In the face of Hong Kong’s high grade-retention rates, this study aimed to investigate how Hong Kong secondary schools’ grade-retention composition is associated with student performance and socioeconomic inequality in student performance. As the research questions involved analysis at the school and student levels, this study employed hierarchical linear modelling to analyse the Programme for International Student Assessment (PISA) 2018 data. While grade retention was often suggested to have a negative impact on repeaters’ performance in studies using the same-age comparison strategy, this study found that a higher proportion of retained students at school was not associated with a reduction in students’ performance. However, greater socioeconomic inequality in student achievement was found in schools with higher retention rates. In addition to providing plausible explanations for these findings, this paper discusses the potential role of the government’s retention policies in these respects. Effective teaching is a key factor in educational effectiveness and improvement. To facilitate the knowledge exchange regarding effective teaching in secondary education internationally, there has been a growing interest in using classroom observation measures. However, little is known regarding the comparability of observation measures across various national contexts (measurement invariance). Consequently, comparing effective teaching behaviour across contexts is compromised by issues of construct and measurement equivalence. In the present study, we investigated measurement invariance of the International Comparative Analysis of Learning and Teaching (ICALT) for measuring teaching behaviour across various national contexts including the Netherlands, South Korea, South Africa, Indonesia, Hong Kong-China, and Pakistan. Results showed that ICALT indicates full strict invariance in four out of the six countries, which provides a possibility to compare teaching behaviour in the Netherlands, South Korea, South Africa, and Indonesia. This article aims to explain the role principals play in the variation in academic achievement between secondary schools in Hong Kong. The article draws on survey data from 179 key staff and 2,037 students from 42 schools. The study uses 2 analytical approaches. First, it employs classification and regression tree analysis (CART). This was used to sort out the most significant leadership practices associated with student achievement. Second, based on first-stage analysis, the study further explores the effects of leadership practices on academic achievement using hierarchical linear modelling (HLM). Results indicate that transparent and efficient communication structures as managed by principals explained approximately 12% of between-schools variation in academic achievement. Leadership practices related to quality assurance and accountability and resource management also contributed to explaining between-schools variation in academic achievement, yet they had negative effects on student achievement. Implications for research and practice are discussed.

Research on school improvement tends to assume that school improvement is a school-wide process. Nonetheless, some researchers have also proposed that secondary schools are comprised of subcultures centered on subject area departments. It has further been suggested that variations in the sociocultural organization of subject departments could produce differential results in the learning outcomes of students. To date, however, few empirical studies have examined the leverage offered by this perspective. The current study addresses this gap in the literature by analyzing changes in the learning outcomes of subject departments over a 3-year period as compared with patterns of whole school improvement in 47 Hong Kong secondary schools. The results support the proposition that theory, research, and practice on secondary schools will benefit from viewing their improvement from a perspective that takes into account the diversity of department-level conditions and learning outcomes.

This study focused on the collaborative structure-building behavior of school principals and examined how such behavior affects teacher empowerment. More important, it tested the mediating effects of participative management and learning culture. By collecting nested data from 104 schools in Hong Kong and adopting multilevel structural equation modeling, we found that teachers' sense of autonomy and self-efficacy were correlated at the individual level but were independent at the school level. The effect of building collaborative structures on teachers' self-efficacy was mediated by both participative management and learning culture, whereas the effect on autonomy was mediated by participative management only. The findings contribute to the literature in at least 2 ways. First, the inclusion of both principal leadership and school-level factors provides more refined predications of teacher empowerment. Second, the testing of the theory-grounded hypotheses in an Asian society verifies the validity of certain cultural assertions about this region.

In recent years, the Western discourse on distributed leadership has attracted increased attention in Chinese societies that have traditionally relied on highly centralized administrative systems in which power is located in the person of the school principal or other unit leader. This article explores the implications of applying the concept of distributed leadership in a Chinese context and outlines a research agenda for future work in this area. The article focuses specifically on teacher leadership in early childhood education in Hong Kong as an illustrative case. It suggests that change agentry, collaboration, collegiality, power, and authority are key aspects of discourse on teacher leadership in a Chinese, policy-driven context. It is argued that existing studies of leadership have failed to recognize the complexity of employing teacher leadership in hierarchical, policy-driven, high power distance, collectivist cultural contexts.

This article details a large-scale study of vice-principals in Hong Kong secondary schools. The study aimed to examine the core competency areas that pertain to the work of vice-principals and the way in which vice-principals perceive these areas to relate to school success. It also examined the factors that affect their level of job satisfaction, and differentiated these factors according to whether they did or did not aspire to principalship. The findings indicate that competency gaps, if large enough, can affect the level of job satisfaction of vice-principals and that the impact of these gaps varies according to career orientation. The results show that vice-principals who aspire to be a principal are more satisfied in their jobs than their less ambitious colleagues; and that the effect of these gaps on job satisfaction differs between the two groups. The implications of the findings for the future supply of principals and leader development are expounded.
