Hong Kong is famous for its examination-dominated culture, which heavily relies on the public examinations. So ingrained has it become that the whole society is sensitive to any change in such an assessment mechanism. In recent years, the Hong Kong Examinations and Assessment Authority has used both external and school-based assessment as part of high stakes end of schooling assessment. Recent reforms have increased this reliance on school based assessment. The objectivity of external assessment is easily accepted by the society and the addition of school-based assessment components is often supported by tertiary institutions. Yet the practice of including school-based assessment results in addition to public examinations has been challenged by practitioners such as teachers in secondary schools as well as by the public. This paper focuses on understanding the views of teachers concerning school based assessment since such views are likely to add pressure to its implementation. In particular it will examine why teachers and the public appear to have more faith in external assessment rather than the professional judgment of teachers.

Learning is the focus of attention for any educational enterprise. Consequently, the quality of assessment of the extent to which learning has occurred is of crucial importance. Assessment plays an important role in education in Hong Kong as in other places. Nevertheless, how to design an assessment that is of high quality, or how to fully utilize the results of the assessment to understand more deeply about the ability of our students is a demanding task for most teachers. It is not uncommon for teachers to assume that those students who cannot get good assessment results are weak students or that they have learning problems. Teachers rarely question the quality of assessment items to be the source of problems. In other words, teachers seldom consider the possibilities that the items may be too difficult, or unsuitable for the students' levels. In fact, it is worth investigating both the students' and items' performances for the assessments in order to understand more about the ability of our students. Under such circumstances, Rasch Measurement Model is a tool that teachers may consider to assist them for interpreting and analyzing the alignment between student ability and assessment item difficulty. In Rasch modelling, the data are checked, using a set of procedures and criteria, for the extent to which they match with the theoretical model. In particular, the point-measure correlations, and the INFIT and OUTFIT statistics are used to assess the goodness of fit between model and data. This study aims to illustrate how teachers can make use of these statistics from Rasch modelling to support them in the implementation of learning oriented assessment. The study will be based on assessment data obtained from two classes of Primary Three Students in a local school in July 2006. In the study, we will focus on the implication of misfit persons and items by using Rasch Measurement Model so as to discuss ways for understanding our students and improving the items and setting

Hong Kong Teachers understand students' abilities and ranked students' position by the scores of quizzes, tests and examination. Setting items for assessing students is therefore one of significant tasks for Hong Kong teachers. Teachers usually set items to access their students based on what they taught in the classroom. Teachers do not usually consider whether the items are set appropriately to measure their students' abilities. On the other hand, it is important for the teachers learn the quality control of item settings. Rasch measurement is a quality control mechanism and good for diagnosis. The area of diagnosis includes item misfit between items and persons, and probability of a person's correctly answering the item against his ability. The diagnostic information obtained can be used by teachers to enhance their assessment tools such that teachers are better informed about their students' learning. Nonetheless, such diagnoses are under-utilised. The aim of this study is to illustrate how the diagnostic information can be generated from Rasch measurement using the Winsteps software, and how teachers can make use of such information to enhance assessment tools. In particular, this study focused on how to use one of the Item Characteristic Curve as a diagnostic tool in order to analyze the relationship between students' abilities and item difficulties. Based on this analysis, teachers can discern the quality of items in the assessment and hence obtain more accurate estimates of students' abilities and item difficulties. The sample for the study involved about 150 Primary Three students from a local school. Students' basic competencies in mathematics at end of Key-Stage-l were gauged in June 2006 using an assessment tool designed by the authors. Rasch measurements of the students were obtained using the Winsteps software. Item Characteristic Curves of the items were analysed to diagnose the psychometric qualities of the assessment tool. Large-scale curriculum reform initiated 2001 in Hong Kong has set the stage for change in the school curriculum as well as assessment. In the past, Hong Kong education was characterized by its elitist system with highly selective examinations at different levels of learning. The selective examination oriented policy had its influential impact on the schooling of Hong Kong where teaching and learning were inclined towards examinations. Since 1990, there have been changes in the assessment policy in the school curriculum with more emphasis on formative assessment, e.g. Target Oriented Curriculum. The new forms of assessment have therefore posed a different teaching and learning environment for the schools, teachers and students. By looking at the previous experiences regarding implementation in the local context, this paper will analyze various aspects of implementation of assessment policies adopted by the schools in Hong Kong. Implications will also be drawn to address the possibilities of implementation for the current policy.

