This chapter aims to enhance teacher’s knowledge of the codes of ethics in counselling, to heighten their awareness of ethical issues and their competence in handling them, and to highlight the need for recognizing professional counselling work. The chapter begins with an exposition of the necessity for teachers to study counselling ethics, followed by a discussion of the importance and limits of the ethical codes, covering also significant ethical issues relevant to school counselling. In the discussions a case study format is adopted. By referring to several typical school counselling cases, the complicated and contradictory nature of ethical issues is illustrated. On the basis of the ethical codes laid down by Western and local professional counselling organizations, methods appropriate to the Hong Kong school culture and social environment are proposed.

This chapter aims at giving teachers a comprehensive view of the origin of guidance, the development of school guidance in Hong Kong and the impact of social changes on the implementation of school guidance. In this chapter, two major policies concerning school guidance in Hong Kong will be introduced: (1) Whole-school Approach to Guidance, and (2) Comprehensive Student Guidance Service. The rationale, objectives, principles and strategies of the implementation of these policies will be explained with a view to reflecting on how to work with the present approach of school guidance service, help students develop the abilities required in everyday life and meet the challenges they encounter in their personal growth and development.

This chapter discusses guidance for pupils in their whole person development on individual as well as class bases, and describes the guidance roles and functions of class teachers in Hong Kong. On the individual level, it holds that the personal attributes and attitudes of the class teacher facilitate the development of a personal teacher-pupil relationship which will help the pupils enhance their self-esteem and serve as a basis for initial counselling. On the class level, the class teacher facilitates the collective growth and development of the whole class by establishing a positive class culture, showing care for maladjusted pupils, and planning and carrying out year-long whole person development programmes.

Recently, the school and co-operating teachers have an increasingly important role, by offering stronger support during the teaching practice. Being congruent with similar developments in teacher education programmes in other countries, this development in Hong Kong is strengthened by research studies examining the process of learning to teach. By arguing that the process of learning to teach can be examined from a personal constructivist view of learning, this paper examines the experience from the student-teachers' perspective. The finding reports on the problems perceived by the student-teachers during the student teaching practice and the support provided by the co-operating teachers. The problems encountered and the support obtained were compared and contrasted to reveal the possible roles of the co-operating teachers. The process of learning to teach is extended from a personal view to include support from the social milieu. This paper proposes to consider the process from a social constructivist view of learning. Drawing on the findings, it concludes with implications on how the school and the teacher education institute can collaborate and support the student-teachers from a social constructivist view of learning.

Whole person development is an important aspect in the contemporary education. It is one of the education objectives of the HKSAR as shown in Aims of Edcuation(1993) and Educaiton Blueprint (1999). Although its importance is recognized by most educators in Hong Kong, few integrated curriculum of Whole person development is provided in local school systems. Hong Kong Institute of Education (HKIED) has attempted to provide Personal and Social Education (PSE) which is one of the integrative curriculum to achieve Whole person development to the student-teachers in the hope that they can implement PSE in local schools in future. To improve the teaching and learning and the curriculum development of PSE, a module evaluation was conducted at 1997 to collect feedback from students. 377 questionnaires were collected and analyzed. This paper reports the result of the evaluation and makes suggestion for the PSE curriculum development. The students' evaluation toward the module was good. They enjoyed the teaching and learning process. The module was systemic, relevant and practical. The reflection for the formation of full integrated curriculum of PSE in teacher education program and primary school are discussed. There is a need for the educators to develop and implement the concept of PSE in the local school context.

This paper describes the learning experience of the student-teachers in an initial teacher education programme run by the Hong Kong Institute of Education. The focus is on the teaching practice period of the programme and the report is made through the eyes of the student-teachers as regards the support they received from their co-operating teachers. In order to enhance the quality of support provided by the co-operating teachers, the first phase of the study is an intervention in which training sessions for the co-operating teachers are provided prior to the teaching practice period. In the sessions, an introduction to recent educational theories; classroom observation skills and basic counseling skills are discussed. This study also includes an evaluation of the intervention through an examination of the quality of guidance provided by the co-operating teachers. The data collected include interviews with the student-teachers, conversation records between the co-operating teachers and the student-teachers, and journals written by the student-teachers during the teaching practice period. The findings contrast the support provided by the trained and untrained co-operating teachers as well as the experience of the student-teachers under their guidance. This paper concludes with different modes of support perceived and discusses implications on the design of field experience for initial teacher education programmes.

The teaching practice is a crucial part of the teacher education program. During the field experience program, student-teachers put the theory learnt into practice, and acquire teaching experience in actual school settings. The quality of learning acquired largely depends on the quality of support provided by the Institute and the schools before and during the practice period. Dispoto's study stated that student-teachers experienced conflict and stress during their field experience. The strain to learn to teach may result in feelings of incompetence and lack of confidence, and may affect the attitude, behaviour and performance of the student-teachers. Besides support from the Institute, student-teachers also receive support from teachers (mentors) in the schools where they perform their practice. With reference to the expectations for mentors concluded by Grimmentt and Ratzlaff, mentors need some pre-requisite knowledge and skills, e.g. observation skills, up-dated knowledge on education theories, ability to undertake critical analysis of one's and other people' lesson in order to involving student-teachers in planing and evaluating learning experience, conferring and evaluating their development through regular observation and feedback. Since the establishment of the Hong Kong Institute of Education in 1994, a new form of teaching practice has been introduced in the 2-year full time primary teacher education program, namely the Co-operating Teacher Scheme (CTS). Co- operating teachers from schools are assigned to student-teachers and perform the functions of the mentors. In a local study student-teachers were found to have lowered the perception of their competence after the teaching practice. Our previous researches revealed that the co-operating teachers (CTs) would like to have more updated knowledge of education theories, teaching strategies, observation and communication skills so as to enhance the learning of the student-teachers.
