本文旨在探討香港新高中通識教育科的校本課程由誰來決定。本研究在2010年的暑假進行，透過半結構性的訪談以探索不同中學發展通識課程所採取的策略。研究者發現校長在通識科的課程決策上佔主導地位，通識科主任才是正真的課程領導，而科任教師多扮演追隨者的角色。 This paper aims to explore the position of different stakeholders in the development of the New Senior Secondary curriculum of Liberal Studies. This research was conducted in the summer of 2010 to investigate the curriculum development strategies used by different schools. It is found that subject panel heads are the authentic curriculum leaders even though school principal is the core person who makes the final curriculum decisions in school. 科主任作為中層領導的角色，既要掌握管理能力，又要在學科專業知能有所增長，才能發揮學科領導的功能。如何培訓科主任，讓他們協助學校有效推動校本課程政策、帶領學科發展及促進教學效能？過往在這方面的討論較少，而香港語文科教師在獲委任當科主任前，大多沒有得到適當的培訓。本文擬通過一個支援科主任專業成長計劃的經驗，讓業界對小學中文科主任，尤其是新任的科主任的專業成長及其所需培訓重點有更清楚的了解。

背景： 香港教育局在2002/ 2003年開始在小學設置課程統籌主任職位，專職協助校長領導教師，推行課程改革。這計劃是華人社會乃至世界大部份國家的創舉。 目的： 本文以香港小學課程統籌主任為例，回顧課程領導在香港小學的發展，探析他們對學校發展和落實課程改革的影響、面對的困難和挑戰、及成功的經驗，並提出未來的發展方向。 評論： 課程統籌主任表示在執行職責時要扮演同儕、輔導員、倡導者、楷模和領導者等多種角色。研究進一步發現妨礙課程統籌主任工作的因素，可分為組織因素、校長和校內其他教師的支持與合作、學校整體推行改革的準備和個人限制。 總結：課程統籌主任在香港課程改革過程中發揮的作用漸見成效，更重要的是這計劃帶動了校內教師領導的發展，對學校整體發展有積極作用。不少研究都指出小學課程統籌主在履行職責時會遇到很多困難和挑戰，如何協助新任的小學課程統籌主任成功過渡為「合格」的課程領導，是急需解決的課題。文章總結了一些成功的條件，可以讓課程統籌主任和校長參考。

課程改革的成敗與教師專業發展有密切的關係。香港特別行政區政府已深明這個道理。然而，要作出怎樣的教師專業發展才能促使課程發展更有成效，則是有待解決的問題。本文以小學課程主任的培訓為例，說明為其設計的專業發展，仍有不足之處。首先，本文從香港課程發展的特色和過去課程改革成效的經驗，說明課程改革與教師專業發展有密切的關係；其次，從四個研究的成果說明課程主任的培訓課程仍有其不足；最後，提出一止改善建議的方向。

「小學統整課程示例計劃」是由香港教育學院資助進行的特殊計劃，旨在推動香港小學統整課程的發展。該計劃由專家評閱、課程實施、成果探討、分享交流及成果發表五個部分組成，並透過參與計劃的六所學校於2004年間推行小一至小六共六套的統整課程，獲取寶貴的實踐經驗以作交流及推廣。六套統整課程的主題包括：自然世界──生物放大鏡 (一年級)、熱與生活 (二年級)、購物樂 (三年級)、精明的消費者 (四年級)、傳染病 (五年代) 和中國偉人與我(六年級)。課程內容包括設計理念、概念圖、課程規劃和教學安排，旨在提供一個可行方案的初稿，供香港的學校和教師按照本身的校本條件，參考課程內容作出修訂、調動或增潤，並自行發展合適的校本課程。該計劃期望學校和教師能夠從實踐中獲取寶貴的經驗，進行檢討及改進，從而引導學生學會學習並作全人發展。 該計劃邀請來自六所參與學校的課程發展小組或課程發展主任，就統整課程的實施撰文分享經驗。本文透過下列三個重點，根據來自六所學校的課程領導者的見解作出討論、分析和建議：(一) 統整課程的設計：理念和特色、(二) 統整課程的實施：挑戰和成果、(三) 統整課程的檢討：總結和展望。

