A hierarchy of inclusive teaching tasks by associated level of teacher efficacy is derived from a group of primary and secondary school teachers in Hong Kong using a Rasch rating scale model on 536 in-service teachers attending a professional development course. Findings show collaboration tasks represented the highest teacher efficacy in primary and secondary teachers. Managing behavior represented the lowest level of teacher efficacy but slightly more in primary than in secondary school. Hence, future training regarding inclusive practices should be specific to the school level, with a strong focus on collaborations between school, parents, and the community. International studies of science education, such as the Trends in Mathematics and Science Study (TIMSS), have revealed considerable national disparities in students' achievements in science education. The results have prompted many nations to compare their science education systems and practices to those of others, to gain insights for improvement. Teacher training and professional development are key educational components that have not attracted as much attention as they deserve in international comparative studies. This study compares the conceptions and attitudes of pre-service elementary teachers (PSETs) in Hong Kong and the United States with respect to inquiry science learning and teaching at the beginning of the semester before the start of the science methods course. PSETs' conceptions and attitudes in the two countries were compared by means of a questionnaire with both Likert-type and open-ended questions. Quantitative data were analyzed using exploratory factor analysis and inferential statistics, while qualitative data were analyzed through the systematic categorization of PSETs' responses into broad themes and subthemes to reflect patterns in their conceptions of and attitudes toward inquiry science learning and teaching. The results revealed a complex interplay between PSETs' conceptions of and attitudes toward inquiry science learning and teaching. The results shed light on the effects of sociocultural contexts and have important implications for the design of science methods courses.

The number of students with special educational needs (SEN) in mainstream education in Hong Kong has increased, but the lack of professional training for in-service teachers appears to impede the successful implementation of an inclusive education policy. This study aims to evaluate and reflect on the delivery of an in-service inclusive education teacher training course provided by a local teacher training institution. A total of 3,274 teachers took this course between 2007 and 2010. Students' responses to an exit questionnaire were used to assess the course. The attitudes of the respondents towards the aim, content, resources, effect and value of the course and the level of satisfaction were generally positive, and increased as it evolved over time. The practical aspects (e.g., case analysis, classroom level strategies, guest lecturers' sharing and group discussion) were appreciated most by respondents. The implications of the findings and suggestions for further improvement are presented and discussed.

Over the past decade, Chinese language teachers in Hong Kong have experienced a series of educational reforms. They are now expected to design and implement their own school-based Chinese language curriculum, and adopt innovative pedagogies and customized materials in the classroom. The current literature suggests that some teachers are not ready for or even resist changes amid new challenges and paradigm changes. This case study highlights the role of emotionality as a key factor for successful teacher change by proposing a local adaptation of the classic model, while pointing out that a combined mode of support inclusive of collective lesson preparation and teaching demonstrations/practical sessions in professional development programs is a key element that helps facilitate teachers' change and provides teachers with experiential learning opportunities and enhanced confidence, leading to their voluntary adoption of the approach and gradual change in their beliefs and attitudes after witnessing the feasibility and effectiveness of the newly introduced concepts.

Reduced class sizes have a positive impact on pupil achievement and classroom processes. Pupils receive more individual attention and are better behaved and more on-task in small classes. In Hong Kong, small-class teaching has become a major government policy in primary schools. It is being implemented in phases, beginning in the 2009–2010 school year in Primary 1. Research shows that the benefits of a small-class environment are not automatic if teachers do not make changes to their teaching practice; hence, various types of campus-based professional development programmes have been organised for teachers to adapt their teaching in the small-class environments for the purposes of optimising the student learning. However, teachers tend to revert to their usual teaching practice soon after undertaking the relevant professional development training. School support is essential to provide encouragement for continuous improvement in order to sustain the effect of the campus-based professional development programmes. This article begins with an overview of the research on class size, then describes the implementation of small-class teaching policy in Hong Kong, compares the campus-based with school-based professional development programmes in small-class teaching, analyses the weakness of the existing school-based professional development programmes and finally argues that a self-owned model of school-based teacher development can be effective in sustaining the effect of the professional development programmes that teachers have undertaken.

Professional training and development is a major component of updating teachers' pedagogical knowledge and skills. However, transferring such knowledge and skill may not always be successful. Based on the theory of planned behaviour (TPB), the present study has developed a model specifying the factors affecting transfer maintenance intention and behaviour. This model was tested with the partial least square approach to structural equation modelling. The results indicate that the TPB-oriented model is able to explain in-service teachers' intention to maintain what they have learned from training in their jobs and their subsequent transfer maintenance behaviour. Moreover, the β coefficients indicate that attitude towards the behaviour was the major predictor of transfer maintenance intention, which was in turn the major predictor of transfer maintenance behaviour. Finally, research implications and practical implications have been provided in this study.

School-based learning community is widely supported by educators as an effective professional development strategy to improve teaching and learning. With reference to the collaborative and supportive features, the professional learning communities (PLCs) are further recognized in schools. Teachers in different schools work collaboratively to solve the actual problems that they come across in their classrooms and improve their teaching practice. With the support of school teachers, education officers and tertiary academics, PLCs was widely adopted as a strategy to enhance teacher professional learning. The tripartite partnership offers a platform for teachers to actively engage in professional sharing about teaching and learning. The paper illustrates the outcome of the lesson study in a two-year project of University-School Support Program (USP). It is evident that the Lesson Study was an effective collaborative mode of professional development for teachers of special schools in Hong Kong.

This paper reports on a macro-level the findings of a VITAL project (Variation for Improvement of Teaching And Learning). VITAL is a large project funded by Hong Kong Education Bureau, under which, each of the selected 120 schools in Hong Kong will participate in a Learning Study project in a selected subject area at a selected grade. This paper will report findings at systemic level, school level and subject level and investigate its impact in teacher professional development, construction of learning communities and student learning outcomes. Finally, the paper will discuss about how the VITAL projects facilitate the education reform in Hong Kong.

In Hong Kong, the educational reform launched by the Education Bureau since year 2000 encouraged primary schools to use the inquiry approach in the teaching of science and technology related topics in General Studies. It is believed that this approach is a student-centred approach which helps students to integrate generic skills, knowledge and values in the learning of General Studies. However, primary school teachers in Hong Kong do not commonly practice the inquiry approach in the teaching of General Studies because they found this approach time consuming and difficult to manage with the limited time of each lesson. Students hence have few opportunities of trying out experiments and science concepts are usually learned by rote without real understanding. This paper illustrates how a group of teachers in a primary school, collaborated with the researchers from The Hong Kong Institute of Education, used the Learning Study approach in planning and teaching a Primary 4 General Studies topic about "Light and shadow". During the study, the team found that one of the problems of students was that they were only able to repeat the statement "Light travels in a straight line" but could not apply the concept to explain daily life phenomena, such as the formation of a shadow. In this study, the research team identified an important object of learning which was omitted in the textbook. In the lessons, the inquiry approach was used, which provided opportunities for students to investigate the concept of "Light travels in a straight line". By improving the design and the enactment of the Variation pattern in different teaching cycles, a more effective lesson design was achieved, resulting in better student learning outcomes as shown by the pre and post student interviews and test results of the Learning Study.
