Drawing on the empirical data of the Learning Study projects conducted in primary and secondary schools in Hong Kong since 2000, this paper discusses the relationship between teacher act and the improvement of students' learning. This paper argues that students' perception of the object of learning depends on how they experience the pattern of variation created by the teacher during the teaching act. "What varies" and "what remains invariant" both matter. Thus teaching should be a conscious structuring act, where teachers actively construct the learning experiences for the students so that they can experience appropriate variations in the object of learning, in order to bring about the intended discernment and learning.

Among the various approaches that can be used to try to bring about changes in educational initiatives, the main strategies have been broadly classified into three types; those that center on problem solving processes, conceptual changes, and the power and authority of some agents over others (Morris 1996). In a highly centralized educational system such as Hong Kong, the change strategies employed in curriculum initiatives have always been associated with the third. Curriculum renewal tends to be imposed on teachers from the top such as the Education Department. Teachers as one of the major participants in the curriculum development process are rarely involved in the planning and decision-making.
This paper describes phase one of a one-year school-based teacher development initiative in which English teachers of a primary school take the initiative in making changes to their existing curriculum with on-site support from a team of teacher educators. This teacher development project aims at adopting a problem-solving and interactive approach to teacher change in curriculum initiative. It also attempts to explore the roles of teachers and teacher educators in the process of collaboration. It intends to seek the interface between theory and practice in the local educational context, in particular in empowering teachers through mutual communication, negotiation, consultation, rather than top-down persuasion.
This paper also reports the preliminary findings from the qualitative data collected and discusses implications in relation to interactive curriculum change strategies, the interface between theory and practice, and the roles of teachers and teacher educators in a collaborative project.

This paper discusses an initiative that utilised a combination of "Project based Learning" and a"Learning with Technology" approach. Project based learning emphasises group work and knowledge construction whereas learning with technology emphasises using technology as a tool to promote thinking. A Digital Video (DV) Camp project was organised at the Hong Kong Institute of Education with twenty teacher education students to explore how technology could enhance meaningful learning in a project based learning environment. The objective of the project was to investigate how students could learn with Digital Video technology through collaborative project based learning activities. The paper discusses how students utilised DV technology in small groups to produce two DV outputs – a one minute introduction of their group members and a three minute DV on a specific topic. Student feedback and evaluation was positive in relation to the approach and feedback was used to reorganise another DV camp in the subsequent year. Implications for the approach are discussed.

The research reported in this paper used the Online Learning Environment Survey (OLES) as a tool to evaluate e-learning environments. Data gathered from university classes in Hong Kong using blended e-learning were used to illustrate the value of OLES in helping educators reflect on the online learning environment provided for students. Comments from interviews were used to verify the data gathered online. OLES was found to be a valuable instrument for gathering data to help educators reflect on what had worked or what might be improved in their classes. These educators were also able to see the extent to which the actual experiences of students in the module matched their preferred online learning environment.

Monitoring the use of web technology in teaching and learning activities at an institutional level can provide universities with valuable data to guide policy decision-making for eLearning support services. Like many other universities, The Chinese University of Hong Kong has centralized support to teachers and students through the provision of eLearning platforms, and training and educational advice on eLearning strategies. The paper examines how the logs kept in the centralized platforms support the University in monitoring eLearning at an institutional level. The logs provide information on three common areas of interest concerning web use: its popularity, nature of use and the engagement of the participants. The paper also illustrates, with data from the University, the analysis and reporting that can be done with the logs to enrich our understanding of the University's eLearning in these three areas.
