- The authors examine in the paper the institutional constraints on the implementation of civic education in Hong Kong secondary schools. Institution is conceptualized by the authors as a set of rules, shared by the members of the relevant community that structure communication. The authors report that the data is compiled from interviews with principal, teachers, and students conducted from January to April 1996. Data analysis reveals that the institutional constraints on the implementation of civic education come from institutional norms and perception of roles of the schools.
