Asia as Method, in decolonial thinking, endorses the value of local knowledge while concurrently recognizing colonial and global knowledges' ongoing influence and potential value in knowledge production. The author takes such a decolonial approach to examine how actors interact in translating the Fine-tuning Medium of Instruction Policy in a Hong Kong school. To grasp the nuances of actor interaction, the Cantonese term mohap (wearing in) is employed. Three concepts from distinct traditions are used to explain mohap: meritocracy, harmony and agency. This study examines actors' mohap process through three stages: How actors perceive the government guidelines, form the school-based policy, and develop the school-based policy. The findings show that actors' mohap in the local context entails the meritocracy ideology, sought-after harmony, and actor agency. The extant literature on parental involvement in the university choice process sheds light on the positive impact of parents' social capital on enrolment. Little research captures the complex dynamics of parental social capital that might within certain sociocultural and economic contexts compound the effects on university choice and access. This study contributes insight to address this gap, from the context of Hong Kong. It administered a questionnaire survey to 139 students and examined the role of parental social capital in students' university aspirations. Moderated multiple regression analysis and simple slope analysis revealed that parent-student involvement – a main composite of parental social capital – weakened rather than strengthened the effect of parents' cultural capital on the students' educational aspirations. This study cautions us against a context-independent stance towards the value of parental social capital and warrants future research and policy work on how to optimise parental involvement in education. This paper draws on ‘diaspora at home’, a concept that encapsulates the unique dynamics between Hong Kong and mainland China, as an analytical tool to explore the cross-border experiences of 23 Hong Kong students at 11 universities in mainland China. It empirically ascertains how the made and imposed claims and identifications of these Hong Kong students resulted in inclusion and exclusion as their interactions with their mainland peers and institutions deepened. Specifically, it highlights how their ‘diaspora at home’ status offered exclusive access to privileged higher education opportunities, preferential treatments and opportunities for upward social mobility. Meanwhile, such a status also resulted in an overwhelming sense of political liability as they unwittingly became ‘political tokens’ and suspected political subjects amid the increasingly tense political atmosphere between mainland China and Hong Kong. This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme ('Voucher Scheme') introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties: orientation and time. Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, and time is related to focus on the present versus the future. The paper subsequently presents the data related to these properties and reflects on the intricate dynamic of parents' school choice decisions under the Voucher Scheme.

After World War II the Singapore government, wishing to blend the island's several ethnic communities into a national whole, endeavored to replace Chinese schools, which imparted students with cultural-linguistic traits sharply different from those promoted in other schools. This policy, nevertheless, elicited tough resistance from Singapore's ethnic Chinese population. The government, finally, was forced to recognize Chinese schools as a discrete and integral section within the educational system. This approach reduced the tension between the government and the Chinese masses. However, it allowed Chinese schools continue to produce social fragmentation and slowed state formation. In contrast, although the government of Hong Kong had never aimed to replace Chinese schools, many of its policies unintentionally Sinicized non-Chinese schools and blurred the cultural distinctiveness of Chinese institutions; this, consequently, prevented Chinese schools from becoming a catalyst of social disintegration and helped consolidate state domination. This study suggests the connection between state formation and the educational system is reciprocal and interactive. It also urges scholars to pay more attention to the unintended consequences of state intervention when examining state formation and education.

Not long after the political transition in 1997, Hong Kong witnessed a spate of top-down education reforms that had been conceived within the neoliberal ideology of economic globalisation. Neoliberalism is particularly pervasive here, because of the underdevelopment of representative politics and of critical, social democratic discourse in society. This article examines how education has been shortchanged by these reforms that dovetail with various processes arising from neoliberalism. These processes include privatisation, managerialism and performativity within the schools, as well as standardisation and surveillance in the curriculum. While teachers experience subjection to a new form of governmental discipline, society as a whole suffers from increasing polarisation in education provision. The reinvention of a humanist education agenda is urgently called for but, unfortunately, this is fraught with great difficulties.

Following the resumption of Chinese sovereignty in 1997, the Hong Kong Government has introduced a new national education project which aims at building nationalism and patriotism. With an active involvement of the state and civil society in promoting national education in recent years, there have been certain drastic changes in the school system - reforms in the curriculum with more weight to national identity and China's topics, more nationalistic or patriotic extra-curricular activities and rituals, and more training for teachers to conduct national education. Informed by a Gramscian notion of hegemony, this paper analyses the advent of and struggles over the national education policy and illustrates the collaboration and contests among various groups in the nation-building project - with the controversies over display of the national flag and liberal studies curriculum as examples.