Background: The "Primary school curriculum leadership" scheme was first introduced to Hong Kong primary schools by the Education Bureau in year 2002/03. An additional teaching post which was known as Primary Schoolmaster/Schoolmistress (Curriculum Development) – or PSM(CD), had been created to help the school head to lead internal curriculum development in primary school. This scheme was considered to be a pioneering initiative in Hong Kong as well as the Chinese culture societies.
Aims: The paper reviews the curriculum leadership development in Hong Kong primary schools by examining the impacts of the work of PSM(CD) on internal curriculum development and school development in the context of curriculum reform, the challenges and difficulties faced by the PSM(CD)s in discharging their responsibilities, their successful experiences, and provides implications for future development.
Comments: PSM(CD)s claimed that to carry out their responsibilities, they needed to perform different roles such as co-worker, mentor, innovator, role model, and leader. Furthermore, the most important factors that would hinder their work were school organizational factors, supports of school heads and colleagues, readiness of the school as a whole for change, and personal limitations.
Conclusion: This paper argues while some achievements had been made since the introduction of the PSM(CD) scheme, it is also worth our attention to note that this scheme promoted teacher leadership development at the school sites, which eventually contributed positive impacts on whole school development. On the other hand, it is noted that PSM(CD)s would encounter many difficulties and challenges in discharging their duties. There is urgent need to find out solutions to help the newly appointed PSM(CD)s to develop their competences and become a "successful" curriculum leader. This paper also concludes the successful criteria of the work of PSDM(CD) which should be a useful reference for the

討論焦點：本文從四個研究的成果，說明課程統籌主任的培訓課程仍有其不足，並加以分析和建議。
論點：特區政府深明課程改革的成敗與教師專業發展有密切的關係。然而，以小學課程統籌主任的專業發展來看，其模式和內容仍與現實需要有些距離。提供清晰的改革方向、在現實情景中提供專業發展機會、以夥伴合作模式和照顧施行者的感受，都必須加以留意。
總結：專業發展課程設計若未能照顧前線教師的需要，則不單無助教師改革課程，反而只會增加教師的負擔。
Background: Since the academic year 2002-2003, HKSAR government established the curriculum masters (PSM(CD)) post in primary schools through three stages. By organizing short courses, workshops, school sharing and development day, professional development was provided to these masters showing the concern of government towards this establishment.
Focal point: From four pieces of empirical reseach, this paper showed the deficit of the professional development program and reflected on responses of participants.
Discussion: Though HKSAR government emphasized the importance of professional development of these curriculum masters, the content and mode of professional development program are falling short from teachers' needs. It is suggested that providing clear reform directions, supporting professional development in real situation, utilizing collaborative mode and concerning teachers' feeling should be awared when design a program.
Conclusion: If professional development program is not designed for the needs of participants, it will not help teachers in curriculum reform but increase their burden.

本文分析了兩所學校在發展初中綜合人文科課程時所面對的問題及其應對的領導策略。它們在校方及科組兩大領導層面上採取了不同的手法，包括強化老師團隊合作，找尋適合的課程切入點，並引入了大學的專業支援，促進了課程的發展。這些經驗，除了可供準備發展此學科的學校借鏡外，亦突顯了領導課程發展時需要注意的問題。
This paper discusses two school-based leadership experiences in the development of junior Integrated Humanities (IH) curriculum. Different means have been adopted by school and panel leaders to facilitate the curriculum development, such as reinforcing teachers' collaboration, selecting appropriate entry points and soliciting professional support. Their positive experiences may inform other schools, which aspire to develop their school-based IH curricula and highlight the practical issues in which the curriculum leaders should deal with carefully.
