School-based approach is a major attempt of education reforms to enhance and improve school performance and to meet the high demand of quality education in the society (Caldwell & Spinks, 2013; Cheng, 2015; Griffin, McGaw & Care, 2012). Curriculum reform with a school-based approach offers schools and teachers with high professional autonomy and technical flexibility to develop school-based curriculum and pedagogies to better fit the needs of students in the context (Harris, 2003). Although the initiatives of Hong Kong school-based curriculum development in the last decade have produced some successful outcomes (Cheung & Wong, 2011; Yuen, Cheung & Wong, 2012), there have been some challenges worth for further investigation (Cheng, 2014; Lee, 2014). Through reviewing the Hong Kong experiences and related international evidence, this paper has identified the key challenges and difficulties to the curriculum reform in a school-based approach in three aspects. In the intellectual aspects, since there was lack of professional input in developing a strong knowledge base for curriculum development, most school-based curriculum initiatives or innovations were too piecemeal, fragmented and thin. In the structural aspects, as many teachers wasted a lot of time to “re-invent a wheel” or “scratch from beginning in developing school-based curriculum, they did not have sufficient time and energy to be effective in teaching and helping students. Culturally, the reliance on the school management to steer the school-based reforms would create potential conflicts between the senior management and teachers if leaders were not well prepared to do it and change the culture. A cooperative platform integrating central bureaucracy intelligence and school-based initiatives is thus suggested to enhance a balanced development in the future (Cheng, 2005). International implications will be discussed.

Schools in socioeconomically disadvantaged contexts have gained increasing policy and research attentions in western countries (Muijs, Harris, Chapman, Stoll & Russ, 2004), but this still an under-researched area in Hong Kong. Previous local research on schools and principals that showed academic success (e.g., Darren, Walker & Ko, 2014) may overlook schools that may show strengths in non-academic areas. Mixing data and analysis from different research projects can enrich research findings in schools in similar challenging contexts but differed in areas of school improvement (medium of instruction vs career education). For example, this paper reports findings of two schools in the same catchment area, but in different academic bands (Band One vs Band Three). Comparing the current results with the conclusions on school improvement in socioeconomically disadvantaged areas reported by Muijs and colleagues (2004), we find that leaders in the two case schools tended to be more transformational than instructional and looked for strategies and approaches that might assist their schools. They would recruit from the existing staff, empower them to enrich existing work with new meanings in their contexts. For example, in the Band One school, the principal communicated their academic focus on English as a vision and mission for the school to achieve the EMI status that would allow them to use English as a medium of instruction for all subjects other than Chinese Language and Chinese History. In contrast, the principal of the Band Three school soon identified that their mission was to set up goal orientations for students at different year levels through career life planning. Both principals had made the school improvement sustainable by maintained the improvement with a strategic and operational focus that was compatible with the wider structural and cultural reform agendas. Purpose – Over the past decade, studies of school leadership effects have increasingly aimed at identifying and validating the paths through which principal leadership impacts key teaching and learning processes in schools. A recent meta-analysis by Robinson and colleagues identified principal practices that shape teacher professional development experiences in schools as the highest impact path used by instructional leaders. The purpose of this paper is to examine relationships between principal leadership, dimensions of school capacity, and teacher professional learning in 32 Hong Kong primary schools. Design/methodology/approach – The study employed a cross-sectional research design and quantitative methods to analyze teacher perceptions of principal leadership and key school conditions. The research employed hierarchical linear regression analysis to explore survey data collected from a sample of 970 teachers. The surveys covered a range of principal leadership and school capacity dimensions, as well as a measure of teacher professional learning. Findings – Results indicated that multiple dimensions of principal leadership made significant contributions to both school capacity and teacher professional learning. The presence of cooperation, trust, communication, support for students, and alignment, coherence, and structure in schools also affected teacher professional learning. Research limitations/implications – These findings contribute to the global discourse on leadership for learning. The study addresses the need established by multiple scholars (e.g. Leithwood, Hallinger, Heck, Robinson, Witziers) for research that further illuminates “paths” and “intermediate targets” through which leadership impacts teaching and learning. The findings elaborate on the means by which leadership can enhance school capacities that directly impact teacher classroom practice and student learning. This article reports the findings of a study conducted in an elementary school in 2007–2008. The design-based study, which is a replication of another study conducted in 2003–2005, analysed the influence of different leadership styles on teacher communication networks. Two curriculum development teams, namely English and General Studies teams, were set up to help in curriculum innovation, design and implementation in classrooms. Participating teachers conducted reflection meetings to evaluate the effectiveness of the implemented curriculum and discuss measures for improvement. Teacher interviews were conducted before and after each cycle of curriculum innovation. Meetings were videotaped. This study analyses the videotaped meetings through quantitative and qualitative approaches, and aims to show the effects of leadership styles and power on communication networking systems of the two teams. Results show that two modes of communication networking systems are prevalent in the videotaped meetings: restricted and extended modes. These two modes have different effects on space for teacher learning. The extended mode allows more space for teacher participation and reflection, whereas the restricted mode restricts teacher access to active participation. An effective leadership programme enhances the capacities of participants, creates conditions that allow the emergence of extended mode in meetings and provides guidance towards the realization of innovations.

One proposed initiative of the Hong Kong Government is maintaining the city's competitiveness and strategies by cultivating the creativity of her people. Thus, understanding the economic outputs generated by people's creativity, and the structural and environmental conditions that allow people to remain creative is important. This paper examines the concept of creativity and the two main forms of creativity cultivation in schools. Based on interviews with teachers of a local secondary school excelled in drama education, the contributions of a whole-school approach, internal support and opportunities, and capital resources to creative education in school are explored. Finally, a stronger emphasis on creativity education in extra-curricular activities, and vocational education and training is proposed, especially for students of lower academic achievements and those from backgrounds of lower socioeconomic status.
