This article reports on the results of a qualitative case study that addresses recent calls for greater attention to clinical aspects of practice and experiment in teacher education programmes. Grounded in the notion of approximations of practice, this study uses the analytic lens of teacher identity to understand how one group of preservice teachers in Hong Kong negotiated boundaries between opportunities for practising teaching within their university classroom and the classrooms of their practicum placement schools. Through in-depth interviews and classroom observations, this paper explores relations between opportunities to practice instructional routines and teacher identity construction within and beyond the university classroom. The data suggest that preservice teachers can face considerable challenges in constructing identities as they move between opportunities for practice available in coursework and engagement in the practices and activities of teaching within schools. These challenges include negotiating competency and gaining legitimate and legitimising access to practice as they confront relations of power within schools and teacher education programmes. Implications for the organisation of teacher education programmes that promote teacher agency and for future research are discussed.

A central issue in the class size debate is that while cutting class size might lead to improved teaching and learning, it is also possible that it may not if teachers do not seek to exploit the advantages of a smaller class size through an alternative pedagogy. Research suggests that teachers do not change their pedagogy when moving from large classes to smaller ones. This paper focuses on pedagogical practices in large and reduced-size secondary school classes where the teacher is the same in both contexts; a research design that has not been employed in previous class size studies. The paper explores the relationships between class size and the pedagogical practices adopted by four experienced teachers in Hong Kong who are each responsible for one large and one reduced-size English language class of the same grade level. Drawing on mostly qualitative data, this study's findings show that teachers did vary their teaching from one class to another with important differences noted in teacher-student interaction patterns, classroom organisation, the establishment of classroom rules and the teacher's use of humour. At the same time, interview data reveal that teachers could not always explain or theorise their pedagogical decisions. Implications for professional practice are presented.

There has been a widespread belief that teachers in Asian contexts including Japan and China are well protected by a tradition that reveres teachers. However, in Chinese contexts, cultural traditions have been found to undermine the teaching profession, together with educational reforms and societal changes. This paper reports on an inquiry that explored the social censure of teachers, especially language teachers in Hong Kong. The inquiry took advantage of an Internet discussion concerning the 'falling' language standards, a widespread concern in the region. The analysis of the discussion revealed the high expectations that the public had for language teachers as well as the increasingly complex conditions for teachers' professional practices due to ongoing educational reforms and cultural changes. The Internet discussion also offers a unique opportunity to examine how the teaching profession was constructed in these discourses and provides insights into teachers' professional vulnerability in Hong Kong.

This paper reports details of a study that investigates the impact of economic, social, and political changes in Hong Kong on its educational practice and policy. It discusses with four case studies about the educational policymaking process in different phases of Hong Kong's postwar development. It also pays attention to the impact of the sovereignty change in Hong Kong.

In September 1998, the Education Department of the fledgling Hong Kong Special Administrative Region implemented a controversial medium-of-instruction policy which compelled around three-quarters of the territory's hitherto English-medium secondary schools to switch to Chinese-medium teaching in Forms 1–3 (years 7–9). Only 112 schools were permitted to remain English-medium, but only on the condition that their content-area teachers make consistent use of English as the language of classroom instruction and interaction rather than, as had been the case in the last two decades of colonial rule, a mixture of Cantonese and English. This article presents the findings of a study which sought to determine the extent to which the post-colonial government's language policy has been translated into classroom practice in the reformed Chinese and English streams since 1998. The findings were derived from a questionnaire survey of a sample of undergraduates from the first two cohorts to complete their studies in the reformed Chinese and English streams, together with semi-structured interviews with students and teachers currently studying and teaching in the two streams. The findings indicate that teachers in both the Chinese and English streams have found it difficult to fully implement the new policy in their classrooms.

In September 1998, Hong Kong's Education Department introduced the first stage of a controversial language policy which, when fully implemented, will bring about a fundamental change in the roles of the English and Chinese languages in the territory's education system at secondary level. The new policy, which was announced shortly after the transfer of sovereignty over Hong Kong from Britain to China in 1997, stipulates that the majority (around 300) of the territory's English-medium schools should adopt Chinese as the medium of instruction (MOI). Only 114 schools have been allowed to 'continue' teaching in English. In the community-wide debate which followed the announcement of the policy, reference was frequently made in the media to the fact that the select group of English schools would 'retain' English as the MOI, while those English schools which failed to receive permission to 'continue' using English would be forced to 'switch' from English to Chinese. This paper, which examines the language of oral communication in the English-medium stream prior to the introduction of the new policy, assesses the changes which teachers and students in the English schools and former English (i.e. now Chinese) schools will need to make in order to implement the new policy.

Student teachers' learning in the field experience is seen as being at the heart of their professional training in initial teacher education. This paper reports a qualitative case study of preservice student teachers' learning experiences in school placements in Hong Kong. A multi-case study was conducted in a concurrent teacher education programme for secondary school teachers, with the examination of seven student teachers' professional learning journeys over two years. Methods of data collection included interview, field observation, document analysis and audio-recording of supervisory conferences. Progressive focusing characterized the research process. Student teachers' professional learning is conceptualized as learning how to frame teaching situations. By exploring pre-training influences, the teacher education programme and the student teaching context, the paper seeks to examine the dynamics and complexity of learning how to frame teaching situations. It develops an integrated framework for understanding student teachers' professional learning as the dynamic interaction of the teaching self, knowledge construction in the teaching repertoire and the framing process. This framework can be used as an analytical tool for understanding the dynamics and complexities of student teachers' professional learning and exploring the contribution of coursework and fieldwork to such learning in initial teacher education. The findings of the study reveal that the strength of the teaching self, the richness of the teaching repertoire and the appropriate mix of challenge and support in the student teaching context are important variables that constitute student teachers' productive learning experiences. Implications for practices in initial teacher education are discussed.

This article traces the processes for encouraging and/or ensuring the accountability of teachers in Hong Kong. It is argued that, if examined historically, the nature of teacher accountability has been determined by the government, whose approach has been ambivalent and paradoxical. Up until the mid-1980s, through inertia and non-decisions, the low level of professionalization of teaching was reinforced. Subsequently, from the late 1980s onwards, the government resisted and diluted attempts by the professional community to regulate itself. Most recently it has sought to introduce systems to allow the government to scrutinize teachers in an ostensible attempt to promote the level of teacher professionalism, whilst at the same time attempted to maintain the low status of the main institution dedicated to teacher education. These are analysed in terms of the differences between professionalism and professionalization, the government's own legitimacy and the changing political context.