Over the years numerous studies have been conducted in an attempt to determine the effect of homework on students’ learning (Thomas, 1992). In practice, there are much problems and misconceptions with the implementation of homework. In Hong Kong, this issue worsens existing educational problems (Education Department, & Home School Cooperation Committee, 1994). With the launching of curriculum reform in 2001, the education bureau in Hong Kong recommends that there be a change in homework policy and practices(Curriculum Development Committee, 2001). Schools should put more emphasis on "meaningful homework" as an integral part of the school curriculum. In the past, curriculum changes in Hong Kong often encounter unsuccessful experiences because of poor policy dissemination and implementation and mismatching teachers’ conceptions, etc (Yeung, 2004). Studies alike demonstrate that any educational change needs an authentic "paradigm shift" in perspectives, philosophy and pedagogy (Kuhn, 1970). The paper intends to look into the underpinning theory and thereafter the underlying agenda embedded with this homework policy. The researcher has adopted research method including documentary analysis and simple survey. The researcher conducts and compares content analysis of two kinds of documents -- Official homework guideline as well as various samples of school homework. A simple survey of teachers’ conception about the new homework policy has been used as kinds of triangulation. The researcher wishes that findings from the study may have empirical and practical significance to future development of homework practices and policy in schools.

Curriculum change in Hong Kong is often unsatisfactorily actualized. Yet reform in education and curriculum seems nonstop and inevitable for this international city in an era of globalization. Local policy-makers launched a comprehensive curriculum reform in 2001 (CDC, 2001). Regardless of the officials' keen effort to implement the said curriculum reform during these five years, studies still found that real change is implemented only to superficial extent (Yeung, 1994; 2005). In fact, most Hong Kong's classrooms could still be portrayed as displaying features that are characterized as the 'three Ts': teacher-centred, textbook-centered and test-centered (Adamson, Kwan & Chan, 2000). In recent years, the strategies untaken by the officials seem shifting between school-based initiatives and state-mandated attempts to promote forms of outcome-based education. External School Review(ESR) was initiated as a complementary measure for schools to self-evaluate its effectiveness and to 'ensure public accountability'(EMB, 2005). The officials believe that this forms in part a systematic and strong school development and accountability framework. However some informal, local critics are skeptical about the mechanism and frequently connect its notion to cutting of resources and closure of schools. Theoretically speaking, the concept of ESR relates to debates and discourses about standard and indicators, accountability in education, centralization and decentralization of curriculum decision-making, as well as teacher development. The present paper presentation wishes to critically analyze this current educational policy and inquire into the relation between ESR and the official intent to enforce and control curriculum change. Hopefully, questions like the following would also be addressed: how beneficial ESR has been in encouraging schools to develop and improve their curriculum and teaching? Has external inspection gone too far or not far enough? What are the pitfalls and perils

In the implementation of a 10-year educational reform since the turn of the century in Hong Kong, assessment has been one of the key areas of change. The importance of changing assessment practices in the process of teaching and learning has been discussed in various government documents since 1990. In the past, assessment practices were inclined to be mainly "assessment of learning" which was more summative in nature. In the reform, schools were encouraged to put more emphasis on "assessment for learning" which was considered more of a formative nature. On approaching the mid point of such reform, significant difference in its degree and scope of development can be seen in schools. In this particular paper, the focus is assessment reform in the primary school sector. The two concepts in assessment are explored by a detailed documentary analysis of assessment policies written on basic education over the last decade. Together with reviewing the current developments on assessment change in primary schools, implications for more effective use of assessment for enhancing teaching and learning are made.

This paper presents an evaluation study of an innovative and theory-based initial teacher education course entitled Learning Study, the aim of which is to develop the instructional design and teaching competency of pre-service teachers in Hong Kong. The Learning Study course is offered to all second year students as part of the Bachelor of Education programme of the biggest teacher education institute in Hong Kong. The course comprises a series of theory-based tutorials, supportive consultation meetings, and a research lesson practicum. To assess the effectiveness of the course, a framework of representation, decomposition, and approximation of practices was adopted to describe and analyse the teaching of practice. A total of 341 pre-service teachers participated in a quasi-experimental design questionnaire survey. A structural equation model was applied to explore the relationship between the activities of their learning process and their learning outcomes. Theory-based tutorials, consultative support, and research practicums are confirmed to be the predictors of learning outcomes which include instructional design skills, teaching competency, and clinical experience. This paper proposes Learning Study as a model to help pre-service teachers develop their instructional design skills and teaching competency.
