The Hong Kong Early Child Development Scale (HKECDS) is a tool for assessing holistic early child development in preschoolers aged from three to six years. The original version of the scale, HKECDS, was updated in 2019 (HKECDS-2) to reflect the contemporary context and local curricular expectations. Children (n = 144) from three kindergartens in Hong Kong completed the HKECDS-2 in individual sessions. Rasch model analysis and expert discussions resulted in a short version of the scale (HKECDS-3) with 50 items in nine domains. The domains are Personal and self-care (4 items), Language development (7 items), Pre-academic learning (10 items), Cognitive development (6 items), Gross motor (4 items), Fine motor (2 items), Health and safety (5 items), Moral development (6 items), and Society and environment (6 items). This article investigates the variety of factors that hinder the implementation of play (as defined by western scholars) in Asian preschools. Drawing on the theoretical frameworks of policy borrowing, enactment and glocalisation, we analyse three jurisdictions that illustrate distinctive problematics: India, Mainland China and Hong Kong. The methodology involves a bibliographic review. Each jurisdiction is presented as a narrative portrait, including key sociocultural characteristics, features of early childhood education system, role of play in government policies, and teachers’ beliefs and practices pertaining to play. The findings show that the distinctive factors hindering play relate to societal mindsets in India, a lack of curriculum clarity in China, and structural factors and parental pressures in Hong Kong. Common hurdles include a high societal emphasis on academic learning, lack of information on how play should contribute to achieve curriculum outcomes, and insufficient teacher preparation. The authors show that play is neither adequately defined nor justified in some Asian policy frameworks, and argue that play might not be viable in certain preschools (especially in half-day programmes). An alternative glocal notion is proposed – child-led activities – which would be less conceptually problematic and more culturally appropriate. Research Findings: This study investigated the relationship between the use of digital devices (DD) by preschool children in Hong Kong and their early development. The moderating role of family socioeconomic status (SES) was also examined. A total of 877 Chinese Hong Kong children aged 3–5 years old from 18 kindergartens and their parents participated in this study. The parents reported their children's DD use, including whether they used DD, the daily time spent using DD, what they used DD for, and the situations in which they used DD. The Hong Kong Early Child Development Scales and Movement Assessment Battery for Children were used to understand these children's development in various domains. The results showed that 74.54% of the children had experience using DD. Use of DD and time spent using DD were found to negatively predict children's performance on General Knowledge, Fine Motor Skills, and Gross Motor Skills. Watching cartoons was found to negatively predict children's performance on Early Academic Achievement, General Knowledge, and Fine Motor Skills. Children's DD use before bedtime or on request also had a negative relationship with their performance on Fine Motor Skills. Moreover, SES had a significant moderating effect on the relationship between children's use of DD before bed and their performance on General Knowledge. Practice or Policy: These findings suggest that parents reduce the time and frequency of their children's DD use, monitor their DD activities, and prevent them from using DD before bedtime. Guided by the Boundary Activity based Learning (BABL) principle, mobile technology-supported inquiry learning activities were implemented in a primary four science class in Hong Kong. An exploratory study was conducted to examine the effects of the BABL guided inquiry activities on students' learning performance and to explore how the key element, the boundary object, operated in different learning spaces. In the study, mixed research methods were used to evaluate students' conceptual understanding and their engagement in and attitudes toward BABL activities. The reciprocal interactions of students' cognition were qualitatively analyzed in terms of the forms and functions of boundary objects in the BABL environment. The results showed that students made significant improvements in conceptual understanding and were engaged in BABL activities. The study also revealed that the generation of abstract boundary objects, together with physical boundary objects, promoted students' learning and thinking as they shuttled between the classroom and the outside. This research contributes to informing educators about how to design and implement technology-supported teaching and learning through the use of boundary objects in crossing learning contexts. This study examined early development of cool and hot self-regulation and how they were related to Chinese preschoolers' early achievement. A total of 951 children (448 girls) aged three to five in Hong Kong participated in this study. Children's self-regulation was assessed with a battery of five tasks tapping either cool or hot self-regulation; early child development was assessed with items selected from the Hong Kong Early Child Development Scales. Mothers reported children's behaviors according to items selected from the Strengths and Difficulties Questionnaire to understand children's emotional and behavior problems. The results identified a complex relationship between cool and hot self-regulation and cool and hot self-regulation were also found to predict children's achievement differently. These findings suggest the unique role of cool and hot self-regulation in early years and the importance of integrating both the cool and hot aspects of self-regulation in the research and practice arenas. Early childhood education (ECE) in the Hong Kong Special Administrative Region entered an exciting and challenging phase after the handover of sovereignty from Britain to China in July 1997. The Government began to play a more proactive role in promoting the development of high-quality preschool education in the private sector by providing financial assistance to parents, upgrading teachers’ qualifications, and promoting quality learning environments. This chapter examines developments in early ECE in Hong Kong from a historical perspective. Policy changes that have impacted ECE, challenges in the pursuit of high quality, and opportunities for enhancing the provision of ECE are discussed.

