港澳兩地的公民教育事關“一國兩制”戰略方針，對增強學生的國家觀念與歸屬感有關鍵作用。分別將港澳地區的公民教育課程改革歷程劃分為5個階段，並從政策背景、主體、願景、內容與實施效果幾個層面進行探討。對比分析港澳公民教育課程改革，發現回歸前兩地均實行非政治公民教育；回歸前後兩地均開展公民政治教育；2002年後香港公民教育名實相悖，而澳門地區持續深化愛國主義教育。最後，發掘港澳公民教育存異的原因與課程領導權、學校落實、教師及教材相關。 Copyright © 2022 廣東省茂名市社會科學界聯合會.

In addition to enabling students to gain knowledge, education aims to make them competent, confident, and enthusiastic learners. Using TIMSS 2019 data from eighth graders in mathematics classrooms in Hong Kong (N = 1146) and England (N = 1981), this study explored the relevance of classroom management and instructional clarity to students' mathematics self-concept and value, academic emotions (i.e., enjoyment and boredom) and mathematics achievement by using a latent multi-group SEM analysis. The findings corroborated the controlvalue theory and indicated that classroom management was not always beneficial to the increase of students' enjoyment and achievement in Hong Kong, but the favorable effects of classroom management on academic emotions and achievement were observed in England. Additionally, instructional clarity has been demonstrated to improve students' enjoyment and achievement in mathematics while reducing boredom in both groups, with the advantage being greater in Hong Kong classrooms. Situated in Hong Kong's considerably limited discourse on sexuality, this paper aims to examine how introducing the topic of masturbation into our college's gender-and sexuality-related course created pedagogical conundrums (in the words of Kathleen Quinlivan). We discuss how attempts to confront these conundrums enabled us to begin the journey of understanding and breakthe silence about having sexual desire discussed in the classroom and written assignments. Drawing on our earlier classroom discussion of sexual topics, which resulted in moments of silence, and the written assignments of 10 students on the topic of masturbation, this paper borrows Quinlivan's discussion of the possibilities in 'uncomfortable analytic reflexivity' to explore how education can be a highly contested space carved out by students to express, both 'silently' and 'openly', their perceptions of masturbation. Classrooms can be flipped to discover the cracks that allow the journey towards breaking the silence to begin and to provide space for students to discuss sexual desires and pleasures that were previously deemed negative and unspeakable in their previous classroom experience. Remembering and reflecting on such silence can allow it to be reconceptualised as illuminating and meaningful. Copyright © 2022 Routledge.

With the increasing interest in entrepreneurship education within engineering education, there are questions on what engineering entrepreneurship education should include. As engineering entrepreneurship education aims to foster entrepreneurial individuals who will contribute to knowledge-based societies and economic growth, student perspectives are crucial. This study assessed first and final year engineering students' perceptions on entrepreneurship education in a university in Hong Kong, identifying important competencies as learning outcomes and motivating and deterring factors for students to pursue entrepreneurship as a career. Findings offer implications for curriculum design and educational practices, particularly on formally offering entrepreneurship education in the engineering discipline, involving competencies development in educational practices and developing opportunities addressing students' factors of motivation and deterrence. In the face of the rising tension between Hong Kong and mainland China, Hong Kong's Chief Executive Carrie Lam blamed the city's education system for its inability to develop a sense of 'I am Chinese' national identity and vowed to step up 'national education' from preschool. This article explores how 188 young preschool teachers perceived their national identity and viewed the applicability of national education in Hong Kong preschools. Data were collected using both quantitative and qualitative measures. The findings showed that even though the participants strongly resisted their Chinese identity, they agreed that national education could be introduced in preschools if it would be rendered rational and apolitical. Nevertheless, they suspected that the administration's motive behind national education was political indoctrination. They also noted several pedagogical difficulties. Finally, the implications are discussed against the changing socio-political context, serving as lessons for local and international readers. Copyright © 2022 Routledge.

