學校本位課程發展可說是近年課程改革範圍內一個重要議題。本文嘗試整理和探討有關學校本位課程發展的定義，以及探討不同的學校本位課程發展取向和模式。首先，文章探討課程發展、課程改進以至校本課程發展的意涵，此外，有關學校聚焦、學校為中心到學校為本課程發展的定義亦作探討。其次，文章初步探討中國內地、台灣和香港的校本課程發展脈絡。本文從技術－科學和非技術取向探討不同的校本課程發展取向與模式，尤其對史克北模式評析，以及非技術取向下的人文教育模式、協商課程模式、創作周期模式等。School-based curriculum development is an important agenda in the field of curriculum reform in recent years. This article attempts to consolidate and discuss various definitions related to school-based curriculum development as well as to discuss their different approaches and models. First, the article discusses the meaning of curriculum development, curriculum improvement and school-based curriculum development. Secondly, the definitions related to school-focused, school-centred as well as school-based curriculum development are explored. Moreover, the article initially discusses the contexts of school-based curriculum development in the Chinese Mainland, Taiwan and Hong Kong. The article also discusses different approaches and models of school-based curriculum development from both technical-scientific and non-technical perspectives, especially with regard to the critique of Skilbeck's model and elaboration of humanistic education model, negotiation curriculum model and authoring cycle model. 教科書是教育的重要環節，聯繫教學內容、系統知識、課程與教學、學習評估。香港教科書編審和選用的機制，雖然一直引發大量爭議，但探討其機制的文章不多。本文將評析教育局在教科書編審機制的特質。教育局在編審過程中，對特定項目加以控制，如編寫內容、編寫取向、價格因素等；然而，對部分項目則容許自由編寫，如附加內容、教學活動、撰寫篇幅等。出版商為爭取通過評審，獲得更大市場份額，需要滿足教育局的要求和學校教師的口味。在選用過程中，學校需要建立選用教科書的方法，經教師商議選用，但教育局未擬定教師選用準則的嚴格標準，教師選擇具有彈性。筆者認為，香港教科書編審和選用的機制中，教育局的取態經常徘徊於控制與自由之間。Textbook, linking teaching content, system knowledge, curriculum and teaching, and assessment for learning, is an important part of education. Although the mechanism for reviewing and selecting textbooks in Hong Kong has always caused a lot of controversy, there are not many articles inquiring into the mechanism. This article analyzes the features of the textbook review mechanism of the Education Bureau. During the review processes, the Education Bureau, on the one hand, controls specific issues such as contents, teaching approaches, and pricing matters. It, however, allows freedom in other issues such as supplementary contents, teaching activities, length of writings. Textbook publishers, aiming to gain greater market share, need to meet the requirements of the Education Bureau and the desires of school teachers. In the selection process, schools need to set the procedure of textbook selection and allow teachers to select textbook. The Education Bureau, however, has not issued rigid standards for the selection and allows flexibility for teachers’ choice. 近年兩岸三地開始課程改革，社會科課程也有一定的變化。本文就不同年代香港的社會科和常識科課程的發展，根據課程不同的取向和組成部分，對社會科和常識科的性質、目標的訂定、內容的選釋和組織、教學的策略以及評鑑的作用和方法各方面加以評析，最後試提若干提議，作為今後社會科課程發展的參考。In recent years, curriculum reforms have started in Taiwan, Hong Kong and Mainland China. There are also changes in the social studies curriculum. This article firstly examines the development of the subjects of social studies and general studies in different periods of Hong Kong. Then the orientations and components of the curriculum including the nature and objectives of social studies and general studies, selection and organization of content, teaching and learning strategies as well as the functions and methods of evaluation are analyzed. Purpose - The purpose of this paper is to analyse and evaluate the implementation of an empathy model of experiential learning in real-life sites, with the help of NGOs, for developing students’ active citizenship in two Hong Kong Chinese secondary schools.Design/methodology/approach - This study employs a case study in which teachers and the researcher engage in planning, implementing and evaluating an experiential learning unit which combines together both classed-based learning activities and experiential learning activities provided by NGOs in real-life settings. Qualitative interview findings are collected from teachers and students.Findings - Incorporating experiential learning activities in thematic learning units provided by NGOs for the active citizenship of students can facilitate teachers to develop student learning outcomes of empathy and perspective taking derived from authentic experience. In particular, teachers’ reflect on how to facilitate Chinese students’ reflect on disadvantaged people and ethnic minorities. This action research study recommends that students’ conceptual understanding of concepts such as poverty and ethnic minorities should be developed before they participate in NGO’s experiential learning activities, so that the experiential experiences can add something on what they have already learnt.Originality/value - This study found some useful implications for exploring ways for teacher development by applying an experiential learning model in combination with classroom-based learning for active citizenship. This research study recommends implementing pre-experiential conceptual building activities and post-experiential classroom-based enquiry and reflection activities to help students consolidate their learning experiences through verbal and written reflection, as well as on what actions that they can take. The present article lies at the intersection of research on teacher cognitions and the rising importance of literary texts in second language learning. It is a qualitative analysis of teacher reports on integrating Language Arts (LA) in the context of New Senior Secondary (NSS) English Language Curriculum in Hong Kong. In particular, this