This book provides an up-to-date account of relevant early childhood policy and practice in five Chinese societies: the People's Republic of China or Mainland China, Hong Kong, Macao, Singapore, and Taiwan. It analyses how traditional Chinese values, Eastern and Western curricular approaches, and socio-political, economic, cultural and demographic changes influence current policies, services and practice. It addresses responses to global concerns about the excluded and disadvantaged, and about quality, and explains lessons from and for Chinese early childhood education. This book is the first English-language research-based review of early childhood education and the factors that affect it in different Chinese societies. It is particularly timely given the increased recognition of the importance of early childhood education for human capital development globally, and the international interest in understanding early education in Chinese societies.

In recent years, the Government of the Hong Kong SAR has allocated considerably more attention and resources to pre-primary education. This chapter considers how these changes at the policy and pedagogy levels are shaping the learning experiences of young children in Hong Kong. It will focus on the impact of the following four broad policy changes initiated in the last decade: the implementation of the Guide to the Pre-primary curriculum; the adoption of the biliterate and trilingual language policy; the enactment of a new quality assurance process; and the introduction of the Pre-primary Education Voucher Scheme (PEVS). It was assumed that the implementation of these policies would enhance the preschool and home learning experiences of young children. However, after one decade of implementation of these measures, studies have shown that: (1) preschool teachers still encounter difficulties in implementing child-centred teaching approaches and are likely to continue to adopt teacher-directed instruction or product-oriented pedagogy; (2) there are problems associated with the implementation of the trilingual language policy; (3) there are still wide variations in preschool quality despite the new quality assurance processes; and (4) the PEVS has resulted in some middle-families using the extra disposable income to enrol their children in additional academic classes rather than more play-based extra-curricular activities. Against the background of these research findings, this chapter argues that the changing role of the State, teacher characteristics and traditional Chinese beliefs should be adequately considered for an understanding of the early learning experiences of young Chinese learners in Hong Kong. Preschool education in Hong Kong has not necessarily become more child-centred as teachers have difficulties implementing developmentally appropriate teaching. On the other hand, the government has allocated more resources in enhancing the quality of early childhood

The Chinese number system is believed to aid Chinese children in learning mathematics, which may help to explain the differences in mathematics performance between English-speaking and Chinese-speaking children. This chapter discusses Hong Kong Chinese preschool children’s mathematics learning and pre-primary and primary transition from the perspective of language and culture. Hong Kong preschool children have been found to perform better in mathematics compared with their English-speaking peers. Although the Chinese number naming system helps to explain the children’s better performance in learning individual mathematics concepts, this is insufficient in itself to account for the children’s performance. Other factors, such as classroom instruction and cultural beliefs about mathematics learning, may also have an important influence on children’s mathematics performance. Further studies involving teachers have shown that there is top-down pressure for Hong Kong preschools to adopt an academically focused curriculum. The Chinese cultural aspiration for academic success and the quest for a smooth pre-primary and primary transition have led to the use of the traditional drill-and-practice approach for teaching particular advanced mathematics concepts in Hong Kong preschools. The implications of this for early childhood mathematics teaching are discussed.
