This article compares and discusses three prevailing approaches used to understand the concept of school culture and school culture phenomena. The approaches are typology-functionalist approach, process approach, and improvement-effectiveness approach. Compared with the other two, improvement-effectiveness approach is identified as more appropriate to conceptualize school culture when the concept is applied to promote school improvement and effectiveness. Moreover, the School Improvement Model of School Culture developed by Cavanagh and Dellar is introduced with the implications of the model to Hong Kong school leaders, policy-makers and educational researchers are being discussed. With the increasing concern in school teachers’ well-being and growing focus on the early childhood education sector in recent years, the present study explored the factors that contribute to the psychological well-being of kindergarten teachers in Hong Kong. Based on a sample of 459 kindergarten teachers in Hong Kong, the authors demonstrated that teachers’ psychological well-being was strongly determined by their self-belief, which were contributed by their relationship with colleagues, and their positivity in attitude towards life and work. The authors further demonstrated that teachers’ self-belief was influenced by their perception of the school culture. Implications for establishing a positive attitude in kindergarten teachers and enhancing their psychological well-being were discussed. The influence of school or family on students’ development is widely recognized as essential. Cultural factors which affect students’ use of information and communication technology (ICT) need to be further explored. This research on digital divide analyzed the interview data from principals, teachers, and students from two Hong Kong junior secondary schools. The main findings suggest that cultural divide at school and home can significantly affect the phenomenon of digital divide in education. The cultural factors in school most associated with high ICT usage were the school principals’ culture and values regarding ICT. Parental values, such as demanding but harmonious parent-child relationship, were the most influential home cultural factors. The results of the study suggest that the phenomenon of digital divide could be eased by previously overlooked gaps in school and family culture. Some suggestions and limitations were also provided in the conclusion.

In recent years, the Western discourse on distributed leadership has attracted increased attention in Chinese societies that have traditionally relied on highly centralized administrative systems in which power is located in the person of the school principal or other unit leader. This article explores the implications of applying the concept of distributed leadership in a Chinese context and outlines a research agenda for future work in this area. The article focuses specifically on teacher leadership in early childhood education in Hong Kong as an illustrative case. It suggests that change agentry, collaboration, collegiality, power, and authority are key aspects of discourse on teacher leadership in a Chinese, policy-driven context. It is argued that existing studies of leadership have failed to recognize the complexity of employing teacher leadership in hierarchical, policy-driven, high power distance, collectivist cultural contexts.

This small-scale study aimed to explore how the reporting and feedback system in an inviting school in Hong Kong attempts to facilitate students' learning and development. In particular, the study examined how students in an inviting setting felt about the reporting system in relation to their own learning and development. Any associations between feedback given to students and their subsequent development of greater self-regulation were considered. Data were generated from individual and focus group interviews with a small sample of Grade 7 and Grade 10 students. The results revealed four key aspects of the school context that students regarded as helpful to facilitate the function of the reporting system. The potential relationship between feedback and reflection, and the roles these play in the acquisition of self-regulation in students, are discussed.

This article presents the finding of an interim evaluation survey commissioned by the Education Bureau of Hong Kong on the effectiveness of the curriculum reform initiated in 2001. Drawing upon change theories for analysis of the study, the article examines the perceptions of both principals and teachers on the effectiveness of short-term curriculum development in schools from 2001 to 2006 through self-administered questionnaire survey as well as focus group interviews. The quantitative survey shows that evaluations from principals were more positive than those of frontline teachers in many aspects of the reform. Data collected from focus group interviews help explain the discrepancy in attitudes of these two stakeholder groups towards the reform. Insufficient knowledge, lack of support and consensus, and top-down initiation of the reform are the reasons accounting for the different responses to the reform. Strengthening professional development programs and developing a culture of collegiality and collaboration are the strategies recommended to improve the implementation of the curriculum reform in the medium-term phase (2007-2011).
