Purpose: This article explores the roles and the expertise of Hong Kong in the internationalization of public administration education.Design/methodology/approach: The methodology is based on the data of 5 internationalization initiatives of one Hong Kong university with its internationalization partners in Macau, Korea, Australia, Russia and Finland. The data obtained lasted for a period of 18 months, from September 2019 to March 2021.Findings: The finding of this study revealed that (1) there are 5 “pubtropolis roles” (roles of a public administration metropolis) of Hong Kong in the internationalization of public administration education in China, Asia, Asia-Pacific, Belt-and-Road and Europe. The findings also revealed that (2) Hong Kong served as a pubtropolis with its “5C” expertise in curriculum innovation, customized training, competence framework, competence assessment and comparative policy.Research limitations/implications: As the methodology of this article is based on the data of 5 internationalization initiatives of one Hong Kong university by one academia only, further studies can be conducted at department, faculty or university level for multiple academia.Practical implications: There are two practical implications: (1) The more the roles of a city, the broader the view in its internationalization of public administration initiatives; (2) Hong Kong could further tap on its expertise in “5C” in public administration: curriculum innovation, customized training, competence framework, competence assessment and comparative policy to exert its “geo-management” power.Social implications: This article argues that public services can be improved by the setting up of “Sabbatical Leave Scheme for Internationalization of Public Administration” by respective governments to sustain the impacts observed.Originality/valueIt is from the author's original work. We analyze the policies of China and Israel towards students from Hong Kong and East Jerusalem respectively. We demonstrate that they are treated as International students and subject to a form of ‘internationalization’ designed to consolidate national forms of identity and extend state control over ‘troublesome’ minorities within the nation state. This domestic adaptation of the structures designed to support internationalization within Universities, through which the state deploys higher education as a tool of ‘soft power’ to control parts of the nation, operates within a broader program of ‘internal colonization’ that is neither well developed in the literature nor explained by prominent typologies of internationalization. Literature offers a theoretical framework exemplifying the inherent tensions between “becoming Chinese” and “remaining global” in the evolution of the international status of Hong Kong. Adopting this framework, this paper examines the global position of Hong Kong’s higher education through an investigation of universities’ participation in China’s Belt and Road Initiative and Greater Bay Area development plan. Specifically, drawing on data from interviews about universities’ engagement with the two Chinese grand strategies, the paper discusses university leaders and academics’ experience and perception of Hong Kong’s global status against a policy context that foregrounds a deeper integration with the Chinese national development. This discussion offers a theoretical dialogue that reveals different but overlapping scenarios for the future of Hong Kong’s higher education and sheds light on the link between the changing geopolitical contexts and international higher education. This introductory article for the special issue of “The International Journal of Diversity in Education” weaves the research interests and histories of members of the local organizing committee for the Fifteenth International Conference on Diversity in Organizations, Communities & Nations held at the University of Hong Kong (HKU) in July 2015. These members share a common research context—diversity and education in Hong Kong and the article aims to reflect that, although from diverse disciplinary backgrounds and concerns with different sectors and approaches to education, our collective interest centers on education and social justice in Hong Kong. Issues explored in K-12 schooling range across: inclusive education, Chinese language support for special education needs children and non-Chinese speaking (NCS) learners, and multicultural education. Issues explored in higher education focus on the academic workforce in Hong Kong, both in terms of internationalization policy and academic mobility in professional education, and with regard to gender equity and the role of women in the academy. Internationalisation has been actively pursued by Hong Kong's universities. Recent years have witnessed quantitative growth in non-local students. To ensure a qualitative success of internationalisation, it is crucial that universities cater for students with diverse academic backgrounds. This research explored challenges to academic adaptation. Focus group interviews were conducted with 124 local, mainland Chinese and international students at four Hong Kong universities. Findings revealed variation in academic adaptation challenges. First, adaptation to an English-medium-of-instruction was a concern for local and mainland Chinese students, while international students noted that limited English proficiency among other students undermined classroom discussions and led to tensions in group projects. Second, local students faced challenges in adapting to a wider range of assessment modes and academic writing, while mainland Chinese and international students reported how teacher-student relations and teaching approaches differed from prior educational experiences. Implications for the delivery of higher education amid internationalisation are discussed.

This argument in this study is that the descriptive dimension of the concept of education hub, which focuses on the importance of connectivity in enhancing the competiveness of a place, is inadequate in addressing the educational values in globalising higher education. Therefore, it attempts to initiate a normative dimension of education hub through an empirical account of the experience of a group of Myanmar university students in Hong Kong and an engagement with the ideas of cosmopolitanisation and the notion of higher education as a ‘transnational’ human right. By considering these stories from Myanmar, this study reveals the adoption of the internationalisation of higher education in promoting transnational justice and development.

Hong Kong has signaled its intention to develop itself as a regional education hub for a decade. However, the policy is being criticized because Hong Kong has neither diversified its student population ethnically and culturally nor expanded its share in the global higher education market. This chapter explores the significance of the education hub concept in the development of higher education in Hong Kong. It begins with a brief examination of the existing approach to the concept of education hub and internationalization of higher education. It then looks into the main initiatives made by the Hong Kong government to implement its education hub strategy. This is followed by a critical examination of the effects of the hub strategy with a focus on the tensions between Hong Kong and mainland China. It also explores the special status of Hong Kong’s higher education sector in China under the “one country, two systems” constitutional framework. The chapter concludes by arguing that a capitalist and instrumentalist interpretation of internationalization of higher education is not a sufficient condition to underpin an effective education hub notion. Instead, it sees cosmopolitanism as a better ideological rationale for the development of internationalization of higher education in the city.

This paper aims to critically reflect on internationalization of higher education in Hong Kong in the light of Beck's thesis of cosmopolitization. While it argues that the existing internationalization process is largely founded on a national perspective, it proposes a cosmopolitan alternative for future development. Alternative here refers to a transnational perspective on global development of higher education. The paper begins with a literature review which exemplifies how cosmopolitanism can be used to examine and rectify the internationalization process in higher education. This is followed by a historical review of internationalization of higher education in Hong Kong. It then turns to examine the main policy initiatives related to internationalization and the corresponding tensions caused. The following section leads us to rethink the mission of internationalization. To conclude, the paper argues that cosmopolitan solution, by giving a cosmopolitan vision, is a way of bringing the educational perspective back to education.

In this article, the Erasmus Mundus programme in Special Education Needs, with the financial support from the European Commission, run in Europe from 2005-2010, is reported. The discussion will focus especially on the learning in the field of collaborative skills and attitudes that have occurred in the programme. With reference to the feedback of the participants, the features such as practices of internationalization, multicultural understanding, collaboration in learning and reflection in professional practice are significantly noted. In comparison, these insights may exert far-reaching impact to course planning of professional development in special needs at different levels in Hong Kong.
