One hundred and eighty ethnic minority students studying in Hong Kong mainstream schools were found to value knowledge, activities, practice, product, inquiry, process, feedback, and technology in their mathematics learning. To identify these values, a mixed methods approach was adopted, using a values questionnaire as a lens to identify what students find important in mathematics learning, and followed by semi-structured focus group interviews for details and verification. The data also revealed that ethnic minority students valued activities and practice more than their ethnic Chinese peers. Implications for research and instructional practice are offered. This paper presents a systematic review of research on Chinese as a Second Language (CSL) education for ethnic minority students in Hong Kong SAR. Using three databases and screening with specific inclusion and exclusion criteria, the study selected 38 empirical studies published in English-language peer-reviewed journals. We find that there has been a surge of publications in Hong Kong in the past decade (2010–2020), and they are mostly authored by scholars from three universities in Hong Kong. Most of the research took a phenomenological approach, using interviews as the main data collection method and focusing on underprivileged South Asian students in secondary schools. The thematic analysis showed that Hong Kong’s CSL adopted a poststructuralist paradigm for understanding and revealing social inequalities surrounding Chinese language education for ethnic minority students. The study concludes that Hong Kong must decolonise its education system to genuinely support ethnic minority students to achieve educational equality and social justice. Purpose>This review study focuses on the framework for pre-primary education and language acquisition for non-Chinese-speaking students (NCS students) from ethnic minority families (EM families) in Hong Kong.Design/methodology/approach>This paper adopts a multidisciplinary perspective that involves both assessing the broader governing framework and researching their specific needs. In its overview of the significant changes made in recent years and an exploration of the gaps in the framework, with reference to other jurisdictions, along with input from developmental psychology as it relates to the issues faced by NCS students.Findings>This study contributes to the literature on how to shape further policies and reforms to optimize learning of NCS children in Hong Kong from a young age. This helps NCS students and families achieve their right to education and equal opportunities and schools to cater the needs of these students and families, which is essential to providing an enriched learning environment for our children regardless of their ethnicity.Originality/value>This study uses multidisciplinary approach to study pre-primary education and Chinese language acquisition of ethnic minority students in Hong Kong. The number of mainland Chinese students was 791 (64% of total international students in Hong Kong) in 1996/97 whereas such number went up to 12,037 (73%) in 2016/17—more than fifteenfold increase within 20 years. In particular, mainland China undergraduates (MCU) exhibited a phenomenal growth from 5 in 1996/97 to 6,852 in 2016/17. Nonetheless, few studies have focused on this group of students concerning their acculturative stress and/or mental health in Hong Kong, even though there were several cases of suicide committed by MCU in Hong Kong in the past decade. Completing tertiary education in one’s home country is generally not an easy task, and pursuing a university degree in a culturally different and unfamiliar place will surely add to one’s difficulties. A literature search of scales assessing acculturative stress showed that none of the existent scales were applicable to MCU in Hong Kong, either because of language issues, different target population, or cross-cultural problems. Ethnic minority students—often descendants of earlier waves of immigrants from neighbouring South and Southeast Asian countries—have been under-represented in enrolment in higher education in Hong Kong. In addressing low university/college-enrolment, traditionally under-represented students’ family and community are considered deficit and under-resourced, and their inherent values and strengths remain unrecognised and less-explored. This study employed the community cultural wealth framework to highlight the various forms of capital existing within the families and communities of 15 South/Southeast Asian university students that had allowed them to navigate university predisposition, search and choice processes. The findings of this study unveil the diversity and richness of capital within non-dominant communities that have limited access to capital, normalised within hegemonic and oppressive educational institutions and call for researchers and educators to legitimise and utilise the community resources for widening university attendance. 升讀專上教育（專教）一直被視為香港青年上游的途徑，不同社經背景的學生所面對升讀專教的挑戰各有差別。近年，香港教育政策推動多元發展並提供多項支援和計畫，以提升中學生畢業後的發展路向，但不同學生組群在升學上都遇到不同障礙和不同程度的教育不均情況。由於學生的社經和族群背景影響他們對升學與就業的價值觀、期望和目標，他們追求專教面對的障礙和成功因素各有不同，惟香港對此問題的系統化探討不多。為此，本實證研究探討香港主流、內地來港和少數族裔（南亞／東南亞裔）高中生升讀專教所面對的障礙和成功因素，於2018年10月至2019年5月期間在23所香港中學進行問卷調查，合共成功收回5,014名高中生的問卷，發現主流學生雖然在經濟障礙和其他封頂因素的評分均低於少數族裔及新來港學生，但同樣地在多項有利升讀專教的成功因素上的評分亦較後兩者低，而少數族裔則比華裔群體樂觀。本文討論了當中原因，並提供相關的政策建議。Copyright ©2021 香港中文大學香港教育研究所.

Learning Chinese as a second language is challenging for non-Chinese speaking population in Hong Kong. In order to facilitate the Chinese learning of this group of people, understanding their trajectory of Chinese language development is crucial. The present longitudinal study follows 88 non-Chinese speaking preschoolers in 4 time points, from their K1 to K3, in order to have a grasp of their Chinese language development in three key aspects, namely listening, speaking and reading. Results showed that non-Chinese speaking preschoolers progressed their Chinese language proficiency over time in the three domains, whereas their listening abilities have the best advancement. Though their speaking abilities were the worst at the beginning, they had significant improvement by the end of their K3. The qualitative data provides descriptors of the Chinese language proficiency of non-Chinese speaking preschoolers in different grades. The study's findings serve as a valuable reference for schools regarding school-based curriculum development, learning and teaching materials, approaches and assessments. A professional teaching development programme was established to equip multicultural teaching assistants (MTA) with skills and knowledge to teach non-Chinese speaking (NCS) preschoolers in Hong Kong. To evaluate if MTAs are perceived to be able to perform their intended roles (support Chinese and overall learning, provide pastoral support, bridge the communication between NCS parents and kindergartens, and promote social integration), questionnaires were collected from 18 principals and 74 teachers. To assess if the programme can equip MTAs with necessary skills for the planned roles, questionnaires were collected from 39 MTAs, and a focus group interview with 8 MTAs was also conducted. Results showed that principals and teachers were satisfied with MTAs' performances in supporting NCS students' learning. Moreover, the majority of MTAs agreed that the training programme helped them to perform their intended roles in preschools. Most modules taught in the training programme, apart from one exception, were well received by MTAs. The focus group interview revealed that MTAs were satisfied with the programme, though they preferred more training on Chinese writing skills and knowledge in dealing behavioral issues of children. The study shows the possibility of integrating MTAs into multicultural classrooms in Hong Kong to facilitate NCS children's learning. Copyright © 2021 Academy Publication Co., Ltd.

This qualitative study investigates how migrant students from mainland China attending Hong Kong universities, as scale makers, negotiate and construct new scales and identities by utilizing their sociolinguistic resources, and how their scale making is related to such social categories as history and politics. The findings suggest that (re)scaling practices are beyond hierarchically-ordered indexical regularities, but develop and change as a shifting category, and can be considered a construct that allows for negotiation and creation of meanings. The participants show their agentiveness in defining a translocal space that advocates hybridity to their advantage. It is also found that the participants established new tacit norms and organized their identities with reference to experiences and attitudes local students lacked. Under the force or influence of political, social, economic, and interpersonal factors, rescaling practices were continuously in play, and norms were re-constructed by language users.