study explores three English teachers’ conceptions of teaching literary texts. Juxtaposing teachers’ views of LA integration and their personal experience of English language learning offers teacher educators a useful lens through which to view the personal practical nature of teacher cognition. It also unveils the factors influencing their conceptions of the place of literary texts in the English Language Curriculum. The results portray teachers as individuals with unique personal characteristics and backgrounds. It is hoped that the study will offer insights into the development of teachers’ personal practical knowledge (PPK) by highlighting their personal learning experience. This article illustrates the interface of ethnic identities and a multi-ethnic learning environment in a predominantly Chinese society. Hong Kong – whilst reputed as an Asian international city – has displayed reticence in promoting multicultural initiatives and inclusiveness at a policy level. In this context, this study draws on a sociocultural perspective and interviews with a group of ethnic minority Filipino secondary school students. The interview data point to juxtapositions of ethnic identities with reference to students’ interactions with peers from same and different ethnic groups, ethnic in-group practices, and a schooling discourse that reflects Chinese language expectations and recognition of cultural diversity. The analysis, as a result, specifies how schooling experiences in this case become grounds for identity tensions in being a Filipino and a Hong Kong person. These tensions caution against tacit sociocultural relations in learning environments resulting from school-initiated multicultural practices without broader and explicit policy support for culturally diverse student population. Purpose - The purpose of this paper is to examine the relationships between the civic mission of schools and students on participation in school governance through an empirical study. It articulates the importance of school mission on nurturing citizenship of high school students.Design/methodology/approach - The research used a mixed method with questionnaire survey in the first phase and qualitative interviews in the second phase. Quantitative data were obtained from a survey completed by 3,209 students and 495 teachers (including principals) from 51 secondary schools in Hong Kong. Qualitative data were collected from 41 individual interviews with principals and teachers and 17 focus group interviews with 56 students in five case study schools.Findings - Both students and teachers believed that good citizenship qualities should include students’ participation in school governance. Schools in general took up the civic mission to nurture good and participatory citizens. A mission of nurturing students to become good and participatory citizens made a significant and positive contribution toward achieving students’ actual participation in school governance. However, students’ actual impact on major school policies was minimal. A paradox existed whereby students, knowing their influence over managerial issues was much circumscribed, still gave it a higher rating than their teachers.Originality/value - The paper contributes an empirical model for school leaders to develop school vision for promoting student participation in school governance. Universal suffrage is an essential component of Western democracy in the twenty-first century, but the role of education in supporting universal suffrage in Hong Kong is a challenge given its fractured political system and governance, societal divisions about political goals, and democratic aspirations within an authoritarian state. This study examines the views of teachers regarding the effectiveness of Hong Kong's current citizenship education in cultivating students' citizenship towards the development of a democratic society. The results revealed that current citizenship education does help students foster some characteristics of good citizenship, but doubt its efficacy towards the development of democratic principles such as universal suffrage. Hong Kong is unlike many post-colonial states and Hong Kong teachers face specific challenges in terms of democratic development. While this study focuses on Hong Kong, its results are relevant to educators in other places who face similar challenges and issues under polarised and pluralised societies. This study was to examine the impacts of staff-child ratio on the quality of care and education for toddler-age children through controlling the variables of demographic features and structural characteristics of the compared classrooms. Two toddler classrooms in Hong Kong adopting different staff-child ratios were selected for the comprehensive quality assessments by using the Infant/Toddler Environment Rating Scale - Revised (ITERS-R) approach. The findings indicated a negative association between the staff-child ratio and the global quality of centre-based care and education for toddlers. The quality related to the "Interaction" and "Personal Care Routines" was found to be significantly related to the ratio, while the quality associated with the "Space and Furnishings" and "Program Structure" was less affected. The results of the study demonstrate the applicability of the ITERS-R in a new cultural and linguistic environment, and provide information on how staff-child ratio affects various aspects of the quality of care and education for toddlers.
