STEM education has taken on high importance in Hong Kong K-12 education landscape. Despite policy advocacy and curriculum endeavour, the quality of STEM education varies significantly between schools. Research literature indicates that high-quality STEM education requires teachers’ rigorous delivery of topics and appropriate pedagogies, and one approach to improve such practices is teacher professional development (TPD). However, because current research on TPD has not given explicit consideration to the complex nature of STEM education, there remains a lack of a clear blueprint of how TPD should be conducted to build teachers’ capacity for STEM education effectively. This paper presents a case study that explores the necessary attributes and identifies the missing links of STEM education TPD by understanding how various TPD models supported a Hong Kong K-12 school embracing STEM education. Qualitative data collection methods, including semi-structured interviews and classroom observations, were employed to draw a picture of TPD implementations in the selected school. The findings suggest that, at the macro-level, effective STEM TPD should not stop at employing mixed use of TPD models; the models have to be integrated organically with respect to a school-based STEM curriculum implementation approach. A collaborative culture between teachers must be cultivated for effective inter-disciplinary integration. Collaborative action research should also be promoted to develop collective wisdom of STEM pedagogies. At the micro-level, TPACK and cross-disciplinary integration skills need to be focusing areas of STEM TPD. As with the rest of the world, schools in Hong Kong have undergone a series of educational reforms to raise accountability and quality assurance of education. Schools need to enhance their capability of problem-solving and decision-making for meeting this standard for sustainable development. Intellectual Capital (IC), as an intangible knowledge asset of school organisations, has excellent potential to promote sustainable school improvement. School leaders, teachers, and other staff members ought to realise the value of their knowledge and manage these intangible resources for effective production and application of IC since knowledge management (KM) is the critical strategy for schools to create knowledge assets for the development of IC. This chapter reports a case study of two Hong Kong secondary schools to reveal how school principals can practice KM to generate and apply IC to improve educational performance. This paper presents an evaluation study of an innovative and theory-based initial teacher education course entitled Learning Study, the aim of which is to develop the instructional design and teaching competency of pre-service teachers in Hong Kong. The Learning Study course is offered to all second year students as part of the Bachelor of Education programme of the biggest teacher education institute in Hong Kong. The course comprises a series of theory-based tutorials, supportive consultation meetings, and a research lesson practicum. To assess the effectiveness of the course, a framework of representation, decomposition, and approximation of practices was adopted to describe and analyse the teaching of practice. A total of 341 pre-service teachers participated in a quasi-experimental design questionnaire survey. A structural equation model was applied to explore the relationship between the activities of their learning process and their learning outcomes. Theory-based tutorials, consultative support, and research practicums are confirmed to be the predictors of learning outcomes which include instructional design skills, teaching competency, and clinical experience. This paper proposes Learning Study as a model to help pre-service teachers develop their instructional design skills and teaching competency.
