Purpose: Despite growing recognition of the importance of cross-system collaboration, there remains limited scholarship on policies promoting cross-system school partnerships. This paper examines an underexplored policy initiative—the Sister School Scheme—implemented between schools in Hong Kong and Chinese mainland since 2004. We trace the development trajectory of this initiative and analyze its implications for cross-border educational collaboration. Design/Approach/Methods: The study primarily relies on official policy documents issued by national, provincial, and local governments between 2004 and 2023, as well as speeches by politicians reported in media sources. Data analysis involved a comprehensive review and comparison of these texts to identify patterns, recurring themes, and discursive shifts over time. Findings: This preliminary analysis reveals that, since the Scheme's launch, its scope and focus have been significantly shaped by major social events occurring at critical historical junctures. In addition, the policy has served as a strategic tool to foster cross-border educational exchange and collaboration between schools in Hong Kong and Chinese mainland. Originality/Value: This study contributes original insights by offering the first longitudinal policy analysis of the Sister School Scheme, a relatively overlooked initiative in cross-border education research. It adds value by uncovering how educational policy evolves in response to broader social dynamics, and by shedding light on the role of school partnerships in fostering cross-system collaboration. Copyright © 2025 The Author(s).

Education reform efforts stemming from the Programme in International Student Achievement have strengthened in recent years, particularly in response to the growth of global references societies -- high achieving educational jurisdictions such as Finland, Hong Kong-China, and more recently Estonia and Singapore. Despite political rhetoric, evidence-based policy development associated with this international benchmark measure is rarely, if ever, a neutral enterprise that is guided by the best available evidence. Indeed, political discourse and policy framing surrounding PISA often results in the selective use of results to justify contested policy reforms. Brief cases from Japan, Sweden, and Canada illustrate how national policies have been adopted that are not grounded, and may even run counter, to research findings. The discussion examines the politicization of PISA and its symbolic role in adding legitimacy to education reform agendas. Collectively, the analysis offers an alternative perspective to the popular notion that PISA guides evidence-based decision-making. Copyright ©2024 SAGE Publications.

Globalisation has significantly influenced preschool education around the world, including Hong Kong, where the official curriculum framework has recently integrated the Western notion of creativity as part of arts education, forming a new learning area: Arts and Creativity. The purpose of this study was to investigate how Hong Kong preschool stakeholders perceived Arts and Creativity and its viability in practice. We interviewed 20 teachers, 10 principals, and 20 teacher educators specialising in arts education (N = 50). Descriptive statistics and thematic analysis were used. Findings showed that Hong Kong preschool stakeholders: (1) perceived most Western pedagogical characteristics as important but not fully viable in the local context; (2) expressed that children’s arts creativity is fostered from a low/null to a moderate extent, due to constraints such as parental demands, time, and resources; (3) suggested strategies to maximise children’s arts creativity focusing on curricular amendments, parental education, teacher preparation, and societal changes at large. We conclude that Arts and Creativity is not perceived to be implemented in accordance to the official curriculum framework. The study reveals the need to ‘glocalize’ this learning area in the Hong Kong context. In many societies, policy-makers have formulated different policies to strengthen moral development, character attributes and/or citizenship for young people. In this review, we examined the related education policies in the Asian (Hong Kong, Taiwan, and Singapore) and Western (the United Kingdom and the United States) contexts and compared them in terms of their aims, core values, strategy, lesson time, evaluation, curriculum materials, and teacher training. With particular reference to Hong Kong, the review shows that there are many challenges for the "moral and citizenship" education. These include a lack of theory and research based policy development, stagnant progress in the past two decades, blurred concepts in the related policies, weak emphasis on related education in schools, problems of the "penetrative" approach, lack of validated and standard curriculum materials, problems in implementation strategies and tactics, and unsystematic evaluation. This introductory article for the special issue of “The International Journal of Diversity in Education” weaves the research interests and histories of members of the local organizing committee for the Fifteenth International Conference on Diversity in Organizations, Communities & Nations held at the University of Hong Kong (HKU) in July 2015. These members share a common research context—diversity and education in Hong Kong and the article aims to reflect that, although from diverse disciplinary backgrounds and concerns with different sectors and approaches to education, our collective interest centers on education and social justice in Hong Kong. Issues explored in K-12 schooling range across: inclusive education, Chinese language support for special education needs children and non-Chinese speaking (NCS) learners, and multicultural education. Issues explored in higher education focus on the academic workforce in Hong Kong, both in terms of internationalization policy and academic mobility in professional education, and with regard to gender equity and the role of women in the academy. In this article, factors contributing to the poor perceptions and inferior status of vocational education in Hong Kong are discussed. Critical discourse analysis (CDA) is employed as the methodology in examining the discursive construction of vocational education in the policy context. A total of five policy documents published between 1970 and 2015 are included. Our findings show that the socioeconomic transformation of Hong Kong in recent decades, massification of higher education, and cultural factors such as parental expectations are pertinent to the stigmatization observed in vocational education. This article discusses the implications from the findings and concludes with possible solutions for the future development of vocational education in Hong Kong under the novel vocational and professional education and training (VPET) initiative launched by the government.

From the Americas to Asia, neoliberal policy restructuring continues to present major challenges to educational equity. In Hong Kong, teacher educators grapple with training students in pedagogy they believe in, versus the daily status quo of high-stakes exam prep, privatized "shadow education," and a system seemingly pushed to the brink of neoliberal social efficiency. Indeed, in recent years, Hong Kong has recorded top rankings on the Trends in International Mathematics and Science Study and the Programme for International Student Assessment, along with record-setting protests and student suicides. Like in the USA, neoliberalization of teacher education in Hong Kong has proffered dilemmas of standardized curricula, evaluation, and licensure, often under the guise of "21st century skills and technology." Both regions also face perpetual threats of being under- or de-funded, based on "data-driven" decision-making and leadership that are supposedly more accountable and efficient. Unsurprisingly, neoliberal policies and practices have often exacerbated inequities in teaching and learning, especially for communities labelled as minority or working-class. Within traditions of critical pedagogy, this article's authors engage in a discussion on how educators and students are navigating the neoliberal behemoth and developing more inclusive spaces across local contexts of language, class, and culture. Based on the authors' research in the Americas and Greater China, this article interrogates some of the junctures and ruptures of neoliberal education in Hong Kong, long-held as bridge between "East" and "West." The article draws from the first author Benji Chang's action research projects with pre-and in-service teachers in the region, which examines how they are critiquing and challenging dominant discourses of neoliberalism (e.g., positivism, standardization, and market-economy), and what brings hope. This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme ('Voucher Scheme') introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties: orientation and time. Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, and time is related to focus on the present versus the future. The paper subsequently presents the data related to these properties and reflects on the intricate dynamic of parents' school choice decisions under the Voucher Scheme.

This article presents an overview of language policy in Hong Kong education during the colonial and post-colonial periods. The article is divided into three main sections. The first section outlines the sociolinguistic background of Hong Kong, including the demographic trends that have been crucial in determining the course of educational development in the city in the past 170 years. The second section offers an overview of language policies and practices during the colonial era (1842-1997). This section is divided into the two distinct phases which characterised education under the British; namely, (1) the period between the 1840s and the 1960s, during which English-medium secondary education was the preserve of the elite in society, and (2) the years between the 1970s and 1997, during which the majority of students in each age cohort attended schools in which English was the official medium of instruction. The third section examines developments in language policy since the handover, focusing on the promotion and subsequent fine-tuning of a controversial policy to promote Chinese-medium instruction at secondary level.
