Beginning in the 1990s, the education departments of Hong Kong and Shanghai began to actively initiate reform with a focus on the quality of education. In reviewing the implementation of educational reform in these two societies, the authors found that Hong Kong teachers tended to only adopt those policies which they felt were beneficial for students' learning, whereas Shanghai teachers tended to conform more to the state's requirements. Teachers in Hong Kong strongly expressed their frustration over the intensification of their work, while teachers in Shanghai seldom expressed disagreement over the state initiatives. Concerning the meaning of teacher professionalism, teachers in Hong Kong were more able than their counterparts in Shanghai to develop their own interpretations. However, at the same time, teachers' work in Hong Kong was still being monitored by the emerging schooling market, while the work of Shanghai teachers was monitored by the state. Teachers' work in both societies can be interpreted as 'confined professionalism'. In addition, in both of the two societies teachers' awareness of their professionalism was comparatively weak. Further empowerment in this area is needed.

Donald Schon's theory of reflective learning (1983, 1987) has been the model of professional education for decades. Yet little research is done to examine the role of practitioners as part-time teachers in professional education in light of his ideas. This research investigated four programmes of professional education in Hong Kong: (a) a master degree in journalism, (b) a top-up degree in architecture, (c) a professional diploma in architecture, and (d) a higher diploma in visual communication (design). Interviews were conducted with teachers and students. The results confirm Schon's (1983, 1987) concepts about the experiential and artistic nature of professional education, in which coaching and mentoring in practicum are the most effective pedagogy. As development of Schon's theory, the role of practitioner-educators, in the use of professional experience and knowledge rather than textbook in helping students to develop reflective practice, is critical in bridging the gap between the academic and professional worlds. These findings indicated the importance of a restructuring of curriculum and pedagogy and the institutionalization of the role of practitioners as part-time teachers, in order to improve professional education.

Objective: The purpose of the study was to investigate the prevalence of voice disorders and associated risk factors among primary school teachers in Hong Kong.
Methods: A cross-sectional survey was conducted based on a random sample of 20 primary schools in Hong Kong. A total of 714 full-time primary school teachers were invited to participate in the survey. Data were collected through a self-administered questionnaire addressing the prevalence of voice disorders and potential risk factors. Stepwise logistic regression was used to assess the associations between voice disorders and the different risk factors.
Results: The response rate for the questionnaire was 69.7% (498/714). Among the teachers who responded, 348 (69.9%) had suffered from a voice disorder in the past 12 mo. Thirty-one teachers (8.9%) rated their voice disorders as minimal, 124 (35.6%) as mild, 151 (43.4%) as moderate, and 42 (12.1%) as severe. Of the 348 teachers reporting voice disorders, 215 (61.8%) had sought professional help for their voice problems. The univariate analyses showed that the factors significantly associated with voice disorders included talking quietly (p=0.018), using a microphone (p=0.002), speaking against background noise (p<0.001), consuming alcohol (p=0.027), and having a history of asthma (p=0.001), colds (p=0.012), sinusitis (p=0.039), or laryngitis (p<0.001). After adjusting for potential confounds, the significant risk factors included speaking against background noise (adjusted OR=1.8), alcohol consumption (adjusted OR=0.40), history of asthma (adjusted OR=3.3), or laryngitis (adjusted OR=4.2).
Conclusions: Approximately 70% of the sampled primary school teachers were affected by voice disorders. A substantial proportion of the effected teachers suffered both functional and psychological adverse effects. The findings indicate an urgent need for further investigation to identify the risk factors for voice disorders and to develop preventive strategies

This article presents information on 2 international educational effectiveness studies, one completed and the other ongoing. The 2nd study is, to a large degree, a reaction to a methodological problem encountered in the 1st study, the lack of an internationally valid instrument measuring teacher effectiveness. This article presents 4 reasons for conducting the 2nd study (International System for Teacher Observation and Feedback (ISTOF)) and then details the overall work plan for ISTOF-I (2004 - 2006) and ISTOF-II (2006 - 2007). The sample of 20 fully participating country teams in ISTOF is very diverse with representatives from nearly all geographic areas of the world (North and South America, Europe, Africa, Asia), many of which have never participated in teacher or school effectiveness research. This article summarizes progress made on the development of the ISTOF protocol, including the generation of components and indicators of teacher effectiveness. In many ways, the study is already a success, due to the diversity of the participating countries and their generation of major parts of the protocol during ISTOF-I. Nevertheless, this article concludes with a discussion of some of the major challenges that the research team will face as it begins ISTOF-II.
