In the knowledge economy, many companies are well aware of the vital need to maintain the professional expertise of their workers at a high level. Though there have been a lot of research studies in the areas of professional expertise and workplace learning, few examined the learning pathways novice workers went through to become experts in their professions. Most of the research studies on expertise focused on the nature of expertise and few on its development. As for workplace learning research, most studies focused on the learning resources and methods workers used and the affordances of the workplace in making learning possible. Based on the accounts of expertise development collected from individual information technology (IT) workers in Hong Kong, this paper proposes a four-phase model of professional expertise development in the workplace and discusses its similarities to and differences from extant theories of expertise and skill development.

This paper discusses the relationship between ageing and learning, previous literature having confirmed that participation in continued learning in old age contributes to good health, satisfaction with life, independence and self-esteem. Realising that learning is vital to active ageing, the Hong Kong government has implemented policies and programs to encourage continued learning among the elderly to help improve their health and quality of life as they age. Given the government commitment, it is essential that the policy and provision be critically reviewed for effectiveness to ensure that it is meeting the needs and expectations of older people and supporting providers in delivering high-quality programs to elders. In this light, this paper examines the role of government, providers and community agencies in developing policy and provision for elder learning in Hong Kong. It discusses the approach to elder learning in Hong Kong before and after 1997, which is marked by the establishment of the Hong Kong Elderly Commission. It investigates new directions in elder learning policy and provision and finally, it identifies the needs for future research and policy development of elder learning in Hong Kong.

This paper draws upon a small-scale investigation to shed light on the perceptions of successful ageing by a group of senior adults in Hong Kong. It also identifies attributes that are associated with ageing well and examines the extent to which education or learning is perceived as important in the ageing process. To this end, the research has taken on an educational perspective to find out what older people themselves want and need to learn, what motivates them and what poses as barriers to their participation in learning. By making such data available, policy-makers and educational providers alike will be better placed to understand and determine the role of learning in the ageing process and to plan appropriate interventions in support of late-life learning for and by the elderly.

There has been a substantial rise in the number of students enrolling in part-time taught postgraduate awards. This study investigates the reasons or motivation for students to spend significant amounts on tutorial fees and find time alongside work, family and social commitments to take a taught postgraduate award. Data were gathered through interviews with 21 part-time students in taught postgraduate programmes in Hong Kong. Students all held several motives for studying, so the outcome was a framework for explaining multiple interacting motives. Main categories of motivation were related to qualifications, current career, potential future career, interest, perpetual students and professional and social networks. Individual students displayed varying degrees of these motivations and the sub-categories of them. Students were able to specify their needs in terms of advanced specialised study, so enrolment satisfied a need for continuing professional development. The rise in taught postgraduate enrolments, in search of advanced specialised knowledge, seems set to continue as undergraduate degrees become broader and more attribute-oriented and the knowledge explosion makes it harder to reach the frontiers of knowledge.

In the process of examining the recent and, especially, post-Handover, contributions that the Hong Kong Education Commission (EC) has made to policy concerning Continuing Education (CE) in the Special Administrative Region, the authors of this article were drawn into discussion of three underlying issues. These include the issue of conceptual clarity with regard to 'continuing education' and the operational implications of the local adoption of the fashionable worldwide mantra of 'lifelong learning'. They necessarily become involved in the need to distinguish between policy rhetoric, often employed in the form of Confucian-like exhortation, and practical applications of specific recommendations. They consider the extent to which the new polices have been implemented. While their analysis of policy process is, in an important sense, Hong Kong specific, it raises questions of international interest and concern, and this is probably most clearly manifested in the case study they offer of different arguments and proposals about the funding of CE.

This paper describes a research project investigating the workplace learning experience of information technology (IT) workers in Hong Kong. The research project explored in depth the workplace learning experiences of 65 IT workers from three different work sites. It went beyond the identification of workplace learning methods and resources workers used at work by probing into the complexities of workplace learning processes and the theoretical issues of workplace learning. A qualitative approach was used, relying primarily on data collected via in-depth interviews. This paper reports that (1). IT workers found troubleshooting, project work and installation of hardware and software, the most likely contexts to produce significant learning; and that (2). the rapid pace of technological growth in the IT industry results in a different learning environment to traditional industries such as tailoring, thus raising questions about the applicability of the notion of the community of practice as proposed by Lave and Wenger. Furthermore, by probing into the processes of known workplace learning methods such as learning from colleagues and vendors, this study uncovered many interesting findings about the workplace learning experience of IT workers.

This study investigated the perceptions of good teaching of adult students. Fifty-three students enrolled in part-time courses in Hong Kong were interviewed about a range of issues concerned with teaching, tutoring and learning. The initial analysis showed that there was no universal view of what constituted good teaching, as approaches preferred by some students resembled those disliked by others. These apparent contradictions were resolved by the recognition that perceptions of teaching quality were framed by conceptions of learning, which were shown to be consistent with a continuum from a reproductive pole to a self-determining one. Each of the four quadrants of the framework represents a conception of learning receiving teaching consistent or inconsistent with it. The quadrant representing self- determining learners receiving consistent facilitative teaching is seen as the goal for adult education to strive for. Didactic teaching was consistent with reproductive conceptions of learning. Teachers faced with predominantly reproductive classes are urged to help in developing greater levels of self-determination by progressively exposing students to forms of teaching requiring active involvement in the learning process, in a supporting environment.
