Over the past decades, the development of knowledge-based and innovation-led economy has gained the attention of higher education (HE) institutions. The Quadruple Helix Model of the relations amongst universities, industries, government and society provides a general framework for systematically investigating the dynamics of innovation amongst these agents. However, knowledge about their influence on cross-boundary cities is limited. The ways in which HE institutions bridge different innovation systems also remain unknown. This study thus examines the innovation systems of two neighbouring cities along the border, namely, Hong Kong and Shenzhen, and their multidirectional innovation cooperation. Research findings suggest that the two innovation systems differ in terms of the unequal role of the agents. The systems seem mutually complementary in terms of HE capacity and industrial composition, and cross-boundary cooperation in HE sectors currently occurs through various means. The absence of women academics in the most senior ranks and leadership roles in higher education is both an international phenomenon and an enduring social justice issue. This article provides an original insight into the 'policy' response to the underrepresentation of women academics as senior leaders in three case-study universities in Hong Kong. Based on documentary analysis and interviews with 35 women academics, the research indicates: 'gaps' between institutions voicing a commitment to gender equality and actual practice; middle management being a 'sticking point' in bringing about cultural change; a lack of understanding by some male colleagues of the barriers women face in the profession; a rejection of positive or affirmative action by interviewees; and a policy context that is focused upon equal treatment. Cross-border partnerships are increasingly important for higher education in the twenty-first century. Drawing from the business sector’s resource-based theory, this paper explores international partner selection among higher education institutions in Hong Kong, Singapore and Japan. According to resource-based theory, institutions may seek partners with specific technical capabilities, managerial capabilities or other intangible resources to access external knowledge and capabilities, develop internal resources and gain competitive advantage. Through document analysis and interviews, this investigation identified twelve attributes that influenced international partner selection for higher education institutions in these contexts. Eleven fit within resource-based theory’s criteria areas of technical capabilities, managerial capabilities and intangible resources. These determined the attractiveness of potential partners. However, existing relationships, the twelfth attribute, wasoften the deciding factor of whether or not a partnership would move forward. Importantly, while contextual differences were observed, these attributes were present across contexts.

Set against broader theoretical debates regarding the role of the developmental state in driving social and economic developments in Asia, particularly in higher education and research, the present article critically examines the synergies between government, enterprise and universities in China, in promoting innovation-centric entrepreneurship. The example of Shenzhen, China, including its response to the Greater Bay Area initiative, highlights how new governance modalities have emerged to embrace multiple actors and diverse non-state/non-government sectors in support of innovation-centric entrepreneurial ventures. Our analysis reveals new forms of network governance. These include hybrid organisations that have become more proactively engaged in fostering a spirit of entrepreneurship, including in the higher education sector, albeit against a backdrop of tensions in the mainland governance model, between the drive for innovation and re-assertion of Party control. Can residential experiences help undergraduates develop holistic competencies? To answer this question, a study was conducted based on the insights of 211 residents in Hong Kong. Deductive and inductive content analyses were respectively used to examine residence life outcomes, particularly in holistic competencies, and to categorise the types of residential experiences deemed to be effective for these outcomes. Results revealed that participation in hall activities led to the development of residence life outcomes, including justice, humanity, wisdom, courage, transcendence, and wellbeing. Furthermore, planning/organising hall activities greatly improved students' sense of justice while interpersonal dynamics facilitated the improvement of humanity only. The analyses indicated that students without specific engagement in hall activities were also able to develop temperance, particularly in self-regulation. Recommendations are suggested based on the analyses. It is hoped that this study might help inform policy-making processes to provide better residential environment that is beneficial to student holistic development.

This paper provides a critical account of the role of universities in the development of innovation and technology in Hong Kong.To do so, the paper examines the political economy of Hong Kong's innovation and technology development. It outlines a finance-led regime, under which the vision of long-term innovation initiatives is transformed into short-term finance events, and the development of an entrepreneurial culture in society and in universities is neglected. The paper also suggests that the current research funding system and the rise of managerialism in the higher education sector restrict the development of academic entrepreneurship, though universities play a significant role in the innovation system. The paper closes by examining the recent changes in higher education policy and governance, the intensification of integration with mainland China and their implications for prospects of advocating a culture of innovation and promoting innovation and technology in Hong Kong. This argument in this study is that the descriptive dimension of the concept of education hub, which focuses on the importance of connectivity in enhancing the competiveness of a place, is inadequate in addressing the educational values in globalising higher education. Therefore, it attempts to initiate a normative dimension of education hub through an empirical account of the experience of a group of Myanmar university students in Hong Kong and an engagement with the ideas of cosmopolitanisation and the notion of higher education as a ‘transnational’ human right. By considering these stories from Myanmar, this study reveals the adoption of the internationalisation of higher education in promoting transnational justice and development.

This article looks historically at the 'Regionalisation' of higher education in the United States and East Asia. First, it recounts the proliferation of regional networks in American higher education in the 1950s and 1960s, with a focus on the international dimensions of these networks. Then, it revisits a major conference on 'University Cooperation and Asian Development', hosted by the University of Hong Kong in 1966. Noting that domestic university collaborations often paved the way for subsequent international networks, the article situates both American and Asian networks in their broader geopolitical context to show the relationship between higher education, regional development and the pursuit of soft power.

This article examines the quality of Hong Kong's sub-degree level education provided by the self-financing institutes in terms of its impact on the earnings of workers, based on Hong Kong's 2006 by-census data. Education is an investment in human capital that enhances the productivity of workers and increases their lifetime incomes; and a more productive investment will produce a higher rate of return. The effects of education on workers' earnings can be regarded as a proxy for measuring the quality of education undertaken. This study shows that, as regards earnings, and therefore (indirectly) quality, the quality of sub-degree level education provided by some self-financing institutes is statistically significantly lower than that provided by publicly-funded institutes.

Students' adjustment to the university environment is an important factor in predicting university outcomes and is crucial to their future achievements. University support to students' transition to university life can be divided into three dimensions: academic adjustment, social adjustment and psychological adjustment. However, these relationships have not been studied simultaneously in previous studies. The purpose of this study is to examine the students' perception on the relationships between two of the three dimensions. The study is based on a survey of 265 students from five Hong Kong universities. The findings show that students perceive that: social adjustment has a positive impact on academic adjustment; psychological adjustment has a positive impact on academic adjustment; and social adjustment has a positive impact on psychological adjustment. The implications are explored and discussed.
