- 為推動粵港澳大灣區融合發展,《中國教育現代化2035》提出要以粵港澳大灣區為重點,建設新時代教育改革發展的示範區、創新區和先行區。高等教育在國家教育體系中具有重要地位,在推動粵港澳大灣區融合發展中應先行先試,發揮好引領作用。高等教育在青年人體驗制度、社會階層形成變化、制度文明水平表徵等方面對於國家制度存續具有重要影響。基於此,從水平差距、社會影響、制度障礙等方面分析了當前制約高等教育在大灣區發揮上述影響力、促進粵港澳融合發展的主要原因,並提出了構建促進多元文化歸一的價值教育體系、構建面向未來教育形態的大學人才培養體系、建立人才資源流動配置新秩序、加快建設中國特色世界一流大學等方面的政策建議。
