanced and accurate information necessary to equip students to become active participants in a democratic society. This chapter firstly provides a brief historical overview on the transformation of religious education in Hong Kong. Throughout the British colonial era to China's resumption of sovereignty, the role of religion has been largely overlooked in the making of Hong Kong society, with religious education being a marginal academic subject in the formal school curriculum. Nevertheless, this chapter highlights the importance of religious education in Hong Kong society. The importance of the subject matter has been increasingly recognized given its intrinsic value in empowering students' resilience in coping with life challenges and depressing social environments. These are not outcomes that can be provided by the core academic subjects. Lastly, by considering the case of an increasing demand for Islamic education externally and internally, this chapter concludes with a new scenario setting an alternative aspiration for spirituality and religious education in Hong Kong's future. This article examines the cross-cultural experience of immigrant students in Hong Kong and the U.S. state of California and the role of their cultural capital in the cross-cultural identity process. It begins with a review of studies on the challenges of immigrant students in schools. A theoretical framework is then established to examine the cross-cultural experience of these students based on the evidence obtained from the literature. This paper examines the global implications of policy borrowing, employing case examples of Chinese school systems, which enjoy the success of grafting new identities to improve education. The paper comments on contemporary scholars’ use of identity grafting theory (Lee in Managing Chineseness: identity and ethnic management in Singapore, Palgrave Macmillan, London, 2017) to generate insights on how schools, teachers and students engaged educational change in mainland China, Hong Kong and Singapore. Scholars presented empirical findings by using identity grafting constructs to explain education stakeholders’ diverse responses to change: (1) born-again—rejecting change by reviving traditional practices; (2) repression—repressing traditional identities instead of embracing change; (3) integration—combining traditional identities and progressive change to achieve a balance; and (4) situationalism—developing new identities that transcend boundaries between traditional identities and progressive change. The scholars contributed research that advances the theorization of identity grafting. First, rising born-again Chinese sentiments seek to reject the imposition of a singular Chinese identity imposed by state governments. Born-again Chineseness no longer singularly focuses on defending traditional identities against Western influences. Second, a better understanding is achieved on identity repression—change resistance results from a displaced focus on repressing traditional identities. Third, the prevalence of identity integration strategies can be explained by intensive policy borrowing in the region. Policy borrowers need to ensure externally imposed identities are represented to overcome challenges generated by identity grafting strategies that impede progressive change. Since Hong Kong returned to Chinese sovereignty, national identity building became an important part of school education meeting some resistance in Hong Kong society. In 2012, thousands of school stakeholders protested against the introduction of the 2012 Guide of Moral and National Education (MNE). These conflicts have influenced teachers’ attitudes towards MNE and curriculum choices. Employing the Model of Teachers’ Perceptions of Moral and National Education, this research investigates the factors affecting teachers’ perceptions of MNE, as a national identity building curriculum. The findings indicated that “perceived other support for MNE,” “perceived non-monetary cost–benefits,” “perceived concerns of MNE,” and “comparison with the previous system (Moral and Civic education)” were the significant predictors for teachers’ receptivity of MNE. The results suggested that if teachers were supported by others, they were more likely to support MNE; and they were less likely to support the implementation of MNE when teachers had serious concerns about it. The results recommended adding media and socio-political factors into the Model of Teachers’ Receptivity to curriculum changes. The discussion will employ identity grafting (Lee in Managing Chineseness: Identity and ethnic management in Singapore, Palgrave Macmillan, London, 2017) as a point of comparison to identify the theoretical implications of MNE.
