This article investigates types of citizenship education in selected schools in Hong Kong with different overarching affiliations (pro-China vs. pro-democracy). After examining schools’ policies (e.g., sister school of China school), we selected four pro-China and two pro-democracy schools. As a highly diverse society, citizenship education in Hong Kong is key to the formation of a ‘good citizen’. To better understand what a ‘good citizen’ means in this context, we interviewed ten teachers, four principals and four vice-principals at six secondary schools. We focused our interviews on key themes around citizenship, schools influence and media influence. These interviews showed that laissez-faire school staff reported acting as facilitators who emphasized knowledge, social concerns and norms of ‘good citizens’ to their students. Mediate diversity staff reported helping students integrate different perspectives. School mission staff reported supporting student engagement via citizen responsibilities and political processes; while pro-China schools emphasized a national China identity, pro-democracy schools emphasized an international view. Staff from all of these schools reported that media negatively influenced students’ values and perspectives. To reduce students’ confirmation bias (only seeking evidence to support the pre-existing views), teachers in all schools taught critical thinking skills and media literacy. The data showed that understanding how schools can nurture student-citizens amid teachers’ concerns around negative media influence can help inform instruction and policies in schools regardless of their affiliation. This article aims to generate a better understanding of Hong Kong teachers’ perception of national education as implemented in the Hong Kong Special Administrative Region (hereafter referred to as Hong Kong SAR) and the interrelationship between their perception and the methods they adopt to teach the topic. We outline the Hong Kong context relevant to our research and review the relevant literature to consider typologies and teaching methods about and for national education. Questionnaire data focused on the seven typologies of nationalism and the three teaching methods of national education identified in the literature review. A total of 601 questionnaires were returned from 198 schools. The typologies of cultural nationalism, civic and peripheral nationalism, authoritarian nationalism, unification nationalism and cosmopolitan nationalism, and the teaching methods of group discussion and an affective approach characterize the views of Hong Kong secondary school teachers about national education. We suggest that teachers’ diverse views about nationalism and their varied use of teaching methods to achieve their goals suggest the powerful influence of current initiatives from the Chinese mainland and the need to reflect on established academic literature that proposes the decolonization of the curriculum and interactive and critical teaching methods. Under 'One Country, Two Systems', 'good citizens' ‐ as supported by pro-democratic positions ‐ and 'good citizens' ‐ as promoted by the Chinese government ‐ are seemingly in contradiction with each another based on their values and ideologies in Hong Kong. The competing values of citizenship are demonstrated by deep divisions within Hong Kong society, with pro-democratic groups advocating democratic values and initiating societal transformation, and their pro-establishment counterparts highlighting patriotic values and sustaining the status quo. From an educational perspective, teachers take on an essential role in the implementation of education policies designed to cultivate students who are 'good citizens'. This research employed a mixed-methods approach to examine Hong Kong teachers' perceptions of 'good citizens' based on their affinity with democratic and patriotic values. The findings indicated that rather than conflicting, patriotic values tended to be complementary to democratic values. Moreover, critical patriotic citizens with multiple identities who participate rationally and constructively in social and political activities might be more likely to facilitate democratic development in Hong Kong. These findings have implications for policy-makers responsible for the citizenship education and preparation of future citizens living within polarized and pluralistic societies, and they highlight the value of learning to live together in a complex world. This article demonstrates how a Hong Kong primary school enlists students (aged 6 to 12 years) in school governance by having a student council and by creating a supportive learning context, including building a supportive ethos and offering training for student leaders. The significance of this study lies in its reporting of a successful case of a student council in a primary school and the impacts on the civic qualities of the students involved. This is an attempt at investigating: the educational impacts of a student council in a primary school setting in a Chinese context; and the collaboration between schools, teachers and a service provider in nurturing a school ethos and context favourable for student engagement. This study argues that although primary school students are young, they are able to speak up and act as office bearers in a student council in an effective way. They can contribute towards school governance by conveying informed views on school matters. A supportive school context consisting of favourable attitudes taken up by school parties, namely the school governing board, principal, teachers and students, is crucial. Hopefully, the study can shed light to the international communities on the nurturing of citizens through active participation in school community at an early age to have the competence to know, think, act, reflect and care in a new political environment marked by uncertainty and increasing political polarization. This study investigates Hong Kong primary teachers’ perceptions of moral, civic and national education, which may have an impact on how they prepare students to become ‘good citizens’ through classroom instruction. Moral and Civic Education (MCE) has been an overall goal of Hong Kong’s education system since 2001, while Moral and National Education (MNE) was proposed as a new subject in an effort to introduce a patriotic agenda in 2011. Teachers play essential roles in nurturing students to become ‘good citizens’ because they are the key figures in implementing education and curriculum policies in schools. Therefore, gaining a greater understanding of teachers’ perceptions of MNE provides insights into the extent to which teachers are prepared to contribute to the patriotic agenda as part of a revamped civic education curriculum. While there are complex factors affecting teachers’ receptivity to curriculum change, an understanding of factors that influence teachers’ perceptions of patriotic education could be valuable for school stakeholders (such as policymakers, educators and researchers), not only in Hong Kong but in other places (such as the United States and the United Kingdom), when they consider what can be done to influence students’ attitudes towards citizenship. Utilizing pilot data, this study reports Hong Kong teachers’ attitudes towards patriotic education through the proposed new school subject of MNE. The findings indicate that ‘perceived others’ support’, ‘perceived concerns of MNE’ and ‘non-monetary cost-benefits’ were the significant predictors of teacher receptivity of MNE. The results suggest that when teachers had concerns about patriotic education, they were less likely to support its implementation, while if they had the support of others they were more likely to support implementation of MNE. More importantly, teachers who perceived that patriotic education can cultivate more well-rounded students were more likely to support the implementation

This article argues for reconstructing Hong Kong’s civic education in the post-national education era, and puts forward some rethinking on conceptual, curricular and pedagogical matters. This article starts with a brief critical review of the development of school civic education in Hong Kong to set the context. This is followed by a discussion of the MNE controversy. It points out that the shelving of the mandatory subject and reversion to depoliticized school-based civic education is inadequate to address the needs of civic education in Hong Kong. Finally, this article argues in favour of the type of civic education that aims at cultivating politically literate, critically thinking and actively participating citizens, with particular reference to the Civic Education Guidelines from Civil Society. This set of unofficial Guidelines proposes that Hong Kong’s civic education has to be reconstructed both in conceptual, curricular and pedagogical terms accordingly. Hopefully, this article will shed light on the development of civic education in societies that are facing similar challenges in the process of democratization and an upheaval of civic consciousness of the citizenry.

Evidence obtained from focus group interviews supports a conception of political socialization as an active process where individuals interact and negotiate with socialization agents in different contexts to construct their political realities. The citizenship understandings of socially or politically active students in this study were basically eclectic, including conservative views about doing the best in their diverse roles as well as more radical orientations, such as participating in demonstrations and protests in opposition to unreasonable laws. Issues based teaching, experiential learning, and teachers with credibility have been identified as significant political socializing factors for active democratic citizenship. Such a finding has significant implications for teacher education.
