School counsellors in Hong Kong constitute an underutilised resource in supporting the wellbeing of young people. We investigated how counsellors working in local and international schools perceived their roles and professional status. Counsellors were both surveyed and interviewed. Findings indicate that local school counsellors have a low professional status and an unclear identity compared to their international counterparts. As a group, they are marginalised and disempowered within their own school settings, reducing their effectiveness, and limiting the benefits they can provide to students. Policy innovation at school level is needed to better utilise school counsellors. Purpose: The purpose of this paper is to offer direct tests of the effectiveness of renaming vocational education and training (VET) in enhancing the image and popularity of the subject. Although many proponents of renaming argue that the word “vocational” is associated with lower levels of skills and knowledge and should therefore be supplemented by better recognised words, empirical evidence regarding the effectiveness of this strategy is scant. Design/methodology/approach: This study exploits a rare policy change in Hong Kong, where VET was renamed as vocational and professional education and training (VPET) and conducted an original survey experiment of 1,004 parents in the city to test if the new name would improve respondents' perceptions of the subject. Findings: The findings reveal a complex picture regarding the effects of renaming. Although renaming does not seem to improve the overall popularity of vocational education, it may widen the support base for vocational education by diluting its class character. Specifically, while attitudes toward VET are significantly and negatively correlated with family income, no such association is found in regard to VPET. Originality/value: This paper offers the first direct and comprehensive test of the effectiveness of renaming vocational education – a popular policy suggestion in many countries. Integrated education is linked to a process of placing students with special education needs in ordinary schools. The aim of inclusive education is to provide high quality learning opportunities for students with different educational needs. Development in every region has experienced different stages and areas of concerns, and covered service targets with different types of specific needs. In the development process, the government will base on the current needs and formulate relevant regulations and ordinances to steer the implementation. Inclusion education is one of the essential tasks in school reform as observed in overseas countries. The government is expected to advocate inclusion proactively, deploy the necessary resource and encourage collaboration. The absence of women academics in the most senior ranks and leadership roles in higher education is both an international phenomenon and an enduring social justice issue. This article provides an original insight into the 'policy' response to the underrepresentation of women academics as senior leaders in three case-study universities in Hong Kong. Based on documentary analysis and interviews with 35 women academics, the research indicates: 'gaps' between institutions voicing a commitment to gender equality and actual practice; middle management being a 'sticking point' in bringing about cultural change; a lack of understanding by some male colleagues of the barriers women face in the profession; a rejection of positive or affirmative action by interviewees; and a policy context that is focused upon equal treatment. Using Deleuze and Guattari's concept of rhizome, this study examines the key measures of the Kindergarten Education Scheme introduced by the Hong Kong government in 2017 after a large‐scale advocacy movement. It argues that these measures have expanded the power of the neoliberal imaginary through producing an enhanced market apparatus and an apolitical teaching profession. The neoliberal expansion reflects the manifestation of different kinds of rhizomatic connections to reterritorialise the field. This study calls for the rethinking of teacher educators’ ethical responsibility in addressing the complexity of teacher work frequently neglected by policy and the policy/practice divide in teacher education. Originally, the capitalist society in Hong Kong under communism is exceptional, but the “one country, two system” formula was a makeshift stratagem by the Communist Chinese government. The twenty years of history witnessed the tension of ruling and policy implementation. Education policy in political conflicts is, of course, the other arena in the Hong Kong context which reveals competitions, controversies and struggles among the cultural hegemonic engineering. This paper can contribute to enigmatic understanding and interpretation of generating educational reform and implementing education policy in this twenty years history of the Hong Kong Special Administrative Region.

Teaching professionals are crucial for the successful realization of e-Learning in school education. Major Asian cities/regions such as Singapore, Hong Kong, Taiwan, and Beijing continuously invest in teacher development on e-Learning to empower frontline teachers and school leaders to advance school education in the digital era. This article aims to review and discuss the activity contents, delivery approaches, and scaling-up methods of teacher development on e-Learning in these four major Asian cities/regions. There is a unique trend identified in each of the four major Asian cities/regions. Singapore focuses on professional peer-learning communities for supporting practice-based teacher development on the effective use of ICT for learning and teaching in the classroom. Hong Kong focuses on building teacher communities for observing, engaging, and reflecting and succeeding school-based e-Learning initiatives for student-centered learning. Taiwan focuses on offering university-supported teacher development on the effective integration of e-Learning into students' learning, especially for learning twenty-first century skills. Beijing focuses on promoting self-directed teacher development on the advancement of ICT infusion in classroom teaching, especially the ICT-supported innovative pedagogies for K-12. Implications are drawn in order to provide a point of reference for other cities/regions in tailoring the future provision of teacher development for e-Learning in the twenty-first century.

English teaching and learning has taken an interesting shift in Hong Kong schools with the implementation of the New Senior Secondary (NSS) curriculum under the 334' education reform. Situating the paper within the broader considerations of the intersection of Cultural Studies and English teaching, this paper examines the challenges and prospects of teaching the new Language Arts elective called Learning English through Popular Culture module. It is argued that while the module endeavours to connect and motivate Hong Kong students to learn English through popular culture materials, the official curriculum and schemes of work, however, narrowly articulate the teaching of popular culture texts conceived as text-types'. Such a formulaic approach to using popular culture in the classroom is limiting and locks students into a procedural way of thinking' and doing' popular cultural texts. The paper concludes by offering some ways forward that might deliver what is otherwise a revolutionary and innovative curriculum. Beyond the specific case of Hong Kong, the curriculum challenge discussed is instructive for other education systems and curriculum scholars looking to develop new pedagogies from the intersecting disciplines of Cultural Studies and English teaching.

The acceleration of e-Learning around the world has driven the major cities/regions in the Asia–Pacific region such as Singapore, Hong Kong, Taiwan, and Beijing to plan and implement official policies on e-Learning for enhancing the quality of school education. This article aims to review experiences and then draw lessons of these four major Asian cities/regions in the development of e-Learning policies on the dimensions of infrastructure, curriculum integration, students learning, teacher professional development, as well as leadership and capacity building. It is identified that each of the four major Asian cities/regions has its own area of emphasis in the planning of future e-Learning policies, with Singapore focusing on scaling up good practices of e-Learning among teacher community; Hong Kong focusing on creating digital classrooms supported by wireless networking for student-centered learning; Taiwan focusing on cultivating students with 21st century skills through daily subject teaching; and Beijing focusing on providing digital resources and e-textbooks geared to school curricula. Five implications with regard to e-Learning policies are further made in order to provide a point of references for other cities/regions to develop future e-Learning policies for school education in the 21st century.

Several education hubs have emerged in Asia and the Middle East in recent years with a specific focus on cross-border higher education. Through considerable efforts in policy planning and generous funding, these hubs aim to transform a country or city into an eminent destination for education, research, and training. The inherent design of these hubs raises many questions about higher education's contribution to international relations as large numbers of local and foreign actors congregate. Specifically, some education hubs are leveraging cultural heritage and colonial legacy as an instrument of soft power by emphasising shared cultural identities and values. By engaging in cultural diplomacy, education hubs seek to exert influence on the international stage. However, assumptions about shared identities and values as well as the prevailing political climate of the local society present serious challenges for policy implementation. Alternatively, an education hub can also engage with international actors based on an enduring faith in the venture of science to propel the knowledge economy - another kind of norm that underpins soft power. This paper compares Malaysia, Singapore, and Hong Kong as education hubs that engage in soft power and cultural diplomacy.