Purpose>This paper aims to examine how Hong Kong universities have responded to a newly included assessment element of socio-economic impact in a government-implemented research evaluation system – Research Assessment Exercise (RAE) 2020 – within the context of tightening audits and forceful knowledge economy objectives.Design/methodology/approach>This paper reports an institutional case study of the institutional-level response to the RAE 2020 impact requirement at a top-ranked comprehensive university in Hong Kong. A qualitative inquiry approach was adopted. The data sources mainly include university documents related to the RAE 2020 socio-economic impact policy, interview data with nine RAE-eligible academics at the case university, documents on the RAE exercises issued by the University Grants Committee (UGC) and field notes taken during the RAE information sessions.Findings>The institutionalisation process of the RAE socio-economic impact agenda could be considered as establishing an indicator-oriented reward and recognition regime for knowledge transfer and knowledge exchange (KT/KE). Overall, two major institutional strategies were identified in operating the RAE 2020 impact agenda at the case university: (1) launching various policy initiatives: driven by the RAE-defined socio-economic impact; (2) incorporating socio-economic impact into faculty evaluation: premised upon the 16 KT performance indicators laid down by the UGC.Originality/value>This article adds to the theoretical debate on the local reproduction of the global in studies of neoliberalism in higher education by describing a Hong Kong case study, supported by empirical data, of an actual university's responses to the newly included impact requirement in RAE 2020. The COVID‐19 pandemic has triggered an unexpected digital revolution, speeding up universities' digital transformation worldwide. It has brought heavy disruptions to travel and mobility worldwide, but it drives the opportunity for hosting region‐wide or even international academic exchanges through learning programs, workshops, and conferences via an alternative online mode. This study reports on a case study of a 1‐month online aviation learning program that engaged 108 university students from Mainland China and Hong Kong during the lockdown. At first, we first recruited students in Hong Kong; however, the program registration was unsatisfactory. This could be attributed to the students' perceived future aviation career prospects and readiness of emergent remote teaching during the pandemic. In the program, we designed an alternative blended learning approach to attract students to sustain their aviation learning. First, we transformed the activities from face‐to‐face (F2F) to online settings using digital technologies including flight simulation and virtual visits in a web‐conferencing environment. Second, we extended the reach of the event and attracted a larger audience in the neighbouring regions in Mainland China. It turned out that we could successfully recruit 108 students from 20 cities. In the end, students' interviews and motivational surveys indicated that this online learning experience could effectively enhance students' knowledge and motivational gain. Since the government has relaxed the policy of homeschooling, we organised two F2F meetings for students in Hong Kong to connect them together. This blended mode of teaching favoured the students in Hong Kong who showed a greater motivation than those in Mainland China. Furthermore, follow‐up interviews for teachers revealed how they invest in new technological equipment and knowledge to support the radical changes. We report on an action research study conducted by two mathematics teacher educators in the United Kingdom and Hong Kong. The project consisted of three phases, the first two taking place in our respective teacher education courses and a final phase in which prospective mathematics teachers from both locations engaged in dialogue through a speculative fiction task. Our aim was to explore how our prospective mathematics teachers can be supported in becoming mathematics teachers for sustainable futures by innovating our own mathematics teacher education curricula. This study suggests that generative methods which support teachers in speculating on paths to potential futures as teachers of mathematics, can provide access to how prospective teachers negotiate issues in relation to the climate crisis and ways in which they conceive of related changes in their practices. By identifying the aspects of mathematics teaching that are viewed by the prospective teachers as contingent, and through offering tasks that support an expansion of this view, teacher educators are better placed to support the development of teaching practices needed for sustainable futures. Purpose: This article explores the roles and the expertise of Hong Kong in the internationalization of public administration education.Design/methodology/approach: The methodology is based on the data of 5 internationalization initiatives of one Hong Kong university with its internationalization partners in Macau, Korea, Australia, Russia and Finland. The data obtained lasted for a period of 18 months, from September 2019 to March 2021.Findings: The finding of this study revealed that (1) there are 5 “pubtropolis roles” (roles of a public administration metropolis) of Hong Kong in the internationalization of public administration education in China, Asia, Asia-Pacific, Belt-and-Road and Europe. The findings also revealed that (2) Hong Kong served as a pubtropolis with its “5C” expertise in curriculum innovation, customized training, competence framework, competence assessment and comparative policy.Research limitations/implications: As the methodology of this article is based on the data of 5 internationalization initiatives of one Hong Kong university by one academia only, further studies can be conducted at department, faculty or university level for multiple academia.Practical implications: There are two practical implications: (1) The more the roles of a city, the broader the view in its internationalization of public administration initiatives; (2) Hong Kong could further tap on its expertise in “5C” in public administration: curriculum innovation, customized training, competence framework, competence assessment and comparative policy to exert its “geo-management” power.Social implications: This article argues that public services can be improved by the setting up of “Sabbatical Leave Scheme for Internationalization of Public Administration” by respective governments to sustain the impacts observed.Originality/valueIt is from the author's original work. This study, adopting the Foucauldian lenses of citizenship, investigates how a group of students understand the prevailing social discourses and how such understanding and perceptions influence students’ sense of citizenship and coping strategies. Drawing on in-depth individual interviews with 28 participants from six universities in Hong Kong, the findings suggest that multiple factors have impacts on the university students’ sense of citizenship, including the media as technologies to shape citizenship, the essentialized ideological differences as an apparatus of intervention to shape and act upon individuals, and the legitimacy and discordance of opinions among individuals within both physical and virtual communities. The participants were found to gradually develop an awareness of the discursive construction of the social. They were found to search for their sense of citizenship through (a) opting for one ideological stance and/or keeping silent to avoid being othered within the social discourses existing at the social, community, and family levels; (b) adopting different coping strategies when dealing with their confusion towards conflicting comments; or (c) developing news reading literacy and coming to the realization of the role media plays in discursively constructing new citizens and exercising influence over existing and potential members of communities. The implications of the findings for curriculum design and policy making to develop support measures to facilitate students’ positive learning and whole-person development are discussed.
