This article analyses an assessment initiative known as the Basic Competency Assessment (BCA) in Hong Kong using Bernstein's performance and competence models of pedagogic practice. On the one hand, BCA is aligned with a competence model through its official projection as a low-stakes, student-focussed and formative assessment. However, an examination of the public perception of and context for BCA reveals its high-stakes, disciplines-centred and summative nature; it is argued that BCA reflects a performance model with strong classification, strong framing and visible pedagogies. The example of Hong Kong illustrates the usefulness of Bernstein's theory and extends the existing research on the interactions between local culture and pedagogic practices.

The initiatives for educational effectiveness experienced 3 waves of movements. Each wave had its own paradigm in conceptualizing the nature of education and its effectiveness and formulating related initiatives for improvement of educational practice in the classroom. This article aims to discuss how the conceptualization and characteristics of the effective classroom are changed with the paradigm shift from the traditional site-bounded paradigm toward the new Contextualized Multiple Intelligences (CMI)-triplization paradigm. With the support of empirical data, the profiles of effective and ineffective classrooms in the 1st and 3rd waves are mapped and discussed, and some implications are drawn for research and development of a new type of classroom effectiveness.

After sketching in the background for conversation generally about theoretical and methodological issues in comparative education and more specifically about its historical dimension, the author seeks to identify theories that, despite widespread eclecticism and even support for atheoretical standpoints, appear influential, together with characteristic forms of historical analysis. With these preliminaries as a basis, he analyses strategies for clarifying the historical dimension. This leads him to focus both on the units/levels of comparison and on three structures that can be used for this purpose: the familiar (narrative) forms of diachronic analysis, the more in-depth approaches opened up by synchronic analysis, and hybrid forms. The article also recognizes and explores problems associated with the use of the historical dimension, emphasizing those related to sources, interpretation, and periodization, while illustrating these problems and their possible solutions with specific examples from Hong Kong and elsewhere in the world. The article concludes by reaffirming the importance of the historical dimension of comparative education.

The Hong Kong government, in common with many others around the world, has experienced major difficulties in implementing educational reforms. The nature of the constraints on implementation, however, have differed significantly between the pre- and post-1997 periods. During the transition to Chinese sovereignty, the colonial government sought to avoid friction with teachers and pressure groups which might have resulted from determined efforts to implement its reforms. Policy, consequently, was usually symbolic and often remained at the level of rhetoric. The post-1997 government has shown more intent to bring about change but has been hampered both by an inherited culture of inertia and cynicism towards reform and by the dysfunctions of a disarticulated political system which have led to problems of co-ordination and a loss of capacity. The article analyses the relationship between educational reform and the changing political system and concludes that reform remains an elusive objective.
